The Chief of Materiel (COM) is a senior Indian Navy appointment in the rank of Vice-Admiral. As a Principal Staff Officer (PSO) at Naval Headquarters (NHQ), the COM is responsible for all aspects of maintenance management and life-cycle support of all engineering, electrical, electronic, weapons, sensors, and IT-related systems for ships and submarines, along with responsibility for the creation of major marine and technical infrastructure. The present COM is Vice-Admiral Sandeep Naithani, who succeeded Vice-Admiral S. R. Sarma on 1 June 2021. [1]
In 1949, the Naval headquarters was reorganised and appointment of Chief of Material (COM) was created. The appointment was held by an officer of the rank of Captain. The COM was to look after the material resources of the service. The Director of Naval engineering, Staff Officer (Dockyard), Director Armament Supply and the Director of Electrical Engineering reported into the COM. [2]
The appointment was filled by the Chief of Administration as an additional charge until the early 1950s. Captain Daya Shankar, DSC was the first Indian to serve as the COM full-time.

Admiral Laxminarayan Ramdas, PVSM, AVSM, VrC, VSM, ADC served as Chief of Naval Staff of the Indian Navy, taking the reins on 30 November 1990. Ramdas has served as Aam Aadmi Party's internal lokpal.

Admiral Jayant Ganpat "Podgy" Nadkarni, PVSM, AVSM, NM, VSM, ADC was an Indian Navy Admiral who served as the 13th Chief of the Naval Staff of the Indian Navy from 1 December 1987 to 30 November 1990.
Vice Admiral Girish Luthra, PVSM, AVSM, VSM, ADC is a retired officer of Indian Navy who served as Flag Officer Commanding-in-Chief (FOC-in-C), Western Naval Command from 1 June 2016 to 30 January 2019. He took over the position from Admiral Sunil Lanba who was promoted to Chief of Naval Staff, and was succeeded by Vice Admiral Ajit Kumar.

He assumed the position on 31 January 2019 after Vice Admiral Girish Luthra's retirement and superannuated on 28 February 2021. Prior to this appointment, he served as Vice Chief of Naval Staff.
Admiral Radhakrishnan Hari Kumar is a serving flag officer in the Indian Navy. He is the 25th and current Chief of the Naval Staff (CNS). Previously, he served as the Flag Officer Commanding-in-Chief, Western Naval Command. In his prior appointments, he served as the Chief of Integrated Defence Staff, Chief of Personnel, Controller Personnel Services, the Flag Officer Commanding Western Fleet, Flag Officer Sea Training and the Chief of the Staff of the Western Naval Command. He was the Commandant of the Naval War College, Goa and served as a naval advisor to the government of Seychelles. He is an alumnus of National Defence Academy, the Naval War College, the Army War College, Mhow and the Royal College of Defence Studies.
Vice Admiral G. S. Pabby is a former Flag Officer in the Indian Navy. He last served as the Chief of Materiel.
Vice Admiral Murlidhar Sadashiv Pawar, PVSM, AVSM, VSM is a retired officer of the Indian Navy. He served as the Deputy Chief of the Naval Staff. He assumed office from Vice Admiral G Ashok Kumar on 30 January 2019 and served till 31 May 2021 till his retirement. He is succeeded by Vice Admiral Ravneet Singh. Prior to this appointment, he served as chief of staff, Eastern Naval Command.
