Overview

Designed to be practical, replicable and scalable, the Tianjin Eco-city will demonstrate the determination of both countries in tackling environmental protection, resource and energy conservation, and sustainable development, and serve as a model for sustainable development for other cities in China.

The Singaporean government formed a Ministerial Committee in 2011 in order to improve the coordination and support among its agencies for the project – reportedly a sign of the importance of the project to Singapore. [1]

Population

When fully developed in the early-to-mid 2020s, the Sino-Singapore Tianjin Eco-city will be home to about 350,000 residents. [2]

Location

The Eco-city site is located 40 km from downtown Tianjin and 150 km from Beijing. The site is 10 km from the core district of the Tianjin Binhai New Area (TBNA), with the southern tip of the site only a 10-minute drive from the Tianjin Economic-Technological Development Area (TEDA). [3]

The Eco-city is sited on non-arable land. Prior to development, the site of the Eco-city was one-third saltpan, one-third deserted beach, and one-third water, including a 270-hectare wastewater pond.

Key features

Green spaces will be interspersed throughout the city. Located in an area of low rainfall, the Eco-city will draw a significant part of its water supply from nontraditional sources such as desalinated water.

Integrated waste management will be implemented in the Eco-city, with particular emphasis on the reduction, reuse and recycling of waste. A light-rail transit system, supplemented by a secondary network of trams and buses, will be the main mode of transportation in the Eco-city. This will help to reduce its carbon emissions.

Social harmony will be a key feature of the Eco-city. An important instrument to achieve this will be subsidized public housing in the Eco-city, which will help to meet the housing needs of the lower and lower-middle income strata of society, and enable people of different income and social strata to live near to, and interact with, one another. The Eco-city will be barrier-free to cater to the needs of the elderly and the mobility-impaired. Public social and recreational facilities will be located within easy access of homes to meet residents’ needs and provide opportunities for residents to interact.

The development of the Eco-city will respect local heritage. The profile of the Ji Canal, which is 1,000 years old, will be retained. Two existing villages within the Eco-city site will also be conserved through adaptive reuse or partial rebuilding. [4]

Key Performance Indicators

There is a set of 26 Key Performance Indicators (KPIs) for the Sino-Singapore Tianjin Eco-city. In formulating these KPIs, reference is made to national standards in China and Singapore, as well as international standards. [5]

Some of the KPIs are listed below. The development of the start-up area and the entire Eco-city is targeted for completion by 2013 and 2020 respectively, and so reference is made to these years in the KPIs:

Master plan

The master plan of Sino-Singapore Tianjin Eco-city was jointly developed by the China Academy of Urban Planning and Design, the Tianjin Urban Planning and Design Institute, and the Singapore planning team led by the Urban Redevelopment Authority of Singapore. [6]

The intention is for development to take place around a central core of conserved ecological wetlands and rehabilitated water bodies. The main center of the Eco-city will be located on the southern bank of a historic thousand-year-old river course, which has been planned for a variety of uses, including commercial, cultural and recreational ones.

A comprehensive green transport network, i.e., nonmotorized and public transport, will be developed in the Eco-city. A light rail transit system will serve as the main mode of transport.

Commercial subcenters will be in each of the suburban areas to provide employment opportunities for the residents and reduce their need for commuting. There will be dedicated service industry parks, university and hospital sites in the Eco-city, which will contribute to the long-term economic vibrancy of the city in a sustainable manner.

Groundbreaking ceremony

The groundbreaking ceremony of the Sino-Singapore Tianjin Eco-city was held on 28 September 2008. Singapore Senior Minister Goh Chok Tong and Chinese Premier Wen Jiabao officiated at the event, signifying the beginning of construction work on the Eco-city. [7]

Sustainable transport refers to the broad subject of transport that is sustainable in the senses of social, environmental and climate impacts. Components for evaluating sustainability include the particular vehicles used for road, water or air transport; the source of energy; and the infrastructure used to accommodate the transport. Transport operations and logistics as well as transit-oriented development are also involved in evaluation. Transportation sustainability is largely being measured by transportation system effectiveness and efficiency as well as the environmental and climate impacts of the system.

Langfang, is a prefecture-level city of Hebei Province, which was known as Tianjin Prefecture until 1973. It was renamed Langfang Prefecture after Tianjin became a municipality and finally upgraded into a prefecture-level city in 1988. Langfang is located approximately midway between Beijing and Tianjin. At the 2010 census, the population of Langfang was 4,358,839, of whom 868,066 lived in the built-up area made of Guangyang and Anci districts; its total area is around 6,417.28 km2 (2,477.73 sq mi). Langfang borders Baoding to the southwest, Cangzhou to the south, Beijing to the north and Tianjin to the east. Sanhe City and Dachang Hui County are now conurbated with Beijing, so that they form part of the same built-up area. Langfang is the smallest prefecture-level city of Hebei Province by land area.

Urban planning in Singapore has formulated and guided its physical development from the day Singapore was founded in 1819 as a British colony to the developed, independent country it is today. Urban planning is especially important due to land constraints and its high density.

An eco-city or ecocity is "a human settlement modeled on the self-sustaining resilient structure and function of natural ecosystems", as defined by the Ecocity Builders. Simply put, an eco-city is an ecologically healthy city. The World Bank defines eco-cities as "cities that enhance the well-being of citizens and society through integrated urban planning and management that harness the benefits of ecological systems and protect and nurture these assets for future generations". Although there is no universally accepted definition of an 'eco-city', among available definitions, there is some consensus on the basic features of an eco-city.

