As of January 2019, there are 355 municipalities (Dutch: gemeenten) plus 3 special municipalities (bijzondere gemeenten) in the Netherlands. The latter is the status of three of the six island territories that make up the Dutch Caribbean. Municipalities are the second-level administrative division, or public bodies (openbare lichamen), in the Netherlands and are subdivisions of their respective provinces. Their duties are delegated to them by the central government and they are ruled by a municipal council that is elected every four years. Municipal mergers have reduced the total number of municipalities by two-thirds since the first official boundaries were created in the mid 19th century. Municipalities themselves are informally subdivided into districts and neighbourhoods for administrative and statistical purposes. [1]

Dutch(Nederlands ) is a West Germanic language spoken by around 23 million people as a first language and 5 million people as a second language, constituting the majority of people in the Netherlands and Belgium. It is the third most widely spoken Germanic language, after its close relatives English and German.

The Dutch Caribbean are the territories, colonies, and countries, both former and current, of the Dutch Empire and the Kingdom of the Netherlands that are located in the Lesser Antilles archipelago of the Caribbean Sea.

These municipalities come in a wide range of sizes, Westervoort is the smallest at 7.84 km2 (3.03 sq mi) and Súdwest-Fryslân the largest with an area of 841.56 km2 (324.93 sq mi). Schiermonnikoog is both the least populated and the least densely populated municipality at 21/km2 (54/sq mi). Amsterdam has the highest population with 810,909 residents, whereas The Hague is the most densely populated with a density of 6,131/km2 (15,880/sq mi).

Westervoort Municipality in Gelderland, Netherlands

Westervoort is a municipality and a town in the eastern Netherlands. The town has two rivers inside its borders, the Rhine and the IJssel. It is a commuter town closely linked to Arnhem, the capital of Gelderland, which is situated on the west bank of the IJssel river, the east bank being occupied by Westervoort. It is the smallest Dutch municipality by area.

Súdwest-Fryslân Municipality in Friesland, Netherlands

Súdwest-Fryslân is a municipality in the Northern Netherlands, located in the province of Friesland. It had a population of 84,092 in August 2017. Sneek is the municipal seat. With a total area of 841.56 km2, Súdwest-Fryslân is the largest municipality by area in the Netherlands.

Schiermonnikoog Municipality in Friesland, Netherlands

Schiermonnikoog is an island, a municipality, and a national park in the northern Netherlands. Schiermonnikoog is one of the West Frisian Islands, and is part of the province of Friesland. It is situated between the islands of Ameland and Rottumerplaat.

As a second level administrative division municipalities are the third tier of public administration in the Netherlands after the central government and the provinces. [2] [3] The Netherlands is a decentralized unitary state, which means that the central government is supreme and delegates certain tasks to lower levels of government by law. [4] The different levels do, however, make work agreements, which give municipalities a certain degree of independence in their policy decisions. Municipalities are responsible for a wide variety of public services, which include land-use planning, public housing, management and maintenance of local roads, waste management and social security. [5] After the dissolution of the Netherlands Antilles in 2010 three special municipalities (officially public bodies) were formed. These municipalities function the same as regular municipalities and are grouped together as the Caribbean Netherlands and are not part of a province. [6]

A municipality is usually a single administrative division having corporate status and powers of self-government or jurisdiction as granted by national and regional laws to which it is subordinate. It is to be distinguished (usually) from the county, which may encompass rural territory or numerous small communities such as towns, villages and hamlets.

Politics of the Netherlands

The politics of the Netherlands take place within the framework of a parliamentary representative democracy, a constitutional monarchy and a decentralised unitary state. The Netherlands is described as a consociational state. Dutch politics and governance are characterised by a common striving for broad consensus on important issues, within both of the political community and society as a whole.

Provinces of the Netherlands first-level administrative division in the Netherlands

There are currently twelve provinces of the Netherlands, representing the administrative layer between the national government and the local municipalities, with responsibility for matters of subnational or regional importance.

