Mufti Abdul Razzaq (also known as Abdul Razzaque Khan;13 August 1925 –26 May 2021) was an Indian Muslim scholar,mufti and an activist of the Indian independence movement,who served as the ninth general secretary of the Jamiat Ulama-e-Hind. He was the vice-president of Jamiat Ulama-e-Hind's Arshad faction. He established the Madrasa Jamia Islamia Arabia in Bhopal.
Abdul Razzāq was born on 13 August 1925. [2] He was schooled in Masjid Malang Shah,Jamia Darul Uloom Ilāhiya and Jamia Aḥmadiya in Bhopal. [3] In July 1952,he joined the Darul Uloom Deoband to complete his studies. [4] He studied Sahih Bukhari with Hussain Ahmad Madani; Sahih Muslim with Fakhrul Hasan Moradabadi; Jami' al-Tirmidhi with Muḥammad Ibrāhim Balyawi; Sunan Abu Dawud with Bashīr Aḥmad; Sunan Nasai and Sunan ibn Majah with Mubārak Hussain;Muwatta Imām Muḥammad with Meraj-ul-Haq Deobandi; Muwatta Imam Malik with Sayyid Hasan; Shama'il Muhammadiyah with Muhammad Tayyib Qasmi;and Sharah Wiqāyah with Muhammad Salim Qasmi. [4] He completed studying the "dars-e-nizami" course in 1377 AH and then specialized in "ifta" with Mahdi Hasan Shahjahanpuri. [4]
Razzāq participated in the Indian independence movement. [5] In 1947,he was part of a fight that took place in Bhopal's Qazi camp against the British colonialism. [5] In 1958,he established Madrasa Jamia Islamia Arabia,one of the oldest and largest Islamic seminary in Bhopal. [6] [7] He was patron of various Islamic seminaries in Madhya Pradesh. [6] He was also the state-president of the Darul Uloom Deoband's "Rābta Madāris-e-Islamiya" for Madhya Pradesh. [6] He is credited with the growth and development of Jamiat Ulama-e-Hind in Madhya Pradesh. [8] He was the general secretary Jamiat Ulama-e-Hind from 1991 to 1994. [9] He served as its national vice-president and the state-president for Madhya Pradesh (for Arshad faction). [10] In 1958,he was appointed the vice-mufti of Bhopal's "Dārul Qadha" (Islamic court);and chief-judge in 1968. [11] He served as the Mufti of Bhopal city from 1974 to 1983. [11] He was seen as the Grand Mufti (Mufti-e-Azam) of Madhya Pradesh. [12] He promoted inter-religious harmony by organizing meetings with leaders of various faiths. [13] He was a vivid speaker and instructed Muslims to cope with communal riots with ways befitting the situation. [14] [15]
In 2016,denouncing the Rashtriya Swayamsevak Sangh,Vishva Hindu Parishad and Bajrang Dal activities in Madhya Pradesh;he told Muslims to "maintain peace and not to engage in rioting or other things that could damage the peaceful atmosphere in the State." [14] He expressed,"if someone attacks you and you don't have any other solution but to kill him or to die for saving others from rioters,do not hesitate and go ahead." [14] He also asked the political leaders of Madhya Pradesh to control these right-wing organisations and stop them from attacking and abusing Muslims. [15] He expressed,"if they do not stop,Muslims are not wearing bangles either." [15] The Governor of Madhya Pradesh,Anandiben Patel,honored Razzāq in January 2021 for his participation in the Indian independence movement. [16]
Razzāq died on 26 May 2021. [6] Digvijaya Singh,Kamal Nath and Shivraj Singh Chouhan expressed grief on his death. [17] [13] He was given the guard of honour before being buried. [18]

Darul Uloom Nadwatul Ulama is an Islamic seminary in Lucknow,India. It was established by the Nadwatul Ulama,a council of Muslim scholars,on 26 September 1898.
Muhammad Qasim Nanautavi was an Indian Sunni Hanafi Maturidi Islamic Scholar,theologian and a Sufi who was one of the main founders of the Deobandi Movement,starting from the Darul Uloom Deoband.
Kifayatullah Dehlawi,was an Indian Islamic scholar and a Hanafi jurist,who served as the first president of the Jamiat Ulama-e-Hind,and the second rector of the Madrasa Aminia. He was regarded as the Grand Mufti of India.
Jamiat Ulema-e-Hind or Jamiat Ulama-i-Hind is one of the leading organizations of Islamic scholars belonging to the Deobandi school of thought in India. It was founded in November 1919 by a group of Muslim scholars including Abdul Bari Firangi Mahali,Kifayatullah Dehlawi,Muhammad Ibrahim Mir Sialkoti and Sanaullah Amritsari.
Nizāmuddīn Asīr Adrawi was an Indian Sunni Muslim scholar,biographer,historian and author in the Urdu language. He established Madrassa Darus Salam in Adari and served as Officer In Charge of Jamiat Ulama-e-Hind in Lucknow from 1974 to 1978.
Madrassa Shahi is an Islamic seminary in Moradabad,Uttar Pradesh. It was established in 1879 by the poor Muslims of Moradabad under the supervision of Islamic scholar,Muhammad Qasim Nanautawi,who also established the Darul Uloom Deoband. This started as Madrasatul Ghuraba,but gained recognition as Madrasa Shahi. Its first principal was Ahmad Hasan Amrohi.
Hifzur Rahman Seoharwi was an Indian Sunni Islamic scholar and an activist of the Indian independence movement,who served as the fourth general secretary of the Jamiat Ulama-e-Hind. He fought against British rule for 25 years (1922-1947) and spent eight years in jail. As a politician,he opposed the partition of India,and served as a member of the Indian Parliament for the Indian National Congress from Amroha from 1952 to 1962.
Zayn al-Abidin Sajjad Meerthi (1910–1991) was an Indian Sunni Muslim scholar and historian and head of the Islamic studies department of Jamia Millia Islamia. His book Tarikh-e-Millat is required reading in the syllabus of Darul Uloom Deoband and in madrasas affiliated with it.
Rahmatullah Mir Qasmi is a Kashmiri Islamic scholar,founder and rector of Darul Uloom Raheemiyyah,one of the largest Islamic seminaries in Kashmir. He is a senior member of the managing committee of Darul Uloom Deoband,founding member of All India Muslim Personal Law Board and a member of the working body of Jamiat Ulama-e-Hind.
Saeed Ahmad Palanpuri,was an Indian Sunni Muslim scholar and author who served as Shaykh al-Hadith and Principal of Darul Uloom Deoband. A number of his books are required readings in Darul Uloom Deoband.
Aziz-ul-Rahman Usmani was an Indian Sunni Muslim scholar who served as first Grand Mufti of Darul Uloom Deoband. He is best known for his Fatawa Darul Uloom Deoband. His brother was Shabbir Ahmad Usmani.

Habībur Rahmān Khairābadi is an Indian Muslim scholar and jurist who serves as a Mufti at the Darul Uloom Deoband. He is an alumnus of Darul Uloom Mau,Mazahir Uloom and the Aligarh Muslim University. He has authored books including The Rules of Slaughter and The Importance of Zakat. He signed the Darul Uloom Deoband's first ever religious edict against terrorism in 2008.
Ahmad Hasan Amrohi was an Indian Muslim scholar and freedom struggle activist who served as the first principal of Madrasa Shahi in Moradabad. He was an alumnus of Darul Uloom Deoband and among the founding members of Mahmud Hasan Deobandi's Thamratut-Tarbiyat. He was an authorized disciple of Imdadullah Muhajir Makki.
