MSW/LFG stands for municipal solid waste and landfill gas. The United States Environmental Protection Agency has several standards required for MSW landfills to help ensure public and environmental safety.

Municipal solid waste (MSW), commonly known as trash or garbage in the United States and rubbish in Britain, is a waste type consisting of everyday items that are discarded by the public. "Garbage" can also refer specifically to food waste, as in a garbage disposal; the two are sometimes collected separately. In the European Union, the semantic definition is 'mixed municipal waste,' given waste code 20 03 01 in the European Waste Catalog. Although the waste may originate from a number of sources that has nothing to do with a municipality, the traditional role of municipalities in collecting and managing these kinds of waste have produced the particular etymology 'municipal.'

Landfill gas is a complex mix of different gases created by the action of microorganisms within a landfill. Landfill gas is approximately forty to sixty percent methane, with the remainder being mostly carbon dioxide. Trace amounts of other volatile organic compounds (VOCs) comprise the remainder (<1%). These trace gases include a large array of species, mainly simple hydrocarbons.

United States Environmental Protection Agency Agency of the U.S. Federal Government

The Environmental Protection Agency (EPA) is an independent agency of the United States federal government for environmental protection. President Richard Nixon proposed the establishment of EPA on July 9, 1970 and it began operation on December 2, 1970, after Nixon signed an executive order. The order establishing the EPA was ratified by committee hearings in the House and Senate. The agency is led by its Administrator, who is appointed by the President and approved by Congress. The current Administrator is former Deputy Administrator Andrew R. Wheeler, who had been acting administrator since July 2018. The EPA is not a Cabinet department, but the Administrator is normally given cabinet rank.

Waste-to-energy (WtE) or energy-from-waste (EfW) is the process of generating energy in the form of electricity and/or heat from the primary treatment of waste, or the processing of waste into a fuel source. WtE is a form of energy recovery. Most WtE processes generate electricity and/or heat directly through combustion, or produce a combustible fuel commodity, such as methane, methanol, ethanol or synthetic fuels.

There is no national law in the United States that mandates recycling, and state and local governments often introduce their own recycling requirements. In 2014, the recycling/composting rate for municipal solid waste in the US was 34.6%. A number of U.S. states, including California, Connecticut, Delaware, Hawaii, Iowa, Maine, Massachusetts, Michigan, New York, Oregon, and Vermont have passed laws that establish deposits or refund values on beverage containers while other jurisdictions rely on recycling goals or landfill bans of recyclable materials.

Kin-Buc Landfill landfill and superfund site

The Kin-Buc Landfill is a 220-acre (0.89 km2) Superfund site located in Edison, New Jersey where 70 million US gallons (260,000 m3) of liquid toxic waste and 1 million tons of solid waste were dumped. It was active from the late 1940s to 1976. Cleanup operations have been underway to address environmental issues with contamination from 1980s through to 2000s. This site was one of the largest superfund sites in New Jersey having taken in around 90 million US gallons (340,000 m3). The site is heavily contaminated with PCBs, which leaked into Edmonds Creek, a tributary of Raritan River.

In 2010, Americans generated about 250 million short tons (230 Mt) of trash. In the United States, landfills are regulated by the Environmental Protection Agency (EPA) and the states' environmental agencies. Municipal solid waste landfills (MSWLF) are required to be designed to protect the environment from contaminants that may be present in the solid waste stream.

Landfill gas utilization is a process of gathering, processing, and treating the methane gas emitted from decomposing garbage to produce electricity, heat, fuels, and various chemical compounds. After fossil fuel and agriculture, landfill gas is the third largest human generated source of methane. As methane is 25 times more effective as a greenhouse gas, it is important not only to control its emission but, where conditions allow, use it to generate energy, thus offsetting the contribution of two major sources of greenhouse gases towards climate change. The number of landfill gas projects, which convert the gas into power, went from 399 in 2005 to 519 in 2009 in the United States, according to the US Environmental Protection Agency. These projects are popular because they control energy costs and reduce greenhouse gas emissions. These projects collect the methane gas and treat it, so it can be used for electricity or upgraded to pipeline-grade gas. These projects power homes, buildings, and vehicles.

Waste management law

Waste management laws govern the transport, treatment, storage, and disposal of all manner of waste, including municipal solid waste, hazardous waste, and nuclear waste, among many other types. Waste laws are generally designed to minimize or eliminate the uncontrolled dispersal of waste materials into the environment in a manner that may cause ecological or biological harm, and include laws designed to reduce the generation of waste and promote or mandate waste recycling. Regulatory efforts include identifying and categorizing waste types and mandating transport, treatment, storage, and disposal practices.

Waste in the United States

As a nation, Americans generate more waste than any other nation in the world, officially with 4.4 pounds (2.0 kg) of municipal solid waste (MSW) per person per day, with another study estimating 7.1 pounds (3.2 kg) per capita per day. Fifty five percent of this waste is contributed as residential garbage, while the remaining forty five percent of waste in the U.S.'s ‘waste stream' comes from manufacturing, retailing, and commercial trade in the U.S. economy. Based on proprietary data released to the public, Nevada was named America's "Most Wasteful State" for the years 2005-2010; where each resident threw away over 14 pounds of non-recycled, unreused items, often ending up into landfills and incinerators per day, eight pounds over the national state daily throwaway average. "Wasteful" states Michigan, New Mexico, Wisconsin and Oregon as well as Washington also dominated the list's 5-year period.

Solid waste policy in the United States is aimed at developing and implementing proper mechanisms to effectively manage solid waste. For solid waste policy to be effective, inputs should come from stakeholders, including citizens, businesses, community based-organizations, non governmental organizations, government agencies, universities, and other research organizations. These inputs form the basis of policy frameworks that influence solid waste management decisions. In the United States, the Environmental Protection Agency (EPA) regulates household, industrial, manufacturing, and commercial solid and hazardous wastes under the 1976 Resource Conservation and Recovery Act (RCRA). Effective solid waste management is a cooperative effort involving federal, state, regional, and local entities. Thus, the RCRA's Solid Waste program section D encourages the environmental departments of each state to develop comprehensive plans to manage nonhazardous industrial and municipal solid waste.
