Osaka Prefecture is a prefecture located in the Kansai region on Honshu, the main island of Japan. The capital is the city of Osaka. It is the center of Keihanshin area. Osaka is one of the two "prefectures" of Japan, Kyoto being the other.

It is headquartered in Higashi-ku, Fukuoka, Fukuoka Prefecture. The company was established on November 1, 1971 to manage the urban expressways built in the Fukuoka and Kitakyūshū areas.

Due to lack of space many of these expressways are constructed as viaducts running above local roads.
