All-Asian Satellite Television and Radio Operator, doing business as Astro, is a Malaysian satellite television and IPTV provider. It operates in Malaysia and Brunei and operates from the All Asia Broadcast Centre (AABC) in Kuala Lumpur and MEASAT in Cyberjaya. In 2016, the company was recorded as achieving 71% household penetration in Malaysia. [2] It was granted an exclusive license as the sole pay-television provider by the Malaysian federal government until 2017. [3] Astro is a wholly-owned subsidiary of Astro Malaysia Holdings Berhad and is operated by MEASAT Broadcast Network Systems Sdn. Bhd.


Astro launched the high-definition platform Astro B.yond in 2009 [4] and the IPTV platform Astro IPTV in 2011, with the latter targeted at consumers who were unable to receive the company's satellite services. [5]

Astro formerly operated in Indonesia from 2006 to 2008, under the Astro Nusantara  [ id ] brand and was operated by PT Direct Vision. [6]

Criticism and controversies

Monopoly over paid television market

Astro has been criticised for its monopolistic practices in which it has become the dominant paid television service in Malaysia while its competitors ABNXcess, Mega TV, and MiTV were not able to compete against Astro and became defunct after Astro's launch. [18] [19] Astro was the sole paid television operator in Malaysia until 2017 when another competitor, Telekom Malaysia's Unifi TV, emerged as a strong cord-cutting alternative. [20]

The Malaysian government's plan to regulate Android-based set-top boxes in 2019 raised concerns that Astro's dominance over the country's television content market would be enhanced. [21] While Astro's exclusive rights to Malaysian broadcast content expired in 2017, the company continues to have non-exclusive broadcast privileges under the Communications and Multimedia Act 1998. Starting in 2022, the Malaysian Communications and Multimedia Commission will provide Content Applications Service Provider (CASP) licenses to 35 broadcasting companies, four of which are approved to deliver content via satellite television. [22]

Sports content dispute

Astro has also enjoyed control of the broadcasting rights for sports events, including all Liga Super and Piala Malaysia events, and the FIFA World Cup 2014 [23] and 2018. Competitors were restricted from airing those events, [24] [25] or were required by regulators to pay excessive royalties to Astro. [23] The high royalty fees were criticised by Jeremy Kung, executive vice president of TM New Media, who argued that sports content on free-to-air television channels should be made available to public for free. [23] Former Information, Communications, Arts and Culture minister Rais Yatim urged the media groups who had exclusive rights to major sports events to share their content to free-to-air television channels. [25] Pakatan Harapan youth chief Nik Nazmi Nik Ahmad argued that the rights to broadcast English Premier League should be co-licensed with Radio Television Malaysia instead of restricted to Astro. [26]

Astro's short-lived Indonesian operations were also subject of investigation by Indonesian regulators, and accusations by rival providers, over allegations of the company also monopolizing Premier League rights in the country. [27]


Astro has been criticised for raising its service prices and imposing penalty fees on customers. In 2007, Astro raised its service fee about 15% and converted previously free channels like Bloomberg, Al Jazeera English, and CGTN into paid channels. Anyone who attempted to drop such service packages was charged a fee. [28] Malaysiakini reporter Cheah Kah Seng encouraged customers to protest against the price hikes and provided instructions on how to do so. [29] Due to broadcasting rights it has received from the Malaysian government, Astro raised its fees several more times in the following years, while consumers had fewer competitive alternatives. [30]

Astro often shows commercials on premium channels for which consumers paid for an ad-free experience. [31] Customers who use the Astro personal video recorder (PVR), Astro MAX, have reported performance problems [28] and difficulty in recording certain channels. [32]

The mass media in Malaysia includes television, radio, newspapers, and web-based media such as bloggers. Many media outlets are either owned directly by the government of Malaysia or owned by component parties of the Barisan Nasional coalition which formed the government until May 2018. Opposition parties PAS and PKR, now the main parties of the ruling "Pakatan Harapan" coalition, publish their own newspapers, Harakah and Suara Keadilan, respectively, which are openly sold alongside regular publications.

In Malaysia, digital television broadcasts, DTV or DHD, can be received via cable, internet, satellite, or via free over-the-air (OTA) digital terrestrial television - much like analogue television broadcasts have been. It began in the mid-1990s with the introduction of the Astro satellite television service, now followed by new paid television services in the 2000s, as well as the digitalisation of over-the-air TV which was expected to be complete by the mid-2010s before being shelved. This article discusses various platforms where DTV is applied in Malaysia, including Digital Video Broadcasting (DVB) and Internet Protocol Television (IPTV). Following its successful nationwide digital transition on 31 October 2019, the country became the third in Southeast Asia with digital broadcasts after neighbouring Brunei and Singapore.

An over-the-top (OTT) media service is a media service offered directly to viewers via the Internet. OTT bypasses cable, broadcast, and satellite television platforms: the types of companies that have traditionally acted as controllers or distributors of such content. It has also been used to describe no-carrier cellphones, for which all communications are charged as data, avoiding monopolistic competition, or apps for phones that transmit data in this manner, including both those that replace other call methods and those that update software.

<span class="mw-page-title-main">Astro NJOI</span> Malaysian television service

NJOI is a Malaysian free-to-view satellite and digital television service launched on 18 February 2012 in collaboration with the government of Malaysia and Astro. It was officially announced by sixth Prime Minister of Malaysia, Najib Razak on 20 December 2011. At launch, the service provided 18 television channels and 19 radio stations. However, existing Astro customers may purchase this service through separate account.

Astro IPTV is an Internet Protocol Television service by the Malaysian satellite television provider, Astro. Launched on 20 April 2011 as Astro B.yond IPTV, its subscribers were entitled to high definition Astro channels, personal video recording, video-on-demand, high-speed internet, and voice services. Astro's initial target audiences were residences of high-rise buildings who previously had difficulty accessing HDTV services. By offering HDTV services with its IPTV, Astro was able to bring HDTV to these high-rise residences. This was made possible by partnering with Maxis Berhad. Astro B.yond IPTV was rebranded to Astro IPTV in February 2014.

ANIPLUS is an Asian multinational television channel and anime distributor based in Singapore and South Korea. Launched on 7 December 2009, the channel is currently available on SK Broadband, LG Uplus IPTV service, and KT SkyLife. The company also has a video on demand platform in its own country. Most of its programming are licensed from its parent company JJ MediaWorks for subtitling and dubbing distribution.
