Gavriil Filippovich Beljagin (also went by Gabriel;Russian:ГавриилФилипповичБелягин;22 April 1870 –9 August 1936) was a Russian-Estonian politician who was the deputy mayor of Reval (now Tallinn) from April 1917 to September of that year. He was the city's commissioner until he was selected by then mayor Jaan Poska to serve as deputy mayor in April 1917,when Poska went on to become the commissar of the Autonomous Governorate of Estonia. Beljagin oversaw the establishment of Estonian as the official language of Reval. He resigned just before the October Revolution and the start of the Russian Civil War in late 1917. [1] He was succeeded by Voldemar Vöölmann as the chairman of city government. He later died on 9 August 1936 and is buried at Siselinna Cemetery. [2]
Tallinn is the capital and most populous city of Estonia. The Estonian Provincial Assembly or Estonian State Diet, also often called by its Estonian name Maapäev,was elected in May–June 1917 during the Russian Revolution as the provincial parliament (diet) of the Autonomous Governorate of Estonia. On 28 November 1917,after the October Revolution in Russia,the Assembly declared itself the sole sovereign power in Estonia and called for the elections of the Estonian Constituent Assembly. On the eve of the German occupation of Estonia during World War I the council elected the Estonian Salvation Committee and issued the Estonian Declaration of Independence on 24 February 1918.

Konstantin Päts was an Estonian statesman and the country's president from 1938 to 1940. Päts was one of the most influential politicians of the independent democratic Republic of Estonia,and during the two decades prior to World War II he also served five times as the country's State Elder. He carried out a self-coup on 12 March 1934. After the 16–17 June 1940 Soviet invasion and occupation of Estonia,Päts remained formally in office for over a month,until he was forced to resign,imprisoned by the new Stalinist regime,and deported to the USSR,where he died in 1956.

He managed Laitse and Kukruse manors after his return,and later owned Munalaskme manor. From 1891 to 1894,he was the secretary of the Estonian Agricultural Society,and was the chairman and honorary member of the Estonian Horticultural Society. von Hueck later became the mayor of Reval from April 1895 to February 1905. He was later a city councilor in Reval from 1905 to 1912. He was succeeded by Erast Hiatsintov.
Erast Georgievich Hiatsintov was a Russian Empire politician who was the mayor of Reval in from February 1905 to December of that year,notably becoming the first person of Russian descent to become the mayor of Reval. Consequently,he was also the first person of non-Baltic German descent to become mayor,the culmination of an Estonian-Russian political alliance,created by future Estonian president Konstantin Päts and Jaan Poska that broke the power that Baltic Germans had in the political system of the city for centuries.
Voldemar Vöölmann was an Estonian Communist politician who was the chairman of the city government of Tallinn from September 1917 to March 1918.
August Eduard Kastra was an Estonian journalist and a trade union leader. He was the first chair of the Confederation of Estonian Trade Unions in Estonia and a member of the Reval (Tallinn) Committee of the Russian Social Democratic Labour Party (RSDLP) in early 20th century. Imprisoned during Joseph Stalin’s great purge in 1936,he died in the Gulag concentration camp in October 1941.
