The Cherry Point Refinery is an oil refinery near Bellingham, Washington, north of Seattle in the United States. Owned by BP, is the largest refinery in Washington state (and was the 30th largest in the U.S. in 2015). The last refinery to be built from the ground up in the U.S., it is located about seven miles (11 km) south of Blaine and eight miles (13 km) northwest of Ferndale, [1] a few miles south of the Canada–US border, on the Strait of Georgia between Birch Bay and Lummi Bay.

Completed in 1971, its design and construction was overseen by George W. Glade, CEO and President of Parsons Constructors, Inc., a wholly owned subsidiary of the Ralph M. Parsons Company. It is the fourth largest refinery on the West Coast, and is the last major oil refinery built in the United States. [2] The Cherry Point refinery supplies about 20% of the gasoline in Washington state. [3] [4]

Originally an Atlantic Richfield (ARCO) facility, the refinery became a BP operation 21 years ago in January 2002, following BP's April 2000 purchase of ARCO. [5] The refinery was initially planned to be built closer to Seattle, at Kayak Point, northwest of Everett, but Atlantic Richfield abandoned those plans in October 1968 and built the facility at Cherry Point. [6]

When first operational, Cherry Point had a capacity of about 100,000 barrels (16,000 m3); it currently processes over 225,000 barrels (35,800 m3) of petroleum (crude oil) per day, with 90% becoming gasoline, diesel or jet fuel. [7] It covers about 3,300 acres (5.2 sq mi; 13 km2). [8]

Most of Cherry Point's crude oil is from the Alaska North Slope. It is brought in by petroleum tankers via the Strait of Juan de Fuca and Rosario Strait and delivered directly to the refinery via the facility's tanker pier near a minor headland called Cherry Point, on the Strait of Georgia. [9] [10] The refinery received the first oil through the Trans-Alaska Pipeline, transported aboard the ARCO Juneau, in early August 1977. [11] [12] [13]

The remainder of the crude comes from a pipeline connected to reserves in Western Canada. In January 2014 the refinery finished construction of a rail facility to import Bakken crude from North Dakota. [14]

The gasoline and diesel are primarily shipped to filling stations in Washington and Oregon via the Olympic Pipeline and over-the-road fuel trucks. Jet fuel from Cherry Point Refinery accounts for 85% of the fuel used by the Seattle-Tacoma International Airport. [15] Significant quantities of calcined coke are also produced and shipped to the nearby ALCOA aluminium smelter.

A fire in February 2012 caused the plant to be shut down for several weeks. [16]

A coal export facility known as the Gateway Pacific Terminal was proposed to be built here. The proposal was strongly opposed by the Lummi Nation, who argued that the proposal infringed on their rights under the Treaty of Point Elliott, and that it would have destroyed the local ecosystems of the local fisheries. The project was also opposed by the Sightline Institute and the Sierra Club's Beyond Coal campaign. On May 9, 2016, the United States Army Corps of Engineers denied a permit to the project, citing the Lummi Nation's treaty-protected fishing rights. [17] On July 27, 2021, the Whatcom County Council voted unanimously to ban new refineries, shipping terminals, or coal-fired power plants at Cherry Point. [18]

Rosario Strait is a strait in northern Washington state, separating San Juan County and Skagit and Whatcom Counties. The Ferndale Refinery is an oil refinery near Ferndale, Washington, United States, that is owned by Phillips 66. It is located in the Cherry Point Industrial Zone west of Ferndale and had a capacity of 101,000 barrels per day in 2015, 64th largest in the nation. The Ferndale Refinery produces predominantly transportation fuels consumed in local markets and also includes secondary processing facilities such as a fluid catalytic cracker, an alkylation unit, hydotreating units, and a naphtha reformer. The plant follows a 10-5-3-2 crack spread, meaning that for ten barrels of crude feedstock, the refinery produces five barrels of gasoline, three barrels of distillate, and two barrels of fuel oil.

<span class="mw-page-title-main">Olympic pipeline explosion</span>

On June 10, 1999, the Olympic pipeline operated by Olympic Pipe Line Company, carrying gasoline at the time, exploded in Whatcom Falls Park in Bellingham, Washington. The disaster started at 3:25 PM PDT when a mostly underground gasoline pipeline that crossed Whatcom and Hanna Creeks ruptured due to various errors and malfunctions on the part of Olympic Pipeline and others. The gasoline vapors exploded at 5:02 PM PDT, sending a fireball down Whatcom Creek. Three people died in the incident.

Trainer Refinery is an oil refining facility located in Trainer, Delaware County, Pennsylvania. The facility is about downstream from the Port of Chester and fifteen miles southwest of Philadelphia along the Delaware River. Stoney Creek is along its northern perimeter. The Trainer Refinery is owned by Monroe Energy, LLC, a subsidiary of Delta Air Lines. Monroe Energy acquired the facility in June 2012. Since that time, the company has focused on producing high-quality transportation fuels at the refinery. In addition to jet fuel, the facility also produces gasoline, diesel, and home heating oil.

The Marathon Anacortes Refinery, prior to October 2018 known as the Andeavor Anacortes Refinery and prior to August 2017 known as the Tesoro Anacortes Refinery, is a petroleum refinery located about 70 miles north of Seattle on March Point, just outside Anacortes, Washington. The refinery has operated in Anacortes since 1955, and has 425 full-time employees. It has a 120,000 barrels per day (bpd) capacity and is operated by Marathon Petroleum.

Washington state has the fifth highest oil refining capacity of any state. As of 2018, there are 5 refineries in Washington state with a joint capacity of 637,700 b/d. They are, in order of greatest b/d capacity, Cherry Point refinery, Shell Anacortes refinery, Marathon Anacortes refinery, Ferndale refinery and U.S. Oil refinery.

The 670-acre (270 ha) park is located along Port Susan and includes a saltwater beach, a boat launch, a disc golf course, and public campgrounds. The Whitegate refinery, near Whitegate, County Cork, is Ireland's only oil refinery. It has a capacity of 75,000 barrels of oil per day (bpd), sufficient to provide 40 percent of Ireland's fuel requirements. It was commissioned in 1959 and was redeveloped several times and produces a range of petroleum products.
