Togan Arslan was a Turkish bey of the Beylik of Dilmaç.
After the death of his father Mehmet in 1104,Togan Arslan became the bey.
After Alp Arslan of Seljukids defeated Byzantine army in the battle of Manzikert in 1071,a series of Turkmen beyliks (principalities) were formed in Anatolia (Asiatic part of present Turkey) before Anatolia was united by the Sultanate of Rum. Beylik of Dilmaçwas one of these. It was founded as an iqta of the Seljuks. Its capital was Bitlis. Togan Arslan was the second bey of this beylik.
In 1111 he captured neighboring territory. But he was only semi-independent. Although initially he was a vassal of the Ahlatshahs,he switched sides and became a vassal of Ilghazi of the Mardin Artukids. [1] Together with Ilghazi,Togan Arslan participated in military operations against Crusaders. The most important was the Battle of Ager Sanguinis in 1119 where Roger of Salerno lost his life. [2]
He had to defend his capital Bitlis three times. In 1124 the bey of Ahlatshah from the north and in 1133 the bey of Hasankey Artukiks from the south laid sieges on Bitlis. In both campaigns Togan Arslan was able to defend Bitlis successfully. In 1134,Imadettin Zengi,from Mosul,one of the most powerful commanders of the region tried to capture Bitlis. Togan Arslan paid to save the city. [2]

The Karamanids,also known as the Emirate of Karaman and Beylik of Karaman,was one of the Anatolian beyliks,centered in South-Central Anatolia around the present-day Karaman Province. From the mid 14th century until its fall in 1487,the Karamanid dynasty was one of the most powerful beyliks in Anatolia.
Anatolian beyliks were small principalities in Anatolia governed by beys,the first of which were founded at the end of the 11th century. A second and more extensive period of establishment took place as a result of the decline of the Seljuq Sultanate of Rûm in the latter half of the 13th century.
The Artuqid dynasty was established in 1102 as an Anatolian Beylik (Principality) of the Seljuk Empire. It formed a Turkoman dynasty rooted in the Oghuz Döğer tribe,and followed the Sunni Muslim faith. It ruled in eastern Anatolia,Northern Syria and Northern Iraq in the eleventh through thirteenth centuries. The Artuqid dynasty took its name from its founder,Artuk Bey,who was of the Döger branch of the Oghuz Turks and ruled one of the Turkmen beyliks of the Seljuk Empire. Artuk's sons and descendants ruled the three branches in the region:Sökmen's descendants ruled the region around Hasankeyf between 1102 and 1231;Ilghazi's branch ruled from Mardin and Mayyafariqin between 1106 and 1186 and Aleppo from 1117–1128;and the Harput line starting in 1112 under the Sökmen branch,and was independent between 1185 and 1233.
Bitlis is a city in southeastern Turkey. It is the seat of Bitlis District and Bitlis Province. Its population is 53,023 (2021). The city is located at an elevation of 1,545 metres,15 km from Lake Van,in the steep-sided valley of the Bitlis River,a tributary of the Tigris. The local economy is mainly based on agricultural products which include fruits,grain and tobacco. Industry is fairly limited,and deals mainly with leatherworking,manufacture of tobacco products as well as weaving and dyeing of coarse cloth. Bitlis is connected to other urban centres by road,including Tatvan on Lake Van,25 km to the northeast,and the cities of Muş(Mush),100 km northwest,and Diyarbakır,200 km to the west. The climate of Bitlis can be harsh,with long winters and heavy snowfalls. Since the local elections of March 2019,the Mayor of Bitlis is Nesrullah Tanğlay.

In contemporary Greek documents,the name of the beylik was Chalybia,after the ancient Chalybes people who lived in the area.
