The following is the qualification system and qualified athletes for the judo at the 2019 Pan American Games competitions.
The 2019 Pan American Games, officially the XVIII Pan American Games and commonly known as the Lima 2019 Pan-Am Games or Lima 2019, were a multi-sport event governed by the Panam Sports Organization, was held in Lima, Peru from July 26 to August 11, 2019, with preliminary rounds in certain events having begun on July 24, 2019.
A total of 140 judokas qualified to compete at the games. The top nine athletes (one per NOC) in each weight category's ranking after four qualification tournaments qualified along with one spot per category for the host nation, Peru. Each nation can enter a maximum of 14 athletes (seven men and seven women). [1]

Judo competitions at the 2015 Pan American Games in Toronto were held from July 11 to 14 at the Hershey Centre in Mississauga. Due to naming rights the arena was known as the latter for the duration of the games. A total of fourteen judo events were held: seven each for men and women.

Handball competitions at the 2019 Pan American Games in Lima, Peru, were held from July 24 to August 5. The venue for the competition is the Sports Centre Hall 1 located at the Videna cluster. The venue also hosted judo. A total of eight men's and eight women's teams competed in each tournament. This means a total of 224 athletes are competed.
