The Haramain high-speed railway (Arabic : قطار الحرمين السريع, romanized: qiṭār al-ḥaramayn as-sarīʿ, Hejazi pronunciation:  [ɡɪtˤaːr alħarameːn asːariːʕ] ) (Haramain referring to Mecca and Medina Islamic holy cities), also known as the Western railway or Mecca–Medina high-speed railway, is a 453-kilometre-long (281 mi) high-speed rail line in Saudi Arabia. [3] It links the Muslim holy cities of Medina and Mecca via King Abdullah Economic City, using 449.2 kilometres (279.1 mi) of main line and a 3.75-kilometre (2.33 mi) branch connection to King Abdulaziz International Airport (KAIA), in Jeddah. [4] The line is designed for a top speed of 186 mph (299 km/h).


Construction on the project began in March 2009, was officially inaugurated on 25 September 2018, [5] and opened to the public on 11 October 2018. [6] The railway is expected to carry 60 million passengers a year, including around 3-4 million Hajj and Umrah pilgrims, helping to relieve traffic congestion on the roads. It does not connect with the Mecca Metro. [7]

On March 31, 2021 the first trip to Madinah was launched and the operations between Makkah and Madinah will resume after they were postponed from March 20, 2020 due to the COVID-19 pandemic. [8]


Phase I

Package 1

The 6.79 billion riyal (US$1.8 billion) design and construction contract for Phase I Package 1 – Civil Works for the project was awarded in March 2009 to Al Rajhi Alliance, [9] which comprises China Railway Construction Corporation (CRCC), Al Arrab Contracting Company Ltd, Al Suwailem Company and the French construction company Bouygues. It is cooperating with the consultant Saudi Consolidated Engineering Company (Khatib and Alami). Scott Wilson Group will provide project management support. [10]

Package 2

Phase I Package 2 covers construction of four of the five stations. [11] In April 2009, $38 million worth of design contracts for the stations in Mecca, Medina, Jeddah and KAIA were awarded to a joint venture between Foster + Partners and Buro Happold. [12] [13] [14] In February 2011 the station construction contracts were awarded to Joint Venture between Saudi Oger Ltd & El Seif Engineering for (KAEC (Rabigh) & Jeddah Stations), Saudi Bin laden (Mecca Station) and a Turkish Company "Yapi Merkezi" for Medina Station. [11]

Phase II

Phase 2 of the project includes the remaining infrastructure not included in Phase-1: track, signalling, telecommunications, power, electrification, etc. It also includes procurement of rolling stock and operations and maintenance for a period of 12 years after completion. [3]

Prequalified consortia for HHR Phase 2 included Saudi Binladin Group, Badr Consortium, China South Locomotive & Rolling Stock, Al-Shoula Group and Al-Rajhi Alliance. [15]

On 26 October 2011, at the Saudi Railways Organization announced that the Saudi-Spanish consortium Al‑Shoula Group, which includes Talgo, Renfe, Adif, Copasa, Imathia, Consultrans, Ineco, Cobra, Indra, Dimetronic, Inabensa, OHL, AL-Shoula and Al-Rosan, had been chosen for the contract. [16] [17] Talgo will supply 35 Talgo 350 trains similar to 102/112 series used on Spanish high-speed lines for EUR 1,257 billion (1,600 with maintenance) and an option for 23 more for 800 million. [18] They differ from the 112 series with 13 cars to 417 seats [3] [19] Renfe and Adif will operate the trains and manage the line for 12 years. [3]

The project was originally planned to open in 2012, taking six years longer to complete than anticipated. [20] The total contract value is EUR 6.736 billion (approximately US$9.4 billion). [3] [21]


On 29 September 2019, less than a year after the opening of the line, a massive fire broke out at Jeddah station. [22] The roof panels, made of fibre-reinforced plastic, caught fire due to unknown causes. Firefighters needed 12 hours to bring the fire under control. Several people were wounded by the fire, which completely destroyed Jeddah station. [23] To allow train service between Mecca and Medina to resume, a 1,5 kilometer bypass was built around the station building. [24]


