Dhaka University Central Students' Union, also known by its acronym DUCSU, is the official students' union of the University of Dhaka. Called the second parliament of Bangladesh, [1] [2] DUCSU represents Dhaka University students in the university's decision-making, acts as the voice for students in the national higher education policy debate, and to provides direct services to the student body. History

It was established in the academic year of 1923-24 as Dhaka University Student Union. Its first constitution was drafted in its general assembly on 30 October 1925. In 1953, its constitution was amended and the union was renamed Dhaka University Central Students' Union. The chancellor of the university acts as the president of the Union while other posts are elected from the students representatives. [8] A teacher acts as the treasurer. The last election was held in 1990. [9] [10] Upon the order from the High Court, an election is scheduled to be held on 11 March 2019. [4] [11] [12] [13]

Role in the politics of Bangladesh

DUCSU is called the second parliament of Bangladesh. [1] [2] Some of the most consequential events in the history of Bangladesh—such as the language movement, six-point demands, 1969's mass uprising—that led to the creation of Bangladesh were led by DUCSU. [3] Even after Bangladesh came into being, DUCSU continued to play a vital role, and contributed to the fall of Ershad's military regime. [3] The importance of elected bodies under DUCSU is considered both in the light of the past role that DUCSU has played in national life, as well as in the transformation of university campus from political to social and cultural spaces. [14]

DUCSU election, 2019

Following a writ petition, the High Court Division of Bangladesh directed Dhaka University to hold DUCSU election in 2018. [15] DUCSU election was scheduled to be held on 11 March 2019. [4] [11] [16] [13] S M Mahfujur Rahman, a professor of International Business Department was appointed as the chief returning officer in accordance with the clause 8(e) of DUCSU constitution. [17] [18] Five returning officers were appointed to assist the chief returning officer. [18] [19] A 7 member disciplinary committee had been formed to overlook disciplinary issues. [18] [20] Though all student organizations except Chhatra League demanded the polling booth to be located outside the residential halls, the DU syndicate decided that the polling booths be in the residential halls. [18]

DUCSU Law and Politics Review

The DUCSU LPR is an academic journal about law, policy, politics and governance edited by the top most students of the country. [23] DUCSU LPR aimed to enhance the research, writing and editing skills of the students of the University of Dhaka. [23] The DUCSU leadership of 2019-20 aimed at creating University of Dhaka as the central hub for holding public policy debates with national and international policy makers, jurists and academicians and forming a bridge between the academia and the industry. [23] To foster the aim of DUCSU, the Secretary, International Affairs, DUCSU, Shahrima Tanjin Arni constituted a student body to publish the DUCSU Law and Politics Review (DUCSU LPR). [23] Md Azhar Uddin Bhuiyan was appointed as the Editor-in-Chief of the Journal on the last week of August 2020. [23] Soon the editorial board consisting of the brightest minds of the University of Dhaka was constituted. With the dissolution of 2019-20 elected committee of DUCSU on 22 June, [24] the editorial board of DUCSU LPR also dissolved on the same date. Later on with the permission of the Dhaka University administration, the editorial board started functioning under a different nomenclature, 'Dhaka University Law and Politics Review' (DU LPR).

Blog and journal

On 22 June 2020, the last day of the tenure of DUCSU 2019–20, DUCSU LPR successfully published the first student edited academic journal in the history of Dhaka University Central Students’ Union. [25] In its near 1-year tenure, DUCSU LPR edited, published and reprinted articles authored by reputed scholars from home and abroad including Maitreesh Ghatak, [26] Mizanur Rahman, [27] Rachel M Heath and Ahmed Mushfiq Mobarak, [28] Bahzad Joarder, [29] Brian Wong [30] etc. Salim Mahmud was the Chief Guest in the launching ceremony of the journal.

DU Thinks!

DUCSU LPR hosted a ground-breaking public lecture series titled 'DU Thinks!'. In the series, the brightest students of the University of Dhaka based on their academic results were given the opportunity to address the key policy makers, academics and practitioners and talk about their academic theses authored in pursuance of their Bachelor/Masters programme. The editorial board could organize three such events in the midst of global COVID-19 crisis before the campus went for a vacation. [31] In this series, the honorable Home Minister of the People's republic of Bangladesh Mr. Asaduzzaman Khan Kamal, MP, Monirul Islam etc. were present. [32] The topics on which the DU Thinks! were hosted are as follows:

