The Principal Secretary to the Prime Minister of India (PS to the PM) is the administrative head of the Prime Minister's Office. The officeholder is generally a civil servant, commonly from the Indian Administrative Service and occasionally from the Indian Foreign Service.
Since 2019, the officeholder has been accorded with the status of a cabinet minister. [1]
The Prime Minister's Secretariat (PMS)—headed by an officer of the rank of joint secretary to the Government of India—was established after independence under the prime ministership of Jawaharlal Nehru, as a successor to the office of the Governor-General of India's secretary. [7] Lal Bahadur Shastri appointed Lakshmi Kant Jha, an Indian Civil Service officer, as his secretary, making Jha the first secretary to the Government of India-ranked officer in the PMS. [9] During Indira Gandhi's tenure as prime minister, the post of Principal Secretary to the Prime Minister was created; [2] [4] [8] with retired Indian Foreign Service officer P. N. Haksar becoming the first PS to the PM. [11]

A prime minister—through the Appointments Committee of the Cabinet—can also appoint an additional principal secretary. The only instance of an additional principal secretary being appointed was in May 2014, Pramod Kumar Misra, a retired 1972-batch Gujarat cadre Indian Administrative Service (IAS) officer, was appointed by the Appointments Committee of the Cabinet to serve as newly elected Prime Minister Narendra Modi's additional principal secretary. The prime minister of India is the head of government of the Republic of India. Executive authority is vested in the prime minister and his chosen Council of Ministers, despite the president of India being the nominal head of the executive. The prime minister has to be a member of one of the houses of bicameral Parliament of India, alongside heading the respective house. The prime minister and their cabinet are at all times responsible to the Lok Sabha.
7, Lok Kalyan Marg (7LKM), formerly 7, Race Course Road, is the official residence and principal workplace of the Prime Minister of India. Situated on Lok Kalyan Marg, New Delhi, the official name of the Prime Minister's residence complex is Panchavati. It is spread over 4.9 hectares of land, comprising five bungalows in Lutyens' Delhi, built in the 1980s, which are the Prime Minister's office, residency zone and security establishment, including one occupied by Special Protection Group (SPG) and another being a guest house. However, even though there are 5 bungalows, they are collectively called 7, Lok Kalyan Marg. It does not house the Prime Minister's Office but has a conference room for informal meetings.
The Indian Administrative Service (IAS) is the administrative arm of the All India Services of Government of India. The IAS is one of the three arms of the All India Services along with the Indian Police Service and the Indian Foreign Service. Members of these three services serve the Government of India as well as the individual states. IAS officers are also deployed to various government establishments such as constitutional bodies, staff and line agencies, auxiliary bodies, public sector undertakings, regulatory bodies, statutory bodies and autonomous bodies.

Nripendra Misra is an Indian bureaucrat and civil servant. An Indian Administrative Service (IAS) officer of the 1967 batch from the Uttar Pradesh cadre, he served as the Principal Secretary to the Prime Minister of India, Narendra Modi from 2014 to 2019. He earlier served as the chairperson of the Telecom Regulatory Authority of India, as the Telecom Secretary of India and the Fertilizers Secretary of India. He was awarded India's third highest civilian award the Padma Bhushan in 2021. His son Saket Misra is a nominated Member of Legislative Council in Government of Uttar Pradesh since April 2023.
Hasmukh Adhia, IAS is an Indian Banker and a civil servant. He is one of the key persons behind the architecture and roll-out of the Goods and Services Tax & Demonetization scheme announced in 2016. He is an Indian Administrative Service (IAS) officer of the 1981 Gujarat cadre batch who served as Finance Secretary and Revenue Secretary of State. He previously served in several capacities for the Indian and Gujarat governments, including as Financial Services Secretary. He is the present Chairman of Standing Committee of Pandit Deendayal Energy University, Gandhinagar and Non-Executive Chairman of Bank of Baroda. A week after the government nominated him chairman of state-owned Bank of Baroda, he was appointed as the Chancellor of Central University of Gujarat.
The Chief Secretary is the top-most executive official and senior-most civil servant of the state government. The Chief Secretary is the ex-officio head of the state Civil Services Board, the State Secretariat, the state cadre Indian Administrative Service and all civil services under the rules of business of the state government. The Chief Secretary acts as the principal advisor to the chief minister on all matters of state administration.
Secretary to the Government of India, often abbreviated as Secretary, GoI, or simply as Secretary, is a post and a rank under the Central Staffing Scheme of the Government of India. The authority for the creation of this post solely rests with the Union Council of Ministers.
Pramod Kumar Mishra, often abbreviated P. K. Mishra, is the 13th and current principal secretary to the Prime Minister of India, Narendra Modi. He is a 1972 batch Indian Administrative Service officer belonging to Gujarat cadre. During 2001–2004, Mishra has also served as the principal secretary to Narendra Modi, when he was the Chief Minister of Gujarat.
The home secretary is the administrative head of the Ministry of Home Affairs. This post is held by a senior IAS officer of the rank of Secretary to Government of India. The current Home Secretary is Ajay Kumar Bhalla. All Central Forces including the CRPF, CISF, BSF and State Police Forces are under the Union Home Secretary.
The Fifteenth Finance Commission is an Indian Finance Commission constituted in November 2017 and is to give recommendations for devolution of taxes and other fiscal matters for five fiscal years, commencing 2020-04-01. The commission's chairman is Nand Kishore Singh, a senior member of the Bharatiya Janata Party (BJP) since March 2014, with its full-time members being Ajay Narayan Jha, Ashok Lahiri and Anoop Singh. Anshu Prakash is a retired 1986 batch civil servant of the Indian Administrative Service (IAS) cadre of Arunachal Pradesh-Goa-Mizoram-Union Territories (AGMUT) cadre. He served as the Chief Secretary of Delhi from 4 December 2017 to 18 November 2018. He also served as secretary in the telecom department of the Ministry of Communications (India) from 1 August 2019 to 30 September 2021.
T. S. R. Subramanian &Ors. versus Union of India and Ors., was a landmark decision of the Supreme Court of India in which the Court ruled that civil servants were not bound to follow oral directives. The case began with a public interest civil writ petition filed before the Supreme Court of India and was decided in October 2013.

Government of NCT of Delhi versus Union of India & Another [C. A. No. 2357 of 2017] is a civil appeal heard before the Supreme Court of India by a five-judge constitution bench of the court. The case was filed as an appeal to an August 2016 verdict of the Delhi High Court that ruled that the lieutenant governor of Delhi exercised "complete control of all matters regarding National Capital Territory (NCT) of Delhi", and was heard by the Supreme Court in November and December 2017.
Ashok Kumar Lahiri is an Indian economist and a member of the West Bengal Legislative Assembly from Balurghat. He is currently serving as a member of the Fifteenth Finance Commission. Lahiri previously served as 12th Chief Economic Adviser to the Government of India, reader at the Delhi School of Economics, chairman of Bandhan Bank, executive director at the Asian Development Bank and director of the National Institute of Public Finance and Policy and had stints with the World Bank and the International Monetary Fund, as a consultant and senior economist respectively. He is a member of the Bharatiya Janata Party.
