Dalai Lama is a title given by the Tibetan people to the foremost spiritual leader of the Gelug or "Yellow Hat" school of Tibetan Buddhism, the newest and most dominant of the four major schools of Tibetan Buddhism. The 14th and incumbent Dalai Lama is Tenzin Gyatso, who lives in exile as a refugee in India. The Dalai Lama is also considered to be the successor in a line of tulkus who are believed to be incarnations of Avalokiteśvara, the Bodhisattva of Compassion.

Gedhun Choekyi Nyima is the 11th Panchen Lama belonging to the Gelugpa school of Tibetan Buddhism, as recognized and announced by the 14th Dalai Lama on 14 May 1995. Three days later on 17 May, the 6-year-old Panchen Lama was kidnapped and forcibly disappeared by the Chinese government, after the State Council of the People's Republic of China failed in its efforts to install a substitute. A Chinese substitute is seen as a political tool to undermine the reincarnation of the Dalai Lama, which traditionally is recognized by the Panchen Lama. Gedhun Choekyi Nyima remains forcibly detained by the Chinese government, along with his family, in an undisclosed location since 1995. His khenpo, Chadrel Rinpoche, and another Gelugpa monk, Jampa Chungla, were also arrested. The United Nations, with the support of numerous states, organizations, and private individuals continue to call for the 11th Panchen Lama's release.

1959 Tibetan uprising Uprising in Lhasa, Tibet, against the Peoples Republic of China

The 1959 Tibetan uprising began on 10 March 1959, when a revolt erupted in Lhasa, the capital of Tibet, which had been under the effective control of the People's Republic of China (PRC) since the Seventeen Point Agreement was reached in 1951. The initial uprising occurred amid general Chinese-Tibetan tensions and a context of confusion, because Tibetan protesters feared that the Chinese government might arrest the 14th Dalai Lama. The protests were also fueled by anti-Chinese sentiment and separatism. At first, the uprising mostly consisted of peaceful protests, but clashes quickly erupted and the Chinese People's Liberation Army (PLA) eventually used force to quell the protests, some of the protesters had captured arms. The last stages of the uprising included heavy fighting, with high civilian and military losses. The 14th Dalai Lama escaped from Lhasa, while the city was fully retaken by Chinese security forces on 23 March 1959. Thousands of Tibetans were killed during the 1959 uprising, but the exact number of deaths is disputed.

The Golden Urn refers to a method for selecting Tibetan reincarnations by drawing lots or tally sticks from a Golden Urn introduced by the Qing dynasty of China in 1793. After the Sino-Nepalese War, the Qianlong Emperor promulgated the 29-Article Ordinance for the More Effective Governing of Tibet, which included regulations on the selection of lamas. The Golden Urn was introduced ostensibly to prevent cheating and corruption in the selection process but also to position the Qianlong Emperor as a religious authority capable of adducing incarnation candidates. A number of lamas, such as the 8th and 9th Panchen Lamas and the 10th Dalai Lama, were confirmed using the Golden Urn. In cases where the Golden Urn was not used, the amban was consulted. Golden Urn was exempted for Lhamo Dhondup to become the 14th Dalai Lama in 1940.

The Kashag was the governing council of Tibet during the rule of the Qing dynasty and post-Qing period until the 1950s. It was created in 1721, and set by Qianlong Emperor in 1751 for the Ganden Phodrang in the 13-Article Ordinance for the More Effective Governing of Tibet. In that year the Tibetan government was reorganized after the riots in Lhasa of the previous year. The civil administration was represented by the Council (Kashag) after the post of Desi was abolished by the Qing imperial court. The Qing imperial court wanted the 7th Dalai Lama to hold both religious and administrative rule, while strengthening the position of the High Commissioners.

The 14th Dalai Lama, known to the Tibetan people as Gyalwa Rinpoche, is, as the incumbent Dalai Lama, the highest spiritual leader and head of Tibet. He is considered a living Bodhisattva; specifically, an emanation of Avalokiteśvara in Sanskrit, and Chenrezig in Tibetan. He is also the leader and a monk of the Gelug school, the newest school of Tibetan Buddhism, formally headed by the Ganden Tripa. The central government of Tibet, the Ganden Phodrang, invested the Dalai Lama with temporal duties until his exile in 1959.

3rd Taktra Rinpoche

Ngawang Sungrab Thutob (1874–1952) was the third Taktra Rinpoche, and regent of Tibet. As regent, he was responsible for raising and educating the 14th Dalai Lama, Tenzin Gyatso. In 1941, he succeeded the fifth Reting Rinpoche, Jamphel Yeshe Gyaltsen. The Reting Rinpoche later rebelled, was captured, and died imprisoned in the Potala Palace under mysterious circumstances.

The present 14th Dalai Lama once suggested the different possibilities of reincarnation for the next (15th) Dalai Lama, but because of the feudal origin of the Dalai Lama reincarnation system, he suggested the reincarnation system should end. The selection process remains controversial, as the atheist Chinese government has declared ownership on the selection process using the Golden Urn for the next Dalai Lama. Article 1 of the 29-Article Ordinance for the More Effective Governing of Tibet states that the purpose of Golden Urn is to ensure prosperity of Gelug, and to eliminate cheating and corruption in the selection process. In 1792, the Qianlong Emperor published an article known as The Discourse of Lama, in which he explained why he thought it would be a fair system of choosing the reincarnated lamas with Golden Urn, as opposed to choosing reincarnated lamas based on private designation, or based on one person's decision. Also, he stated that Golden Urn was invented to eliminate greedy family with multiple reincarnated rinpoches, or lamas. On 26 January 1940, the Regent Reting Rinpoche requested the Central Government to exempt Lhamo Dhondup from lot-drawing process using Golden Urn to become the 14th Dalai Lama. The request was approved by the Central Government of Republic of China in 1940. In 2004, the Religious Affairs Regulations was published by the Central Government of China after the Method of Reincarnation of Lamas was abolished by Republic of China. Article 36 of the Religious Affairs Regulations states that the reincarnation system must follow religious rituals and historical customs, and be approved by the government.
