The president pro tempore of the United States Senate is the second-highest-ranking official of the United States Senate, after the vice president. According to Article One, Section Three of the United States Constitution, the vice president of the United States is the president of the Senate, and the Senate must choose a president pro tempore to act in the vice president's absence.
A president pro tempore or speaker pro tempore is a constitutionally recognized officer of a legislative body who presides over the chamber in the absence of the normal presiding officer. The phrase pro tempore is Latin "for the time being".

This phrase is often used to describe a person who acts as a locum tenens ('placeholder') in the absence of a superior, such as the president pro tempore of the U.S. Senate, who acts in place of the president of the United States Senate—a position that is held ex officio by the current vice president of the United States. Legislative bodies can have one or more pro tempore for the presiding officer. These positions ostensibly go to legislators experienced in floor debate who are familiar with the content and application of relevant rules and precedents and who have a reputation for fairness among their colleagues. The phrase is also used to describe officers appointed on a temporary basis, prior to the formalisation of their appointments.
The Pennsylvania State Senate is the upper house of the Pennsylvania General Assembly, the Pennsylvania state legislature. The State Senate meets in the State Capitol building in Harrisburg. Senators are elected for four-year terms, staggered every two years such that half of the seats are contested at each election. Even numbered seats and odd numbered seats are contested in separate election years. The president pro tempore of the Senate becomes the lieutenant governor of Pennsylvania in the event of the sitting lieutenant governor's removal, resignation or death. In this case the president pro tempore and lieutenant governor would be the same person. The Pennsylvania Senate has been meeting since 1791.

The Delaware Senate is the upper house of the Delaware General Assembly, the state legislature of the U.S. state of Delaware. It is composed of 21 Senators, each of whom is elected to a four-year term, except when reapportionment occurs, at which time Senators may be elected to a two-year term. There is no limit to the number of terms that a Senator may serve. The Delaware Senate meets at the Legislative Hall in Dover.
The Majority leader of the New York State Senate is elected by the majority of the members of the New York State Senate. The position usually coincides with the title of temporary president of the State Senate, who presides over the session of the State Senate if the lieutenant governor of New York is absent. The temporary president of the State Senate becomes acting lieutenant governor for the remainder of the unexpired term in case of a vacancy in the office of lieutenant governor, or until a new lieutenant governor is appointed In case of a vacancy in the offices of both the governor and lieutenant governor at the same time, the temporary president of the State Senate becomes Acting Governor. If the double vacancy occurs until three months before the mid-term state elections, a special election for governor of New York and lieutenant governor is held. If the double vacancy occurs later, the Temporary President of the State Senate acts as governor until the end of the unexpired term. The temporary president of the State Senate retains both majority leadership and a seat in the State Senate while acting as lieutenant governor or governor.

The presiding officer of the United States Senate is the person who presides over the United States Senate and is charged with maintaining order and decorum, recognizing members to speak, and interpreting the Senate's rules, practices, and precedents. The President pro tempore, a senior member of the party with a majority of seats, appoints senators to committees and also appoints certain members of state boards and commissions. From 1777 to 1868, North Carolina had no Lieutenant Governor, and the highest-ranking officer of the Senate was known as the "Speaker". The Speaker of the Senate was next in line if the office of Governor became vacant. This occurred on two occasions.