The double-track line is electrified and the design speed is 350 kilometres per hour (220 mph). [25] Trains run in service at 300 kilometres per hour (190 mph), [9] [26] and travelling the 78 kilometres (48 mi) between Jeddah and Makkah takes 43 minutes, while the 449 kilometres (279 mi) between Makkah and Medina takes about 2 hours. [27] The track, rolling stock and stations are designed to handle temperatures ranging from 0 °C (32 °F) to 50 °C (122 °F). [28] It is expected that the system will transport 60 million passengers [29] a year on 35 trains, with a seating capacity of 417 per train. [30]


Saudi Railways Organisation commissioned Dar Al-handasah to prepare the concept design and tender documents of the Haramain High Speed Rail (HHSR) project. Dar Al-handasah was also assigned to the construction supervision and project management of the HHSR. Dar Al-handasah work on the HHSR incorporates one cut-and-cover tunnel, 46 rail bridges, 9 wadi bridges, and 5 rail underpasses, 53 vehicular overpasses, 30 vehicular underpasses, 12 camel crossings, 5 stations, and 3 depots to allow the rail to fulfil the needs of its users. [31]


36 Spanish Talgo 350 SRO trains have been ordered, one of these is expected to include a Dual (hybrid) coach pair for up to 20 or 30 VIPs; they will run at 300 km/h. [32] The propulsion and bogies were made at Bombardier factories in Spain. [33] [34]

The Makkah Central Station is located near the 3rd Ring Road, in Rusaiyfah District near the Rusaiyfah park and ride to the Grand Mosque. The Jeddah Central Station is located on Haramain Road, in Al-Naseem District. The railway alignment route is on the median of the Haramain road. Medina has a passenger station. A station, connected via branch line, is built in the new King Abdulaziz International Airport. [25]

According to Saudi Railways Organisation the stations are "aesthetically iconic" buildings with designs which take into account Islamic architectural traditions. They will have shops, restaurants, mosques, car parking, a helipad and VIP lounges. Stations were designed by Buro Happold and Foster + Partners. [11]

Mecca, officially Makkah al-Mukarramah and commonly shortened to Makkah, is a city and administrative center of the Mecca Province of Saudi Arabia, and the holiest city in Islam. Transport in Saudi Arabia is facilitated through a relatively young system of roads, railways and seaways. Most of the network started construction after the discovery of oil in the Eastern Province in 1952, with the notable exception of Highway 40, which was built to connect the capital Riyadh to the economically productive Eastern Province, and later to the Islamic holy city of Mecca and the port city of Jeddah. With the arrival of petrodollars, the Kingdom of Saudi Arabia has initiated many infrastructure development projects across the country, and the extensive development of the transportation network has followed suit in support of various economic developments.

Medina City in Medina Province, Saudi Arabia

Medina, officially Al Madinah Al Munawwarah, commonly simplified as Madīnah or Madinah, is the second holiest city in Islam and the capital of the Medina Province of Saudi Arabia. The 2020 estimated population of the city is 1,488,782, making it the fourth-most populous city in the country. Located at the core of the Medina Province in the western reaches of the country, the city is distributed over 589 square kilometers, 293 km2 of which constitutes the city's urban area, while the rest is occupied by the Hejaz mountain range, empty valleys, agricultural spaces and older dormant volcanoes.

Hejaz railway

The Hejazrailway was a narrow-gauge railway that ran from Damascus to Medina, through the Hejaz region of modern day Saudi Arabia, with a branch line to Haifa on the Mediterranean Sea. It was a part of the Ottoman railway network and the original goal was to extend the line from the Haydarpaşa Terminal in Kadikoy beyond Damascus to the holy city of Mecca. However, construction was interrupted due to the outbreak of World War I, and it reached no further than Medina, 400 kilometres (250 mi) short of Mecca. The completed Damascus to Medina section was 1,300 kilometres (810 mi).

Jeddah, also spelled Jedda, Jiddah or Jidda, is a city in the Hejaz region of Saudi Arabia and the country's commercial center. With a population of about 4,697,000 people as of 2021, Jeddah is the largest city in Makkah Province, the largest city in Hejaz, the second-largest city in Saudi Arabia, and the tenth-largest in the Middle East. Jeddah Islamic Port, is on the Red Sea, is the thirty-sixth largest seaport in the world and the second-largest and second-busiest seaport in the Middle East.

