To Serve and Protect, also known as Under Arrest on streaming services, is a Canadian reality crime television series that shadows city police in Edmonton, Alberta, Winnipeg, Manitoba, Vancouver, Penticton, New Westminster, Summerland, and Surrey, British Columbia. A few episodes venture to Las Vegas, and Memphis. The program premiered on KVOS-TV in 1993 using footage shot in 1991 and 1992. It is based on the American television series Cops .
The program was created by Dwayne Mitchell and Dan Forrer for KF Media Inc., debuting in 1993 on KVOS-TV in Bellingham, Washington. Most viewers of the hour-long program were located in the Vancouver, British Columbia region. Mitchell filmed five hundred "ride alongs" with the police in the program's first two years. KVOS aired the program on Sunday nights in the 1990s and weeknights at midnight in the early 2000s. Among those featured on the program were future Edmonton Police whistleblower Derek Huff. [1] With a new audience on Netflix, the program is today considered something of a camp classic for its dramatic characters and 1990s aesthetic.
After the first season, the Vancouver Police Department refused to allow the production company on ride alongs after they refused to blur the faces of suspects. [2] Vancouver police constable Anne Drenan said Forrer's "negative attitude after police requested the show black out faces led to the police board deciding ... not to participate further." Drennan said police wanted to protect the identities of people who were arrested but not charged. [3] The provincial government ruled that broadcasting a suspect's face without their consent was illegal.
The original version of To Serve and Protect was canceled in 1995. Executive producer Dan Forrer blamed "senior officers in the Vancouver police department and RCMP." [4] The final episode featured footage that, according to Forrer, "Vancouver police Chief Ray Canuel did want the public to see." [4] He claimed the police chief wanted to "kill the show's access to ride alongs with officers in patrol cars because the original approval had been given by the previous police chief, Bill Marshall." [4] Several instances of excessive force and illegal maneuvers were captured on film and aired as if routine. The new police chief was mortified to see the program showcase some of the brutal tactics routinely employed by his force, potentially casting them in a negative light.
Forrer and Mitchell secured access to other police departments and a new round of episodes were made starting in 1997. The RCMP of Surrey, British Columbia, was featured prominently. Located thirty minutes east of Vancouver, the suburb was famous for mullets, mustaches, and alcohol-related incidents. People have compared the area to Heavy Metal Parking Lot and the Trailer Park Boys. Some of the program's most memorable moments occur during Surrey episodes, something that led to the Surrey City Council revoking permission to film within the city. The city council also contacted KVOS to pull all Surrey-based episodes from its rerun package. "They are broadcasting the same incidents over and over, so people are getting the impression that this is still happening," said councillor Judy Villeneuve. She felt that the program unfairly portrayed Surrey as "crime-ridden." [5] Forrer was outraged. "We are not going to acquiesce to the suggestion that we not show something – that's ludicrous. If they are putting the screws to the police on To Serve and Protect, then what else are they telling them to do?" [5] However, the Surrey RCMP themselves were "troubled about the show for months, and suspended participation last November [1997]." The department didn't cite specific concerns but said the program "doesn't present a balanced view of police work, but instead is skewed toward the more sensational incidents." [5]
Forrer said the show was unrehearsed, but conceded that the program was formatted for maximum television impact. "We just get in a police car and go wherever they are dispatched. I'm not saying that what we show is 100 per cent of reality but neither is what you see on BCTV News. There are people on the show two or three times, and they're people who are always getting in trouble and causing us all a lot of grief. My sympathy for these people? There isn't any ... It comes down to bleeding hearts and political correctness. They don't like the fact that we embarrass or put some heat on some of these crooks that are on the show." [6] [7]
Dwayne Mitchell sold a syndicated, half-hour version of the program to American markets in 1997 under the title Mounties: True Stories of the Royal Canadian Police. It reportedly aired in eighty regional markets including Elko, Nevada, St. Joseph, Missouri, Salina, Kansas, Tucson, Arizona, West Palm Beach, Florida, and Agana, Guam. It generally aired around two in the morning. Forrer referred to his show as "filler" for the American market. [5]
This show is available on the video-on-demand streaming services Netflix, Peacock, The Roku Channel, Pluto TV, Crackle, Tubi and Amazon Freevee (the version on the latter six services provided by FilmRise) under the title Under Arrest with episodes condensed from their original hour length to eight "Best of" seasons with each episode running 20 minutes. The Royal Canadian Mounted Police, commonly known in English as the Mounties, is the federal and national police service of Canada. As police services are the constitutional responsibility of provinces and territories of Canada, the RCMP's primary responsibility is the enforcement of federal criminal law, and sworn members of the RCMP have jurisdiction as a peace officer in all provinces and territories of Canada. However, the service also provides police services under contract to eight of Canada's provinces, all three of Canada's territories, more than 150 municipalities, and 600 Indigenous communities. In addition to enforcing federal legislation and delivering local police services under contract, the RCMP is responsible for border integrity; overseeing Canadian peacekeeping missions involving police; managing the Canadian Firearms Program, which licenses and registers firearms and their owners; and the Canadian Police College, which provides police training to Canadian and international police services. Despite its name, the Royal Canadian Mounted Police are no longer an actual mounted police service, and horses are only used at ceremonial events.
