Ángel Rafael Deschamps Falcón (born 26 September 1955) is a Mexican politician from the National Action Party (PAN). In the 2006 general election he was elected to the Chamber of Deputies to represent the fourth district of Veracruz during the 60th Congress, but on 11 December 2008 he ceded his seat to his substitute, Mercedes Morales Utrera. He had previously served as municipal president of Boca del Río, Veracruz, in 1998 to 2000. [1]
Veracruz, formally Veracruz de Ignacio de la Llave, officially the Free and Sovereign State of Veracruz de Ignacio de la Llave, is one of the 31 states which, along with Mexico City, comprise the 32 Federal Entities of Mexico. Located in eastern Mexico, Veracruz is bordered by seven states, which are Tamaulipas, San Luis Potosí, Hidalgo, Puebla, Oaxaca, Chiapas, and Tabasco. Veracruz is divided into 212 municipalities, and its capital city is Xalapa-Enríquez.

He is not named in either the New Testament or the Quran, but later Christian tradition identified him with healing and as the angel who stirred waters in the Pool of Bethesda in John 5:2–4, and in Islam, where his name is Israfil, he is understood to be the unnamed angel of Quran 6:73, standing eternally with a trumpet to his lips, ready to announce the Day of Judgment. In Gnostic tradition, Raphael is represented on the Ophite Diagram.
Didier Claude Deschamps is a French professional football manager and former player who has been managing the France national team since 2012. He played as a defensive midfielder for several clubs, in France, Italy, England and Spain, namely Marseille, Juventus, Chelsea and Valencia, as well as Nantes and Bordeaux. Nicknamed "the water-carrier", Deschamps was an intelligent and hard-working defensive midfielder who excelled at winning back possession and subsequently starting attacking plays, and also stood out for his leadership throughout his career. As a French international, he was capped on 103 occasions and took part at three UEFA European Football Championships and one FIFA World Cup, captaining his nation to victories in the 1998 World Cup and Euro 2000.

Named Bishop of Xalapa in 1919, he was driven out of his diocese and forced to live the remainder of his life in hiding in Mexico City. Pope Benedict XVI canonized Guízar on 15 October 2006.

Most recently he served for the space of a few hours as an alternate senator for the state of Veracruz. He has been a member of both the Institutional Revolutionary Party (PRI), from which he resigned, and the National Action Party (PAN), from which he was expelled.