  1. Charisma as a resource of terrorist recruiters: Appeal, Process and Effects on the recruit in Bangladesh [33]
  2. Presence of patriarchy in the advertisements of housekeeping and cosmetic products broadcast in Bangladesh Television [34]
  3. Violent Extremism Funding in South Asia: A Comparative Study of Bangladesh, India and Pakistan [35]

DUCSU LPR Student Dialogue

DUCSU LPR organized a student dialogue on the issue of the then hyped dispute between Gambia and Myanmar on the issue of Rohingya genocide. The event was titled as "Gambia vs. Myanmar: Rohingya Genocide and Judgment of International Court". [36] Justice AHM Shamsuddin Chawdhury Manik, Retired Judge, Appellate Division, Supreme Court of Bangladesh. Among others the Dean of the Faculty of Law, University of Dhaka, Md Rahmat Ullah was present.

DUCSU LPR Webinar Series

In the midst of COVID-19 global pandemic, DUCSU LPR organized three webinars on issues of contemporary importance as well as core policy issues. In these three events, three Honorable Members of the Cabinet of Bangladesh were present.

DUCSU LPR Webinar 1.0

DUCSU LPR Webinar 1.0 was organized on the title "the NIKO Arbitration 2020: Political & Judicial Antecedent and Aftermath" on 16 May 2020. [37] This event was chaired by Mr. Nasrul Hamid, MP, Honorable State Minister, Ministry of Power Energy & Mineral Resources, Government of the People's Republic of Bangladesh. Among the panel members there were Barrister Moin Ghani, Counsel for Petrobangla and BAPEX, Partner and Co-Head, Alliance Laws; and Rumana Islam, Professor, Department of Law, University of Dhaka. This event discussed the background, current situation and the aftermath of the NIKO arbitration decision where Bangladesh won an arbitration lawsuit against Niko Resources (Niko) as an international court has found the Canadian company responsible for the blowout incidents in Chattak gas field in Sunamganj more than 15 years ago. [38]

DUCSU LPR Webinar 2.0

DUCSU LPR Webinar 2.0 was organized on the title "Blockchain in Bangladesh: Policy Roadmap for Innovation and Adaptations" on 31 May 2020. [39] This webinar was chaired by Zunaid Ahmed Palak, Honorable State Minister for ICT Division, Ministry of Post, Telecommunications & Information Technology, People's Republic of Bangladesh. Among the panel members there were Barrister Morshed Mannan, PhD Researcher and Lecturer, Department of Company Law, Leiden University, Netherlands; and Mr. Sami Ahmed, Policy Advisor, LICT Project, Bangladesh Computer Council, ICT Division. This event placed policy recommendations in front of the Honorable State Minister for a better governance of the blockchain issues in Bangladesh. [39]

DUCSU LPR Webinar 3.0

DUCSU LPR Webinar 3.0 was organized on the title "Transition to E- Learning: Higher Education in the Global South" on 15 June 2020. [40] This webinar was chaired by Barrister Mohibul Hassan Chowdhury, MP, Honorable Deputy Minister, Ministry of Education, People's Republic of Bangladesh. Among the panel members there were Ahmed Mushfiq Mobarak, Professor of Economics, Yale University; A.S.M. Maksud Kamal, President, Dhaka University Teacher's Association; and Justin Reich, Director, MIT Teaching Systems Lab. This webinar discussed the policy issues for conducting online classes in the higher education in Global South. [40]

Shahiduzzaman Selim is a Bangladeshi theatre, television and film actor. He won the Bangladesh National Film Award for Best Actor in Negative Role for his performance in the film Chorabali (2012). He is currently the president of Actors’ Equity Bangladesh. In 2023 he performed in Priyotoma, which is the highest grossing Bangladesh film of all-time.

<span class="mw-page-title-main">1990 Mass Uprising in Bangladesh</span> Pro-democratic revolution in the South Asian country

The 1990 Mass Uprising, popularly known as '90's Anti-Authoritarian Movement, was a democratic movement that took place on 4 December and led to the fall of General Hussain Muhammad Ershad in Bangladesh. The uprising was the result of a series of popular protests that started from 10 October 1990 to topple General Ershad who came to power in 1982 by imposing martial law and replaced a democratically elected President through a bloodless coup.

Shafiqur Rahman is a Bangladeshi politician, physician and current amir of Bangladesh Jamaat-e-Islami. He served as Jamaat's secretary general from October 2016 to November 2019. He was elected the Jamaat-e-Islami Emir on November 12, 2019. He was former acting secretary general of the party. Before his being acting secretary general, he had been Ameer (leader) of the Sylhet city branch of the party.