The municipalities are governed by both a board of mayor and aldermen and a municipal council. The municipal council, which is titled island council in the special municipalities, is elected every four years. [7] The number of members in the council ranges from nine members for the smallest municipalities to forty-five members for the largest. [8] It is the highest administrative body in the municipality and controls public policy. The executive power lies with the executive board, which consists of a mayor, titled lieutenant governor in the special municipalities, and multiple aldermen, titled island deputies in the special municipalities. The mayor is appointed for six years at a time by the crown and the alderman are elected by the municipal council, typically after each municipal election. [9] The mayor is responsible for public order and is the first in command during emergencies, all other tasks are distributed freely between mayor and aldermen. The exact portfolio for each person differs between each municipality. [6] [10] [11]

Municipal politics in the Netherlands

Municipal politics in the Netherlands is an important aspect of the politics of the Netherlands. The municipality is the lowest level of government, but this does not reflect the importance that the Amsterdam and Rotterdam governments play in Dutch political life. There are a total of 390 municipalities in the Netherlands.

In the Netherlands the municipal council is the elected assembly of the municipality. Its main role is laying down the guidelines for the policy of the council of mayor and aldermen and exercising control over its execution by the council of mayor and aldermen.

The island council is a form of local government in special municipalities in the Caribbean Netherlands. It is similar to municipal council in the European part of the Netherlands. Currently three island councils exist in

Official municipal boundaries were first drawn up in 1832 in the Netherlands after a cadastre was formed. The Municipalities Act of 1851, written by prime minister Thorbecke, led to the disappearance of small municipalities. Throughout the years, less populous municipalities have been merged. They were either added to the larger neighbouring cities or multiple smaller municipalities merged into a larger new municipality with a new name. The number of municipalities reduced from 1,209 in 1850 to 537 in 2000; as of 2019 there are 355 municipalities. During this time, multiple mergers occurred simultaneously in large parts of individual provinces; the municipal boundaries were basically redrawn in these regions. [12] [14] [15] In the 19th and large parts of the 20th century, municipal mergers were forced by the central government. This policy changed in the end of the 20th century; local support for the merger is now a large part of the decision-making process. The larger, merged municipalities are intended to handle an increasing workload because more public services are delegated from higher levels of government to the municipalities. Another reason for municipal mergers is the assumption that larger municipalities are more efficient in performing their tasks than smaller ones. [15] [16]

Johan Rudolph Thorbecke Dutch politician

Johan Rudolph Thorbecke was a Dutch statesman of a liberal bent, one of the most important Dutch politicians of the 19th century. In 1848, he virtually single-handedly drafted the revision of the Constitution of the Netherlands, giving less power to the king and more to the States General, and guaranteeing more religious, personal and political freedom to the people.

A merger, consolidation or amalgamation, in a political or administrative sense, is the combination of two or more political or administrative entities, such as municipalities, counties, districts, etc., into a single entity. This term is used when the process occurs within a sovereign entity.

Municipalities have the right to decentralize themselves and form submunicipalities as an additional level of government. This right and the submunicipalities will cease to exist in the near future to reduce the number of levels of government. [17] Only Amsterdam, [18] where the districts are called stadsdelen , and Rotterdam, [19] where the districts are called deelgemeenten , consist of such formal subdivisions. The Hague, [20] Almere, [21] Breda, Eindhoven, [22] Enschede, Groningen, [23] Nijmegen, [24] Tilburg, [25] and Utrecht have instituted stadsdelen as well, although they do not have the same legal submunicipal status. For administrative use by municipalities and data collection by Statistics Netherlands all municipalities are subdivided into districts (wijken), which in turn are subdivided into neighbourhoods (buurten). [26] These subdivisions have, in contrast to the submunicipalities, no formal status. As of 2012, the municipalities in the Netherlands were subdivided into 2,621 districts and 11,896 neighbourhoods. [27]

Amsterdam is the capital city and most populous municipality of the Netherlands. Its status as the capital is mandated by the Constitution of the Netherlands, although it is not the seat of the government, which is The Hague. Amsterdam has a population of 854,047 within the city proper, 1,357,675 in the urban area and 2,410,960 in the metropolitan area. The city is located in the province of North Holland in the west of the country but is not its capital, which is Haarlem. The Amsterdam metropolitan area comprises much of the northern part of the Randstad, one of the larger conurbations in Europe, which has a population of approximately 8.1 million.

Rotterdam Municipality in South Holland, Netherlands

Rotterdam is the second-largest city and a municipality of the Netherlands. It is located in the province of South Holland, at the mouth of the Nieuwe Maas channel leading into the Rhine–Meuse–Scheldt delta at the North Sea. Its history goes back to 1270, when a dam was constructed in the Rotte, after which people settled around it for safety. In 1340, Rotterdam was granted city rights by the Count of Holland.