Saudi Binladin Group Multinational construction conglomerate

Saudi Binladin Group, known as Binladin Group Global Holding Company since 2019, is a multinational construction conglomerate headquartered in Jeddah, Saudi Arabia. In 2011, the Saudi Binladin Group signed a US$1.23 billion contractual agreement to construct the tallest building in the world, Jeddah Tower in Jeddah. They also are party to a US$3.4 billion agreement to construct the Doha Metro located in Doha. The conglomerate comprises an estimated 537 companies. The group's founder was Mohammed bin Awad bin Laden, the father of Osama Bin Laden.

Saudi Railways Organization

The Saudi Railways Organization (SRO) is one of two state-owned companies that operates Saudi Arabia's rail network along with Saudi Railway Company. The SRO operates a network of railways with a total length of approximately 1,380 kilometers. The network consists of two main lines. A 449 km passenger line that links Dammam with Riyadh, and a 556 km freight line that connects the King Abdul Aziz Port in Dammam with Riyadh.

Rabigh City in Makkah Province, Saudi Arabia

Rabigh is a city and governorate in the Province of Makkah of the Kingdom of Saudi Arabia, situated on the coast of the Red Sea, around 208 km (129 mi) northwest of Mecca in the historic Hejazi region. The city had an estimated population of 180,352 in 2014 and is situated at an elevation of 13 m (43 ft) above sea level, close to the border with the Madinah Province. The city dates back to the era before the advent of Islam in the 7th century C.E., and up to the 17th century, was known as Al-Juhfah, or Al-Johfah.

Buro Happold is a British professional services firm that provides engineering consultancy, design, planning, project management, and consulting services for buildings, infrastructure, and the environment. It was founded in Bath, Somerset, in 1976 by Sir Edmund Happold when he took up a post at the University of Bath as Professor of Architecture and Engineering Design.

Abdul Majeed bin Abdulaziz Al Saud was a prominent member of House of Saud. He was seen as a close ally of King Abdullah, but was also regarded as long-time ally of Sudairi Seven.

Although most tourism in Saudi Arabia still largely involves religious pilgrimages, there is growth in the leisure tourism sector. The AVE Class 102 or S-102 is a high-speed train used for the AVE service and operated in Spain by the state-run railway company Renfe, and based on Bombardier Transportation's power car technology. Outside AVE service, Talgo markets this train as the Talgo 350.

Mecca Metro

The Mecca Metro or Makkah Metro is a metro system with four planned lines in the city of Mecca, Saudi Arabia. The Metro was constructed by China Railway Construction Corporation and is run by Mecca Mass Rail Transit Company (MMRTC). The metro forms part of the 62-billion-riyal Mecca Public Transport Programe (MPTP), which will include integrated bus services.

Al Mashaaer Al Mugaddassah Metro line

The Al Mashaaer Al Mugaddassah Metro line, is a metro line in the city of Mecca, Saudi Arabia. Claimed to have the highest capacity of any metro in the world, it operates for 7 days a year, and is used as an exclusive shuttle train for pilgrims between holy sites in Mecca, Mount Arafat, Muzdalifah and Mina to reduce congestion caused by thousands of buses and cars during the Hajj. It is the second metro system on the Arabian Peninsula, after the Dubai Metro.

Riyadh Metro

The Riyadh Metro is a rapid transit system under construction in Riyadh, the capital city of Saudi Arabia. It will consist of six metro lines spanning a total length of 176 kilometers, with 85 stations. The project will cost $22.5 billion to build. It was scheduled for a light opening in 2019, with the full network expected to be operational in 2021.

The Jeddah Metro is a planned metro system in the city of Jeddah, Saudi Arabia. Several lines will be built over the course of at least five years that will eventually aim to increase public transport commuter share to 30% from the current 1 to 2 percent.

The Medina Metro or Madinah Metro is a planned three-line metro system for the city of Medina, Saudi Arabia.
