The 2016–17 Rain or Shine Elasto Painters season was the 11th season of the franchise in the Philippine Basketball Association (PBA).

Philippine Basketball Association

The Philippine Basketball Association (PBA) is a men's professional basketball league in the Philippines composed of twelve company-branded franchised teams. Founded in 1975, it is the first professional basketball league in Asia and is the second oldest continuously professional basketball league existing in the world after the NBA, established before the "open era" of basketball in 1990 where FIBA allowed longstanding domestic leagues, which mostly had predated the PBA, to become professional. The league's regulations are a hybrid of rules from the NBA and FIBA.

2016 PBA draft

The 2016 Philippine Basketball Association (PBA) rookie draft was an event which allows teams to draft players from the amateur ranks. The league determined the drafting order based on the performance of the member teams for the 2015–16 season, with the worst team picking first, as a replacement for its lottery system after the controversies that surrounded the 2014 draft.

Donald Dulay is a Filipino-American former professional basketball player. He is currently an assistant coach for the Rain or Shine Elasto Painters of the Philippine Basketball Association (PBA). He was an undrafted player but was later signed by Rain or Shine in 2007. He is also given the moniker "Double D" because of the D's in his first name and surname.
