The Scottish Government is the executive government of the devolved Scottish Parliament. The government was established in 1999 as the Scottish Executive under the Scotland Act 1998, which created a devolved administration for Scotland in line with the result of the 1997 referendum on Scottish devolution. The government consists of cabinet secretaries, who attend cabinet meetings, and ministers, who do not. It is led by the first minister, who selects the cabinet secretaries and ministers with approval of parliament.
The Commissioner for the Environment is the member of the European Commission responsible for EU environmental policy. The current Commissioner is Karmenu Vella.

The Scottish Executive Environment and Rural Affairs Department (SEERAD) was a civil service department of the Scottish Executive. SEERAD was responsible for the following areas in Scotland: agriculture, rural development, food, the environment and fisheries. Following the change of administration in May 2007, a restructuring exercise led to most SEERAD functions being continued under the new Scottish Executive Environment Directorate.

The Scottish Environment Protection Agency is Scotland’s environmental regulator and national flood forecasting, flood warning and strategic flood risk management authority. Its main role is to protect and improve Scotland's environment. SEPA does this by helping business and industry to understand their environmental responsibilities, enabling customers to comply with legislation and good practice and to realise the many economic benefits of good environmental practice. One of the ways SEPA does this is through the NetRegs environmental guidance service. It protects communities by regulating activities that can cause harmful pollution and by monitoring the quality of Scotland's air, land and water. The regulations it implements also cover the storage, transport and disposal of radioactive materials.

European Heritage Days (EHD) is a joint action of the Council of Europe and the European Commission involving all 50 signatory states of the European Cultural Convention under the motto, Europe: a common heritage. The annual programme offers opportunities to visit buildings, monuments and sites, many of which are not normally accessible to the public. It aims to widen access and foster care for architectural and environmental heritage. These events are also known as Doors Open Days and Open Doors Days in English-speaking countries.
The Institute for Environment and Sustainability (IES) used to be a specialised institute of the Joint Research Centre directorate of the European Commission, based in Ispra, Italy. Its mission was to provide scientific and technical support to EU policies for the protection of the environment contributing to sustainable development in Europe.
The Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs is a Directorate-General of the European Commission. The Enterprise Directorate-General works on creating an environment in which European firms can thrive. The DG is responsible for the implementation of European Union laws on the safety of food and other products, on consumers' rights and on the protection of people's health. In 2006, DG Sanco launched the public Health-EU portal to provide European citizens with easy access to comprehensive information on Public Health initiatives and programmes at EU level.
The Scottish Government Economy Directorates are a group of civil service Directorates in the Scottish Government. They were rebranded as the Economy Directorates in July 2016, having previously been reorganised in December 2010 and then in June 2014.
The Directorate-General for Climate Action or DG CLIMA, established in February 2010, is a department of the European Commission. The current Commissioner is Miguel Arias Cañete. The DG is headed by Mauro Petriccione, Director General for Climate Action. Climate change was previously the responsibility of the Directorate-General for the Environment. DG Climate Change participates in international negotiations on climate, helps the European Union to deal with the consequences of climate change and encourages it to meet its targets for 2020. It also develops and implements the EU Emissions Trading System.
The Scottish Government Education, Communities and Justice Directorates are a group of civil service Directorates in the Scottish Government created by a December 2010 re-organisation.
Many parts of Scotland are protected in accordance with a number of national and international designations because of their environmental, historical or cultural value. Protected areas can be divided according to the type of resource which each seeks to protect. Scottish Natural Heritage has various roles in the delivery of many environmental designations in Scotland, i.e. those aimed at protecting flora and fauna, scenic qualities and geological features. Historic Environment Scotland is responsible for designations that protect sites of historic and cultural importance. Some international designations, such as World Heritage Sites, can cover both categories of site.
