Luis Fernando Galarreta Velarde (born 12 March 1971) is a Peruvian Fujimorist politician and a former Congressman representing Lima between 2006 and 2020. He was President of the Congress for the 2017–2018 annual term. [1] [2] Galarreta was part of the presidential ticket of Keiko Fujimori in the 2021 elections that lost the elections to the Pedro Castillo ticket,however,he was elected to the Andean Parliament.
Luis Fernando Galarreta Velarde was born on 12 March 1971 in Lima. [3] Son of Aníbal Galarreta,a native of the La Libertad region and Rita Velarde from Lima. According to him,he told the Extraordinary program in 2013,his mother took the pill Thalidomide,which was used to relieve nausea in pregnant women. Currently,the drug is prohibited from being marketed because it was found to cause abnormalities in the extremities of fetuses. [4]
He completed his primary and secondary school studies at the James Monroe School in the city of Lima,also attended the National Rehabilitation Institute of Callao where he learned the use of his prostheses.
He studied Law and Political Science at the University of San Martín de Porres (1990 - 1997),obtaining a bachelor's degree. He has a specialization in Banking and Finance at the San Ignacio de Loyola Higher Educational Institution (1993 - 1995). [5]
He has been in charge of the administration of various social projects. In the Asociación Civil Pro Educación he was responsible for the “TIP's”program aimed at street children in the city of Lima. He is the Executive President of the Asociación Civil Pro Deber,which he formed with a group of colleagues from the university. Pro Deber is aimed at promoting citizen duties and strengthening the political and economic principles of a culture of freedom. [6]
From 1997 on he was committed to the NPO "Pro Education" of the conservative National Renewal (RN) party leader Rafael Rey Rey. He also joined Rey's party at the same time,the RN. In 1999 he represented the National Council for the Integration of Persons with Disability adjunct to the Labour Ministry. In 2002,he was elected councillor of Lima for a four-year term under the National Unity (UN) alliance in which Luis Castañeda was elected Mayor of Lima.
In the 2006 election,he was elected to Congress for the 2006–2011 term for the same group. When the UN broke in 2008,Galarreta decided to stay on the National Unity bench,now congruent with the Christian People's Party (PPC). Consequently,he left the RN and later he was a member of the Political Commission of the PPC. In the 2011 election,he was re-elected for another five-year term on the ticket of the Alliance for the Great Change,to which the Christian democrats now belong. He was Third Vice President of the Congress during the 2015-2016 annual term under the leadership of Luis Iberico. Five years later in the 2016 election,he was re-elected for the 2016–2021 term this time,on the ticket of the Fujimorist Popular Force of Keiko Fujimori however,his term was cut short following to the dissolution of the Congress by President Martín Vizcarra in 2019 and served as a member of the Permanent Assembly until 16 March 2020,the date when the new Congress was sworn in. He was the President of the Congress for the 2017-2018 annual term. [1] [2] His election as President of the Congress generated controversy since it would make him the first President of Congress with a disability. He briefly served as the President of Peru in 2018,following the resignation of Pedro Pablo Kuczynski. He left the Christian People's Party in 2015 and joined the Fujimorist Popular Force. [7]
On 30 October 2020,Keiko Fujimori,announced through her Twitter account that she made her presidential candidacy official in internal elections in view of the elections of the following year together with Galarreta for the first vice presidency and the former Lima Lieutenant Mayor Patricia Juárez Gallegos for the second vice presidency being the formula chosen in December by the votes of 37 party delegates as it was the only list and after this the campaign began. [8] [9] At the same time,he ran for a seat in the Andean Parliament,heading the list of his party after the referendum on the reform of the Constitution of Peru in 2018 proposed by then-President Martín Vizcarra approved through popular consultation the prohibition of immediate reelection of parliamentarians to the Congress of Peru. [10] [11] The ticket was defeated by the Castillo led-ticket of Free Peru. However,he was elected to the Andean Parliament.[ citation needed ]
Galarreta signed the Madrid Charter ,becoming a member of an international group of right-wing and far-right individuals organized by Spanish party Vox. [12]
On 1 April 2021,Keiko Fujimori announced in her Twitter that Galarreta tested positive for COVID-19. [13] [14] [15]
Union for Peru is a Peruvian political party founded by Javier Pérez de Cuéllar,an ex-UN Secretary General,in 1994 to run for the presidency of Peru in the 1995 general elections. Originally a social democratic party,the party became the main political home of the Peruvian ethnocacerist movement in the late-2010s after a group led by former Army Major Antauro Humala joined the party. Humala later formed the Patriotic Front in 2018 and contested the 2021 general elections.
Keiko Sofía Fujimori Higuchi is a Peruvian politician. Fujimori is the eldest daughter of former Peruvian president Alberto Fujimori and Susana Higuchi. From August 1994 to November 2000,she held the role of First Lady of Peru,during her father's administrations. She has served as the leader of the Fujimorist political party Popular Force since 2010,and was a congresswoman representing the Lima Metropolitan Area,from 2006 to 2011. Fujimori ran for president in the 2011,2016,and 2021 elections,but was defeated each time in the second round of voting.
Alliance for Progress is a Peruvian political party founded on December 8,2001 in Trujillo by Cesar Acuña Peralta.

