A national aviation authority (NAA) or civil aviation authority(CAA) is a government statutory authority in each country that maintains an aircraft register and oversees the approval and regulation of civil aviation.
Due to the inherent dangers in the use of flight vehicles, national aviation authorities typically regulate the following critical aspects of aircraft airworthiness and their operation:
Depending on the legal system of the jurisdiction, a NAA will derive its powers from an act of parliament (such as the Civil or Federal Aviation Act), and is then empowered to make regulations within the bounds of the act. This allows technical aspects of airworthiness to be dealt with by subject matter experts and not politicians.
An NAA may also be involved in the investigation of aircraft accidents, although in many cases this is left to a separate body (such as the Australian Transport Safety Bureau (ATSB) in Australia or the National Transportation Safety Board (NTSB) in the United States), to allow independent review of regulatory oversight.
An NAA will regulate the control of air traffic but a separate agency will generally carry out air traffic control functions.
In some countries an NAA may build and operate airports, including non-airside operations such as passenger terminals; the Civil Aviation Authority of Nepal and the Civil Aviation Authority of the Philippines being among such national authorities. In other countries, private companies or local government authorities may own and operate individual airports.
The independent development of NAAs resulted in differing regulations from country to country. This required aircraft manufacturers in the past to develop different models for specific national requirements (such as the BAe Jetstream 31), and impeded airline travel into foreign jurisdictions. The Convention on International Civil Aviation (Chicago Convention) was signed in 1944 and addressed these issues. This then led to the establishment by the United Nations of the International Civil Aviation Organization (ICAO) in 1947 which now oversees member states, and works to implement regulatory changes to ensure that best practice regulations are adopted.
A European Aviation Safety Agency (EASA) was created in 2003, with regulatory and executive tasks in the field of civilian aviation safety. It is not a national authority as such, and European Union members continue to have their own agencies.

The Federal Aviation Administration (FAA) is the largest transportation agency of the U.S. government and regulates all aspects of civil aviation in the country as well as over surrounding international waters. Its powers include air traffic management, certification of personnel and aircraft, setting standards for airports, and protection of U.S. assets during the launch or re-entry of commercial space vehicles. Powers over neighboring international waters were delegated to the FAA by authority of the International Civil Aviation Organization.
General aviation (GA) represents all civil aviation "aircraft operation other than a commercial air transport or an aerial work operation".
An aviation accident is defined by the Convention on International Civil Aviation Annex 13 as an occurrence associated with the operation of an aircraft, which takes place from the time any person boards the aircraft with the intention of flight until all such persons have disembarked, and in which a) a person is fatally or seriously injured, b) the aircraft sustains significant damage or structural failure, or c) the aircraft goes missing or becomes completely inaccessible. Annex 13 defines an aviation incident as an occurrence, other than an accident, associated with the operation of an aircraft that affects or could affect the safety of operation.

Pakistan Civil Aviation Authority (PCAA) is a public sector autonomous body under the administrative control of the Secretary to the Government of Pakistan for Aviation, which oversees and regulates all aspects of civil aviation in Pakistan. PCAA's head office is situated in Terminal-1 of Jinnah International Airport in Karachi. PCAA is a member state of the International Civil Aviation Organization. Nearly all 44 civilian airports in Pakistan are owned and operated by the PCAA. Air Marshal (Retd.) Asim Suleiman was appointed to head the PCAA as its Director General on 27 November 2015.
The International Aviation Safety Assessment Program is a program established by the U.S. Federal Aviation Administration (FAA) in 1992. The program is designed to evaluate the ability of a country's civil aviation authority or other regulatory body to adhere to international aviation safety standards and recommended practices for personnel licensing, aircraft operations and aircraft airworthiness.
The Australian Transport Safety Bureau (ATSB) is Australia's national transport safety investigator. The ATSB is the federal government body responsible for investigating transport-related accidents and incidents within Australia. It covers air, sea and rail travel. The ATSB is an independent Commonwealth Government statutory agency, governed by a Commission and is separate from transport regulators, policy makers and service providers.
The Civil Aviation Authority of the Philippines is the national aviation authority of the Philippines and is responsible for implementing policies on civil aviation to assure safe, economic and efficient air travel. The agency also investigates aviation accidents via its Aircraft Accident Investigation and Inquiry Board. Formerly the Air Transportation Office, it is an independent regulatory body attached to the Department of Transportation for the purpose of policy coordination.
Civil Aviation Authority, Bangladesh (CAAB) functions as the regulatory body for all aviation related activities in Bangladesh. It is the national aviation authority operating under the Ministry of Civil Aviation & Tourism. All nine operational airports are operated by the CAAB. A member of International Civil Aviation Organization, it has signed bilateral air transport agreement with 52 states. It is headquartered in Kurmitola, Dhaka.
Civil aviation is one of two major categories of flying, representing all non-military aviation, both private and commercial. Most of the countries in the world are members of the International Civil Aviation Organization (ICAO) and work together to establish common standards and recommended practices for civil aviation through that agency.
General aviation (GA) has been defined as a civil aircraft operation other than a commercial air transport flight operating to a schedule. Although the International Civil Aviation Organization (ICAO) excludes any form of remunerated aviation from its definition, some commercial operations are often included within the scope of General Aviation (GA). The Federal Aviation Act of 1958 was an act of the United States Congress, signed by President Dwight D. Eisenhower, that created the Federal Aviation Agency and abolished its predecessor, the Civil Aeronautics Administration (CAA). The act empowered the FAA to oversee and regulate safety in the airline industry and the use of American airspace by both military aircraft and civilian aircraft.
The Directorate General of Civil Aviation (DGCA) is a statutory body of the Indian Central Government to regulate civil aviation in India. Formed under the Aircraft (Amendment) Bill, 2020, the DGCA investigates aviation accidents and incidents, maintains all regulations related to aviation and is responsible for issuance of licenses pertaining to aviation like PPL's, SPL's and CPL's in India. It is headquartered along Sri Aurobindo Marg, opposite Safdarjung Airport, in New Delhi. The Government of India is planning to replace the organisation with a Civil Aviation Authority (CAA), modelled on the lines of the American Federal Aviation Administration (FAA).
The 2009 Pel-Air Westwind ditching or Norfolk Island ditching was an aircraft accident on 18 November 2009 near Norfolk Island, Australia. A Westwind II jet operated by Pel-Air was conducting an air ambulance flight for CareFlight International when it was forced to ditch after being unable to land in bad weather and not having sufficient fuel to divert to an alternate destination.
The General Civil Aviation Authority (GCAA) in the United Arab Emirates (UAE) was established in 1996 by Federal Cabinet Decree to regulate Civil Aviation and provide designated aviation services with emphasis on safety and security and to strengthen the aviation industry within the UAE and its upper airspace. In late 2009, the GCAA opened its new Air Navigation Centre, The Sheikh Zayed Centre, which is considered the largest and busiest air traffic management facility in the Middle East as well as one of the world's most technically advanced centres in terms of its design.
