The five-level library has a total space of 33,700 square meters (363,000 sq ft). It features floor-to-ceiling, terraced bookshelves able to hold 1.2 million books, and a large, luminous sphere in the center that serves as an auditorium with a capacity of 110 people. The library is nicknamed 'The Evil Eye' because the sphere, which appears like an iris, can be seen from the park outside through an eye-shaped opening.
In the first week after opening day, approximately 10,000 people a day came, causing queues outside.
The first and second floors contain mainly lounge areas and reading rooms. The floors above have computer rooms, meeting rooms, and offices. There are also two rooftop patios. Because of a decision to complete the library quickly and a conflict with what was officially approved, the main atrium cannot be used for book storage; the rooms providing access to the upper tiers of shelving were not built and book spines were printed onto the backs of the shelf space for the opening-day photographs.
The library was designed by the Rotterdam-based architectural firm MVRDValong with the Tianjin Urban Planning and Design Institute (TUPDI), a group of local architects. Because of a tight construction schedule by the local government, the project went from preliminary drawings to its doors opening within three years. It opened in October 2017.

The first libraries in China came into being during the time of the Shang dynasty as intellectuals known as the Shi (historians) and Wu (diviners) emerged from manual labor to special occupations for the creation and spread of culture. Among the documents that these occupations managed were "the country's statute books, genealogies of imperial kinsmen, issued notices and orders, and recorded important events and natural phenomena. For future verification and reference, they built storehouses to keep records in different media. To meet the needs of more and more complicated affairs and to ensure easy use, they began to collect and sort out those records according to chronological order and category. Thus, the earliest library in China came into being. The numerous kinds of media loaded with information and knowledge emerged in human society, resulting in the concepts of preservation and collection. Accordingly, the earliest libraries and archives were the result of conscious collection, process, coalition, and utilization."
Shanghai Lexicographical Publishing House is a publishing house in mainland China, specialized in publishing reference works. Its precedent was the Ci Hai Editing Institute affiliated to Zhong Hua Book Co. (中华书局辞海编辑所), founded in August, 1958. From January, 1978, it adopted the current name. The Shanghai Lexicographical Publishing House published revised editions of Cihai, a large-scale dictionary and encyclopedia of Standard Mandarin Chinese, in 1979, 1989, 1999, and 2009. Binhaixi railway station, formerly known as Binhai railway station, is a railway station on the Tianjin–Qinhuangdao high-speed railway and is the largest located within the Binhai New Area, Tianjin, China. It is one of four major rail hubs in Tianjin, with Tianjin, Tianjin West and Binhai railway stations. The name of the station was changed from Binhai to Binhai West on 5 January 2019.
Tencent Binhai Mansion, or Tencent Seafront Towers, are twin skyscrapers in Houhai, Nanshan District, Shenzhen, China. Construction of the buildings started in 2012. They were topped out in February 2015 and fully completed by the first half of 2017. The buildings are owned by Tencent, one of the largest Chinese technology and Internet companies, the world's largest investment, gaming and entertainment conglomerate, and Asia's most valuable company.
