Barros Filho is a lower-class neighbourhood in the North Zone of Rio de Janeiro. It is one of the poorest areas in the city. Its name honours the farmer's son who gave land from his farm Boa Esperança (what is now the neighbourhoods of Barros Filho, Costa Barros and part of Guadalupe and Honório Gurgel), Antônio da Costa Barros for the construction of the railway which was inaugurated in 1908.
The Federação Pernambucana de Futebol, once named Liga Esportiva Pernambucana, also known by the acronym FPF, organizes and administrates the Campeonato Pernambucano, the Copa Pernambuco and the Pernambucan Football Championship lower levels). It was founded in 1915. Carlos Alberto Oliveira was the president of FPF until his death on August 29, 2011 being replaced by Evandro Carvalho.

The Progressive Social Party was a populist, conservative political party in Brazil between 1946 and 1965, led by Adhemar de Barros. The result of a merger between smaller parties, it was, in practice, the fourth largest party after the Social Democratic Party, the National Democratic Union and the Brazilian Labour Party in the 1947-1965 era. João Café Filho, the Vice President of Getúlio Vargas and later President after Vargas committed suicide. It was extremely strong in the State of São Paulo, under the leader of Adhemar de Barros, who held the office of Governor and Mayor of São Paulo during this period, besides being a candidate for president in 1960, winning over 20% of the vote. Like all parties of the 1947-1965 era, it was abolished by the military government.

The neighbourhood was built as a project of former Casa Popular Foundation and it was inaugurated by president Getúlio Vargas. Are also notable in the neighbourhood the "Igloos of Guadalupe", a set of houses in hemisphere shape, looking like igloos, and built in the late 1940s on Calama street.
