The Panamanian National Council on Foreign Relations "Consejo Nacional de Relaciones Exteriores" or CONAREX is a consultation body of the Minister of Foreign Affairs. [1]

Contents

The council was created under the Law 28 of 1999 [2] under the government of Ricardo Martinelli of Panama. The members serve pro bono and are appointed by the Executive and convenes tri-annually, or "when is convened extraordinarily". The first council was installed November 19, 2009, when Vice President Juan Carlos Varela, served as foreign minister.

Foreign Minister Nunez Fabrega said one of the members resigned in 2013 due to the North Korea Ship Seizure but would not name them. [3] [4]

Notable members

Jürgen Mossack served the council from 2009 to 2014. [10] [11] On April 7, 2016, it was announced that he was resigning after the Panama Papers leak. [12] [13]

Mossack Fonseca & Co. was a Panamanian law firm and corporate service provider. At one time it was the world's fourth-largest provider of offshore financial services. From its 1977 foundation until the April 2016 publication of the Panama Papers, it remained mostly obscure, even though it sat at the heart of the global offshore industry and acted for about 300,000 companies. More than half were registered in British tax havens, as well as in the United Kingdom.

The Panama Papers are 11.5 million leaked documents that were published beginning on April 3, 2016. The papers detail financial and attorney–client information for more than 214,488 offshore entities. The documents, some dating back to the 1970s, were created by, and taken from, former Panamanian offshore law firm and corporate service provider Mossack Fonseca, and compiled with similar leaks into a searchable database.

Ramón Fonseca Mora is a Panamanian novelist, lawyer and co-founder of Mossack Fonseca, a former law firm based in Panama with more than 40 offices worldwide. He was minister-counselor of Juan Carlos Varela, and president of the Panameñista Party until he was dismissed in March 2016, due to the Brazilian Operation Car Wash. In 2016, Mossack Fonseca was raided by police on suspicion of money-laundering, bribery and corruption. Fonseca and his partner Jürgen Mossack were arrested and jailed on 10 February 2017. They were initially refused bail because the court saw a flight risk, but were released on 21 April 2017 after a judge ruled they had cooperated with the investigation and ordered them each to pay $500,000 in bail. Numerous lawsuits including serious allegations of collusion with despotic regimes, mafia, and global criminals are ongoing.

Jürgen Rolf Dieter Mossack is a German-born Panamanian lawyer and the co-founder of Mossack Fonseca, a former law firm headquartered in Panama City which had more than 40 offices worldwide. The firm gained global notoriety in 2016 when it found itself at the centre of the Panama Papers affair, which uncovered the activities of the offshore finance industry. According to the leaked papers, Mossack Fonseca set up more than 214,000 shell companies around the world, some of which were found to have been used for illegal purposes, including fraud and tax evasion. In March 2018, the firm announced it was shutting down.

Víctor S. Azrak Atie was a member of CONAREX in Panama from 2009 to 2014. He serves on the board of Banco Aliado as treasurer.

Rafael Ernesto Bárcenas Pérez, was a member of CONAREX in Panama from its founding in 1999 till 2014. In 2009 the National Assembly of Panama selected him as its representative at the Panama Canal Authority’s Board of Director. He is Chairman of the media company BB&M.

Guido J. Martinelli Endara was a member of CONAREX in Panama from 2009 till 2014 Director of BancoPanamá, Panama, since 2008. Chair of Corporación de Finanzas del País which was renamed to PanaCredit, S.A., Panama . From 1991 to 2007 he was director, senior vice-president and CEO of Banco Panamericano S.A. (PANABANK), which was founded in 1981 with him at the board as Banco Agroganadero de Producción y Desarrollo (AGROBANK) From 1986 to 1990 lawyer (partner) in the law firm De La Guardia, Arosemena & Benedetti, Panama. Bruno Figueroa Fischer is a Mexican diplomat. He is currently Ambassador to the Portuguese Republic since December 22, 2022. He was also Ambassador to the Republic of Korea between 2017-2022. In his previous positions, he was Director General of the Mesoamerica Integration and Development Project at the Mexican Agency for International Development Cooperation (Amexcid) at the Secretariat of Foreign Affairs of Mexico between 2015–2017.

The 2018 Panama–Venezuela diplomatic crisis was a diplomatic stand-off between Panama and Venezuela after the Panamanian government imposed sanctions on President Nicolás Maduro and several key officials of the Bolivarian government over alleged involvement with "money laundering, financing of terrorism and financing the proliferation of weapons of mass destruction" on 29 March 2018.
