The 1978–79 Liga Alef season saw Hapoel Nazareth Illit (champions of the North Division) and Hapoel Beit Shemesh (champions of the South Division) win the title and promotion to Liga Artzit.
Promotion play-offs, held in neutral venue, introduced between the second placed clubs in each regional division. Hapoel Herzliya won over Maccabi Kiryat Gat, and became the third promoted club.

Hapoel Herzliya promoted to Liga Artzit.
Maccabi Kiryat Gat F.C. was an Israeli football team based in the southern city of Kiryat Gat. The club's best achievement has been promotion to the Premier League as Liga Leumit runners-up in 2001, after beating Hapoel Beit She'an on the final day of the season. However, in their first season in the top division, they finished at the bottom of the table, six points from safety, and were relegated back to the second tier.
Hapoel Herzliya is an Israeli football club based in Herzliya. The club is currently in Liga Alef North division and play their home matches at the Herzliya Municipal Stadium.
The 1966–68 Liga Bet season saw Hapoel Kiryat Shmona, Maccabi Herzliya, Hapoel Yehud and Hapoel Sderot win their regional divisions and promoted to Liga Alef.
The 1968–69 Liga Bet season saw Beitar Kiryat Tiv'on, Hapoel Tirat HaCarmel, Hapoel Bat Yam and Hapoel Eilat win their regional divisions and promoted to Liga Alef.
The 1969–70 Liga Bet season saw Hapoel Nahariya, Hapoel Zikhron Ya'akov, and Hapoel Yehud win their regional divisions and promoted to Liga Alef. Hapoel Beit Shemesh, which placed third in South Division B was also promoted, as the top two clubs, Hapoel Ramla and Hapoel Ashdod were involved in match-fixing scandal, and as a result, both clubs were disqualified by the IFA.
The 1970–71 Liga Bet season saw Hapoel Migdal HaEmek, Hapoel Kiryat Haim, Maccabi Bat Yam and Hapoel Ashdod win their regional divisions and promoted to Liga Alef.
The 1975–76 Liga Bet season was the last in which Liga Bet was the third tier of Israeli football, as at the end of the season, Liga Artzit came into existence, and became the new second tier, Liga Alef became the third tier, and Liga Bet became the fourth tier.

The 1986–87 Liga Artzit season saw Tzafririm Holon win the title and promotion to Liga Leumit.
The 1986–87 Liga Alef season saw Maccabi Hadera and Hapoel Bat Yam win their regional divisions, and qualify for promotion play-offs against the 11th and 12th placed clubs in Liga Artzit, Hapoel Marmorek and Hapoel Ramat Gan. Hapoel Bat Yam were the only promoted club from Liga Alef to Liga Artzit.

Hapoel Rehovot was an Israeli football club based in Rehovot. The club spent three seasons in the top division prior to the Israeli Declaration of Independence. In 1968, the club merged with Hapoel Marmorek.