Cops is an American reality legal television documentary programming series that is currently in its 35th season. It is produced by Langley Productions and premiered on the Fox network on March 11, 1989. The series, known for chronicling the lives of law enforcement officials, follows police officers and sheriff's deputies, sometimes backed up by state police or other state agencies, during patrol, calls for service, and other police activities including prostitution and narcotic stings, and occasionally the serving of search/arrest warrants at criminal residences. Some episodes have also featured federal agencies. The show's formula follows the cinéma vérité convention, which does not consist of any narration, scripted dialogue or incidental music/added sound effects, depending entirely on the commentary of the officers and on the actions of the people with whom they come into contact, giving the audience a fly on the wall point of view. Each episode typically consists of three self-contained segments which often end with one or more arrests.
Tara Singh Hayer was an Indian-Canadian newspaper publisher and editor who was murdered after his outspoken criticism of fundamentalist violence and terrorism. In particular, he was a key witness in the trial of the Air India Flight 182 bombing.
The Vancouver Police Department (VPD) is the police force in Vancouver, British Columbia, Canada. It is one of several police departments within the Metro Vancouver Area and is the second largest police force in the province after RCMP "E" Division.
"E" Division is the division of the Royal Canadian Mounted Police in the province of British Columbia, Canada's westernmost province. It is the largest police body in the province, providing federal and provincial services throughout the province and policing all but 12 municipalities. In some urban areas, some municipalities have their own police forces while neighbouring ones contract with E Division. For example, Richmond is patrolled by E Division while neighbouring Vancouver has its own police force; both organizations contribute members and resources to various regional initiatives. E Division is the largest RCMP division, with 127 local detachments.

Jamie Graham, O.O.M. is a former chief for the Victoria Police Department. He previously served as the chief constable of Vancouver, British Columbia from August 22, 2002 to August 13, 2007. A former Royal Canadian Mounted Police officer, Graham's five-year contract with the Vancouver Police Department was not renewed. His time as chief there ended on August 22, 2007.
The Bacon Brothers, Jonathan, Jarrod, and Jamie, are a trio of gangsters from Abbotsford, British Columbia who are suspected of multiple firearms and drug trafficking charges and implicated in a rash of homicides that took place in the Fraser Valley and Greater Vancouver area. Jonathan, the oldest brother, was murdered in Kelowna on August 14, 2011.

The 2004 RCMP British Columbia Annual Police Report ranked them third in terms of organization and sophistication in British Columbia, ranked behind outlaw motorcycle clubs and aforementioned Chinese criminal organizations such as the Triads drug clans.
Creep Catchers are non-affiliated individuals and groups who attempt to prevent child sexual abuse by posing as minors, using chat rooms and dating sites to lure adults willing to meet the minor for sex, and then exposing the adult by publicly posting videos of the ensuing confrontation. Creep Catchers offer the opportunity to make a public statement before posting the video and chat logs to a central website and various social media. Cooperative suspects are typically lectured to in relative privacy, while belligerents or those with particularly explicit conversations are loudly shamed and profanely ridiculed. Public and official reactions to groups of Creep Catchers have been mixed, with some supporting the intent of preventing abuse and others noting dangers of vigilantism by untrained public. In 2017, Vice.com produced Age of Consent, a full-length documentary film following Toronto resident Justin Payne, an independent Creep Catcher unaffiliated with other groups of the movement.
Live PD was an American television program that aired on the A&E Network from 2016 to 2020. It followed police officers in the course of their patrols live, broadcasting interactions with the public. The show was hosted by Dan Abrams with analysis provided by Tom Morris Jr. and Sgt. Sean "Sticks" Larkin.
The Coastal GasLink pipeline is a TC Energy natural gas pipeline under construction in British Columbia, Canada. Starting in Dawson Creek, the pipeline's route crosses through the Canadian Rockies and other mountain ranges to Kitimat, where the gas will be exported to Asian customers. Its route passes through several First Nations peoples' traditional lands, including some that are unceded. Controversy around the project has highlighted important divisions within the leadership structure of impacted First Nations: elected band councils established by the 1876 Indian Act support the project, but traditional hereditary chiefs of the Wetʼsuwetʼen people oppose the project on ecological grounds and organized blockades to obstruct construction on their traditional land.
From January to March 2020, a series of civil disobedience protests were held in Canada over the construction of the Coastal GasLink Pipeline (CGL) through 190 kilometres (120 mi) of Wetʼsuwetʼen First Nation territory in British Columbia (BC), land that is unceded. Other concerns of the protesters were Indigenous land rights, the actions of police, land conservation, and the environmental impact of energy projects.
The Surrey Police Service (SPS) is a municipal police force currently assuming jurisdiction over the City of Surrey, British Columbia, Canada. It is one of several police departments within the Metro Vancouver Regional District, and as of December 2022, the second largest municipal police service in British Columbia.
A series of vandalizations, church arsons, and suspicious fires in June and July 2021 desecrated, damaged, or destroyed 68 Christian churches in Canada. Coincident with fires, vandalism and other destructive events damaged churches in Canada and the United States, primarily in British Columbia. Of these, 25 were the results of fires of all causes. Canadian government officials, church members, and Canadian Indigenous leaders have speculated that the fires and other acts of vandalism have been reactions to the May 2021 reports of alleged discovery of over 1,000 unmarked graves at Canadian Indian residential school sites.
Police brutality is an instance or pattern of excessive and unwarranted force used against an individual or group of people. The Indigenous peoples of Canada include, as designated by the Canadian government, Inuit, Metis, and First Nations individuals and are officially considered Aboriginal peoples. Indigenous Canadians have experienced strenuous relationships with police as a result of colonization and lasting tensions. Since the early 2000s, several instances of police brutality against Indigenous Canadians have prompted media attention.