National Solidarity Party,was a conservative Peruvian political party. Founded in 1998 for the 2000 general election to support the candidacy of Luis Castañeda Lossio,a former Lima City Council member from Popular Action. Following the end of Alberto Fujimori's regime,the party formed the National Unity coalition with the Christian People's Party and other minor parties. Led by Lourdes Flores,the coalition placed third at the 2001 and 2006 general elections,while at municipal level,it won the capital city of Lima with Castañeda as the mayoral nominee.
Renzo Andrés Reggiardo Barreto is a Peruvian politician from Popular Renewal,businessman and a former Congressman representing the constituency of Lima for two terms,between 2006 and 2016. In 2018,he ran unsuccessfully for Mayor of Lima in the local elections. Leading most of the polls throughout the entire campaign,his absence in the mayoral debate caused him to finish in third place in the election with 8.9% of the popular vote,losing to Jorge Muñoz Walls of the Popular Action.
Carlos Ricardo Bruce Montes de Oca is a Peruvian politician and a former Congressman,representing Lima from 2006 until 2019,when his term ended with the dissolution of the Congress by Martín Vizcarra in 2019.
Yonhy Lescano Ancieta is a Peruvian lawyer and politician belonging to the Popular Action party. He was a Congressman between 2001 until the dissolution of the Congress by Martín Vizcarra in 2019. From 2009 to 2011,he served as the Popular Action party's national secretary-general. He was the Popular Action's presidential nominee in the 2021 general election and placed fifth in an atomized race of 18 nominees.
Clemente Jaime Yoshiyama Tanaka is a Peruvian Fujimorist politician of Japanese descent. He was the President of the Democratic Constitutional Congress from December 1992 to July 1995. He was also the Minister of the Presidency during the administration of President Alberto Fujimori.
Popular Force,known as Force 2011 until 2012,is a right-wing populist and Fujimorist political party in Peru. The party is led by Keiko Fujimori,former congresswoman and daughter of former President Alberto Fujimori. She ran unsuccessfully for the presidency in the 2011,2016 and 2021 presidential elections,all losing by a narrow margin.
Kenji Gerardo Fujimori Higuchi is a Peruvian businessman,politician and a former congressman representing Lima from 2011 until he was suspended from congressional duty in June 2018,in aftermath of the Mamanivideos scandal. He is the son of former President Alberto Fujimori and former First Lady and congresswoman Susana Higuchi. He has three siblings:Hiro Alberto,Sachi Marcela and Keiko Fujimori. In the 2011 elections,he ran for Congress in the constituency of Lima,under the Force 2011,a Fujimorist political party led by his sister Keiko,being the most voted congressman in 2011. In the 2016 elections,he was re-elected for a second term to Congress,once again representing the same constituency,under the Popular Force,as he received a high number of votes and being the most voted congressman in 2016. In June 2018,following the "Mamanivideos" scandal,Congress suspended Kenji and two other congressmen of his party for allegations of crimes of influence peddling and bribery.

Daniel Enrique Salaverry Villa is a Peruvian architect,businessman and politician. Between 2016 and 2019,he served in Congress representing the Department of La Libertad. Elected to Congress under the Fujimorist Popular Force party,he was the party's spokesperson for a year,and was President of the Congress from 2018 to 2019. He ran as a candidate for the presidency of Peru for the We Are Peru party in the 2021 general elections.
General elections were held in Peru on 11 April 2021. The presidential election,which determined the president and the vice presidents,required a run-off between the two top candidates,which was held on 6 June. The congressional elections determined the composition of the Congress of Peru,with all 130 seats contested.

The presidency of Pedro Castillo began with his inauguration as the president of Peru on 28 July 2021,the Peruvian Independence Day. In the 2021 Peruvian general election,Castillo,a school teacher and union organizer,won the presidential election against the right-wing candidate Keiko Fujimori of Popular Force by a 45,000 margin in the runoff. In the congressional elections,Castillo's party,Free Peru,did not get a majority in the Congress of the Republic of Peru.

Alberto Fujimori,President of Peru from 1990 to 2000,died in Lima on 11 September 2024 at the age of 86,following a series of health issues. His state funeral would take place on 14 September.