Ferdous Ahmed Qureshi was a Bangladeshi politician and chairman of the Progressive Democratic Party.

Khwaja Nizamuddin Bhuiyan was a Bangladeshi officer in the Gonobahini, who was killed fighting in the Bangladesh Liberation war. He was awarded Bir Uttam, the second highest military award in Bangladesh. He won the Independence Award in 2023 for his contribution to the field of Independence and Liberation War.

According to the government of Bangladesh, the first question paper leak from any public examination happened in 1979, during the Secondary School Certificate (SSC) examination period. However, leaks have become more frequent since 2014. Question papers of other public examinations such as the Primary School Certificate (PSC), Junior School Certificate (JSC), Secondary School Certificate and Higher Secondary School Certificate (HSC) have been leaked in a regular basis. There have also been multiple university and medical entrance exam question paper leaks.

The 2018 Bangladesh Quota Reform Movement was a students' movement demanding reforms in policies regarding recruitment in the Bangladesh government services. Bangladesh Sadharan Chhatra Adhikar Sangrakshan Parishad initiated movement initially began in Shahbag and on Dhaka University campus on 17 February 2018, and eventually spread country-wide by 8 April 2018. The movement rapidly attained popularity among students of different universities and colleges forcing the government to announce changes in its policy.

Bangladesh Sadharon Chhatra Odhikar Songrokkhon Parishad, commonly known BSRC is a Bangladeshi democratic student organization to promote and protect general students' right, to reform quotas and eliminate all types of discriminations in the recruitment of government employees. The organization first came to prominence in 2018 for leading Bangladesh quota reform movement. Due to the movement's increasing popularity, Bangladesh government accepted its five-point demands and abolished quotas in the recruitment of Bangladesh Civil Service cadres though no reform was announced in the recruitment of lower grade officers. In July 2018, many involved in the demonstrations of the organization were brutally attacked. In July 2018, the embassies of Germany, USA, Norway, Switzerland and few other countries in Dhaka expressed their concern over the 'brutal attacks' on peaceful demonstration of Bangladesh Sadharon Chhatra Odhikar Songrokkhon Parishad. For 2019 DUCSU election, the organization announced its panel on 25 February 2019. The organization made Nurul Haq Nur vice-president candidate of the panel and Muhammad Rashed Khan general secretary contender and Faruk Hasan assistant general secretary nominee.

<span class="mw-page-title-main">Nurul Haq Nur</span> Bangladeshi student activist (born 1980)

Nurul Haque Nur is a Bangladeshi activist and politician. He came to prominence in 2018 as a joint-convener of Bangladesh Sadharon Chhatra Odhikar Songrokkhon Parishad, which led the Quota Reform Movement. In 2019, he was elected as the vice president of Dhaka University Central Students' Union (DUCSU). He is currently the convener of the Chatro, Jubo and Probashi Odhikar Porishod.

<span class="mw-page-title-main">Md. Shifuzzaman</span> Bangladeshi politician

Shifuzzaman "Md." Shikhor is a Bangladeshi politician who in the former Jatiya Sangsad member representing the Magura-1 constituency. He is connected to the politics of Bangladesh Awami League. His father was Mohammad Asaduzzaman, an MP of Magura-2 constituency and his sister Kamrul Laila Jolly was an MP of Jatiyo Sangsad.

Dhaka–Jessore line is a 172 km long under construction broad gauge railway. It is being constructed under the Ministry of Railways, Government of Bangladesh. The line will connect the capital of Bangladesh to Jessore via Dhaka District, Narayanganj District, Munshiganj District, Shariatpur District, Madaripur District, Faridpur District, Gopalganj District, Bangladesh, and Narail District. It is a project related to Padma Bridge.

On the evening of 11 March 2023, clashes between students of Rajshahi University and local businesspersons occurred in Binodpur on the outskirts of the university campus in Rajshahi, Bangladesh. The clashes started over a mere issue of argument about bus fare between a university student and bus authority- where locals got engaged. The clashes injured hundreds of students, meanwhile, dozens of vendors were burnt along with the local police post. The clashes were later surpassed by law-enforcement agencies around midnight. Traffic was closed on the Rajshahi-Dhaka Highway and rail communication was interrupted due to students' blockade.

Dhaka to Bombay is 2013 action drama film directed by Uttam Akash and produced by Mahmudur Rahman Monir under the banner of Gudhuli Films. Its features Shakib Khan and Sahara in the lead roles. Also features Omar Sani, Suchorita, Sadek Bachchu, Danny Sidak, Kabila, Nasreen in other roles.
