Balvi District (Latvian : Balvu rajons) was an administrative division of Latvia, located in Latgale region, in the country's east. It was organized into two cities and nineteen parishes, each with a local government authority. [2] The main city in the district was Balvi.
Until 1940, the area was a part of the Abrene County of the Republic of Latvia. After the Soviet occupation of Latvia in 1940, six parishes of the county and the town of Abrene were transferred to the Pskov Oblast of the Russian SFSR. In 1945, the remaining part was renamed Viļaka County. Ultimately, districts were introduced in 1949 by the Soviet occupation authorities to supersede counties – the Viļaka County was split into Abrene (dissolved in 1959) and Balvi District.
Districts were eliminated during the administrative-territorial reform in 2009. Balvi District was split into Balvi Municipality, Baltinava Municipality, Rugāji Municipality and Viļaka Municipality.
Abrenes apriņķis was a county in the Republic of Latvia with an area of 4292 square kilometers, formed in 1925 from the northern part of the Ludzas apriņķis as the Jaunlatgale county, but this was renamed to Abrenes apriņķis in 1938. The district included the towns of Balvi and Abrene and 14 villages, and the civil parishes comprising the district were reorganized thrice.

Viļaka Municipality is a former municipality in Latgale, Latvia. The municipality was formed in 2009 by merging Kuprava Parish, Medņeva Parish, Susāji Parish, Šķilbēni Parish, Vecumi Parish, Žīguri Parish and Viļaka town; the administrative centre being Viļaka. The population in 2020 was 4,472.
Pytalovsky District is an administrative and municipal district (raion), one of the twenty-four in Pskov Oblast, Russia. It is located in the west of the oblast and borders with Palkinsky District in the north, Ostrovsky District in the east, Krasnogorodsky District in the south, and with Kārsava, Baltinava, and Viļaka municipalities of Latvia in the west. The area of the district is 1,111 square kilometers (429 sq mi). Its administrative center is the town of Pytalovo. Population: 12,083 (2010 Census); 14,853 ; 16,167 (1989 Census). The population of Pytalovo accounts for 48.2% of the district's total population.
