The Brazilian Army General Staff (Portuguese : Estado-Maior do Exército - EME) is the general management body responsible for the coordination of the Brazilian Army, the land force of the Brazilian Armed Forces. [3] [4]

Mission

The EME's mission is to study, plan, guide, coordinate, and control at the general management level, the activities of the Army, in accordance with the decisions and guidelines defined by the Army High Command. [5]

History

The history of the organization begin in the United Kingdom of Portugal, Brazil and the Algarves, when the predecessor body called Court Arms Command was created in 1808 by the Count of Linhares and the Minister of War at the time. [1] The organization was renamed as Court Headquarters in 1824 by the Emperor Pedro I of Brazil, after the declaration of independence September 1822. The current EME was founded on 24 October 1896, by the law No. 403, sanctioned by then President Prudente de Morais. [1]

A military staff or general staff is a group of officers, enlisted and civilian staff who serve the commander of a division or other large military unit in their command and control role through planning, analysis, and information gathering, as well as by relaying, coordinating, and supervising the execution of their plans and orders, especially in case of multiple simultaneous and rapidly changing complex operations. They are organised into functional groups such as administration, logistics, operations, intelligence, training, etc. They provide multi-directional flow of information between a commanding officer, subordinate military units and other stakeholders. A centralised general staff results in tighter top-down control but requires larger staff at headquarters (HQ) and reduces accuracy of orientation of field operations, whereas a decentralised general staff results in enhanced situational focus, personal initiative, speed of localised action, OODA loop, and improved accuracy of orientation.

The Brazilian Army Aviation is the air segment of the Brazilian Army, operating rotary-wing aircraft (helicopters) in conjunction with surface forces such as the 12th Light Infantry Brigade (Airmobile). Originally founded with aircraft in 1919, it ceased to exist in 1941, re-emerging in its current form in 1986. It has mainly transport aircraft in addition to light attack helicopters, but does not use dedicated attack helicopters. Its command (CAvEx) in Taubaté, São Paulo, is linked to the Land Operations Command, in Brasília, and the Southeastern Military Command. CAvEx only has subordinates in the 1st and 2nd battalions, also in Taubaté. The 3rd and 4th are respectively in Campo Grande and Manaus, subordinate to the Western and Amazonian Military Commands, and there is a detachment in Belém, in the Northern Military Command.