Zero-energy building Energy efficiency standard for buildings

A Zero Energy Building (ZEB), also known as a Net Zero Energy (NZE) building, or a Zero Net Energy (ZNE) building, is a building with net zero energy consumption, meaning the total amount of energy used by the building on an annual basis is equal to the amount of renewable energy created on the site or in other definitions by renewable energy sources offsite, using technology such as heat pumps, high efficiency windows and insulation, and solar panels. The goal is that these buildings contribute less overall greenhouse gas to the atmosphere during operations than similar non-ZNE buildings. They do at times consume non-renewable energy and produce greenhouse gases, but at other times reduce energy consumption and greenhouse gas production elsewhere by the same amount. Zero-energy buildings are not only driven by a want to have less of an impact on the environment, but they are also driven by money. Tax breaks as well as savings on energy costs make Zero-energy buildings financially viable. A similar concept approved and implemented by the European Union and other agreeing countries is nearly Zero Energy Building (nZEB), with the goal of having all buildings in the region under nZEB standards by 2020. Terminology tends to vary between countries, agencies, cities, towns and reports, so a general knowledge of this concept and its various employments is essential for a versatile understanding of clean energy and renewables. The IEA and European Union most commonly use Net Zero Energy, with "zero net" mainly used in the USA.

Sustainable city City designed with consideration for social, economic, environmental impact

Sustainable cities, urban sustainability, or eco-city is a city designed with consideration for social, economic, environmental impact, and resilient habitat for existing populations, without compromising the ability of future generations to experience the same. The UN Sustainable Development Goal 11 defines sustainable cities as those that are dedicated to achieving green sustainability, social sustainability and economic sustainability. They are committed to doing so by enabling opportunities for all through a design focused on inclusivity as well as maintaining a sustainable economic growth. The focus also includes minimizing required inputs of energy, water, and food, and drastically reducing waste, output of heat, air pollution – CO
2
, methane, and water pollution. Richard Register first coined the term "ecocity" in his 1987 book Ecocity Berkeley: Building Cities for a Healthy Future, where he offers innovative city planning solutions that would work anywhere. Other leading figures who envisioned sustainable cities are architect Paul F Downton, who later founded the company Ecopolis Pty Ltd, as well as authors Timothy Beatley and Steffen Lehmann, who have written extensively on the subject. The field of industrial ecology is sometimes used in planning these cities.

On 12 September 2005, the Australian House of Representatives Standing Committee on Environment and Heritage tabled its report on the inquiry into Sustainable Cities. The tabling of the report concluded the committee's inquiry. It provided a tangible definition of the concept of sustainability that can serve as a pathway for Australian cities to be vibrant and productive urban regions that are environmentally responsible and socially inclusive at the same time.

A zero-carbon city runs entirely on renewable energy; it has no carbon footprint and will in this respect not cause harm to the planet. Most cities throughout the world produce energy by burning coal, oil and gas, unintentionally emitting carbon. Almost every activity humans do involves burning one of these fossil fuels. To become a zero carbon city, an established modern city must collectively reduce emissions of greenhouse gases to zero and all practices that emit greenhouse gases must cease. Also, renewable energy must supersede other non-renewable energy sources and become the sole source of energy, so a zero-carbon city is a renewable-energy-economy city. This transition which includes decarbonising electricity and zero-emission transport, is undertaken as a response to climate change. Zero-carbon cities maintain optimal living conditions while eliminating environmental impact. Instead of using established cities, many developers are starting from scratch in order to create a zero-carbon city. This way they can make sure every aspect of a city contributes to it being carbon free.

Environmentally sustainable design is the philosophy of designing physical objects, the built environment, and services to comply with the principles of ecological sustainability.

Green urbanism

Green urbanism has been defined as the practice of creating communities beneficial to humans and the environment. According to Timothy Beatley, it is an attempt to shape more sustainable places, communities and lifestyles, and consume less of the world's resources. Urban areas are able to lay the groundwork of how environmentally integrated and sustainable city planning can both provide and improve environmental benefits on the local, national, and international levels. Green urbanism is interdisciplinary, combining the collaboration of landscape architects, engineers, urban planners, ecologists, transport planners, physicists, psychologists, sociologists, economists and other specialists in addition to architects and urban designers.

Sustainable urbanism

Sustainable urbanism is both the study of cities and the practices to build them (urbanism), that focuses on promoting their long term viability by reducing consumption, waste and harmful impacts on people and place while enhancing the overall well-being of both people and place. Well-being includes the physical, ecological, economic, social, health and equity factors, among others, that comprise cities and their populations. In the context of contemporary urbanism, the term cities refers to several scales of human settlements from towns to cities, metropolises and mega-city regions that includes their peripheries / suburbs / exurbs. Sustainability is a key component to professional practice in urban planning and urban design along with its related disciplines landscape architecture, architecture, and civil and environmental engineering. Green urbanism and ecological urbanism are other common terms that are similar to sustainable urbanism, however they can be construed as focusing more on the natural environment and ecosystems and less on economic and social aspects. Also related to sustainable urbanism are the practices of land development called Sustainable development, which is the process of physically constructing sustainable buildings, as well as the practices of urban planning called smart growth or growth management, which denote the processes of planning, designing, and building urban settlements that are more sustainable than if they were not planned according to sustainability criteria and principles.
