Office of the Registrar of the Newspapers for India (official name), more popularly known as Registrar of Newspapers for India (RNI), is a Government of India statutory body of Ministry of Information and Broadcasting for the registration of the publications, such as newspapers and magazines, India. It was established on 1 July 1956, on the recommendation of the First Press Commission in 1953 and by amending the Press and Registration of Books Act 1867. [2] [3] The Office of the Registrar of Newspapers for India is headquartered in New Delhi. RNI regulates and monitors printing and publication of newspapers based on the Press and Registration of Books Act, 1867 and the Registration of Newspapers (Central) Rules, 1956. [4] The registrar is designated as Press Registrar, and Dhirendra Ojha a 1990 batch senior IIS officer is the current Press Registrar and Head of Department. [5]

The Press and Registration of Books Act contains the duties and functions of the RNI. On account of some more responsibilities entrusted upon RNI during all these years, the office is performing both statutory as well as some non-statutory functions. [6] Online registration system was formally inaugurated in 2004 by the Information and Broadcasting Minister S. Jaipal Reddy. [7]

Duties

Under statutory functions, RNI performs the following duties [3]

Registration

Registrar maintains the legal procedures for registering a newspaper, which can be summarised as:

  1. As a first stage, the applicant applies for title verification of the publication to the jurisdictional District Magistrate. The District Magistrate will get the title verified from RNI.
  2. After receiving the title verification letter from RNI, the applicant needs to file a declaration for authentication before District Magistrate.
  3. After authentication, the newspaper must be published within 6 weeks if it is published once a week or oftener than that. In case of any other periodicity, the first issue should be published within 3 months from the date of authentication.
  4. After the first issue is published, the applicant needs to file an application for RNI registration, enclosing the following documents
    1. Title verification letter
    2. Authenticated declaration
    3. An affidavit for no foreign tie-up
    4. First issue and latest issue of the publication
    5. Content intimation/ confirmation in the prescribed form
    6. Certificate intimating appointment of the printer

A justice of the peace (JP) is a judicial officer of a lower or puisne court, elected or appointed by means of a commission to keep the peace. In past centuries the term commissioner of the peace was often used with the same meaning. Depending on the jurisdiction, such justices dispense summary justice or merely deal with local administrative applications in common law jurisdictions. Justices of the peace are appointed or elected from the citizens of the jurisdiction in which they serve, and are usually not required to have any formal legal education in order to qualify for the office. Some jurisdictions have varying forms of training for JPs.

A District Magistrate is an Indian Administrative Service officer who is in-charge of a district, the basic unit of administration, in India. Collectors come under the general supervision of divisional commissioners wherever the latter post exists. In general parlance, they are referred to by the abbreviation DM or DC. India has 748 districts as of 2021.

Sub-Divisional Magistrate

A Sub-Divisional Magistrate is a title which is sometimes given to the head official of a district subdivision, an administrative officer that is sometimes below the level of district, depending on a country's government structure. SDM is generally an officer of state civil service. Additionally, Indian Administrative Service officers selected from UPSC also serve as SDM in their training period. They are also known as Deputy/Assistant Collector or Assistant Commissioner in several Indian states. Each district is divided into tehsil. Free Press was a short-lived but well-attempted and widely circulated, monthly magazine in Malayalam language published from Delhi between 2003 and 2006. At 23, Vinod K. Jose became one of the youngest editor-in-chiefs of any current affairs registered magazine in India when he started Free Press. Free Press was the first publication to have initiated the concept of citizen journalism in Kerala.

The Veterinary Council of India (VCI) is a statutory body which regulates veterinary practice in India. Daily Desher Katha is a Bengali daily newspaper published from Agartala. It is a daily publication of the state committee of CPI(M), Tripura.

The National Register of Citizens for Assam is a registry (NRC) meant to be maintained by the Government of India for the state of Assam. It is expected to contain the names and certain relevant information for the identification of genuine Indian citizens in the state. The register for Assam was first prepared after the 1951 Census of India. Since then it was not updated until the major "updation exercise" conducted during 2013–2019, which caused numerous difficulties. In 2019, the government also declared its intention of creating such a registry for the whole of India, leading to major protests all over the country.

The Indian Information Service (IIS) is the central civil service under Group A and Group B of the Central Civil Services of the executive branch of the Government of India.

The National Register of Citizens (NRC) is a register of all Indian citizens whose creation is mandated by the 2003 amendment of the Citizenship Act, 1955. Its purpose is to document all the legal citizens of India so that the illegal immigrants can be identified and deported. It has been implemented for the state of Assam starting in 2013–2014. The Government of India announced plans to implement it for the rest of the country in 2021, but it has not yet been implemented.
