Tropical Storm Leslie was a weak, short-lived tropical cyclone that was never well-organized; however, its precursor was costlier than any other tropical cyclone in the 2000 Atlantic hurricane season. The twelfth named storm of the season, Leslie formed on October 4 over eastern Florida as a subtropical cyclone, out of a trough of low pressure. Strengthening over open waters, it attained enough tropical characteristics to be reclassified as Tropical Storm Leslie on October 5. The storm reached peak winds of 45 mph (75 km/h) before wind shear weakened it, and on October 7 transitioned into an extratropical cyclone over the open Atlantic Ocean. Leslie lasted three more days before losing its identity.


The precursor to Leslie produced torrential rainfall across Florida, peaking at 17.5 in (440 mm). The flooding damaged thousands of houses and caused three indirect deaths. Damage in southern Florida totaled $950 million (2000  USD), [nb 1] around half of which was from agricultural damage. After the flooding, portions of south Florida were declared a disaster area. Because of the limited impact as a tropical cyclone, the name Leslie was not retired in the Spring of 2001.

Meteorological history

On September 27, a tropical wave entered the eastern Caribbean Sea, believed to be the same that spawned Hurricane Isaac. It moved generally westward, and remained weak with sporadic thunderstorm activity. The wave traversed around the periphery of Hurricane Keith, and by October 2, the system produced a mid-level circulation just south of western Cuba. It continued to organize, prompting a reconnaissance aircraft to investigate the area. The system lacked a surface circulation center and remained an elongated trough of low pressure. The tropical wave interacted with an approaching frontal trough, while its mid-level center turned to the northeast and made landfall near Sarasota, Florida on October 4. [1]

While over land, a surface circulation developed near Orlando, and the National Hurricane Center designated the system as Subtropical Depression One. The subtropical designation was because the convection was far-removed from the center. [1] Additionally, an upper-level trough provided outflow, instead of an anticyclone as found in tropical cyclones. [2] The subtropical depression moved to the east-northeast, and steadily organized as deep convection developed closer to the center. Initially, the strongest winds were 175 mi (280 km) from the center, but by the morning of October 5, the distance decreased to 85 mi (135 km). Based on its organization and winds of 40 mph (65 km/h), the system was re-designated as Tropical Storm Leslie. [1]

The National Hurricane Center initially forecast further intensification to 60 mph (95 km/h), [3] although the agency also noted that the circulation could dissipate, due its fast forward motion toward the east-northeast. Ultimately, wind shear prohibited significant strengthening, [4] and Leslie attained peak winds of 45 mph (70 km/h). [1] The storm interacted with an approaching cold front and became extratropical on October 7, 375 mi (600 km) north of Bermuda. It accelerated to the northeast and passed over Newfoundland on October 8. The remnants of Leslie turned to the east, then southeast, strengthening to near-hurricane-force winds before losing its identity near Ireland on October 10. [1]


The National Hurricane Center predicted the trough of low pressure to drop very heavy rainfall across western Cuba and Florida. [5] The National Weather Service in Miami issued a flood watch for southern Florida, stating that the system could produce flooding on roads and in low-lying areas. [6] In general, however, there was little warning for the flooding in South Florida. [7] While Leslie was moving east-northeastward, it posed a threat to Bermuda, prompting officials to issue a tropical storm watch at 0300  UTC on October 6. Six hours later, tropical storm watch was upgraded to a tropical storm warning. However, the storm passed well to the west, and the warnings were dropped by late on October 6. [1]

The precursor disturbance of Leslie dropped heavy rainfall across central and western Cuba, peaking at 8.25 in (210 mm) in the province of Havana. Numerous other areas reported over four in (100 mm), as well. [8] In southern Florida, the disturbance produced torrential rainfall, with a maximum of 17.5 in (440 mm) in South Miami. [1] Two areas, one to the south of Lake Okeechobee and the other being the Miami area, received over 10 in (255 mm) of rain. [9] The torrential rainfall was described as similar to Hurricane Irene one year prior. [10] Since it was an unnamed tropical depression at the time, it was locally referred to as the "no-name storm of 2000". [11] The system produced two weak F0 tornadoes in Miami-Dade County, [1] one of which tore off a roof of a fire station in Hialeah. [12]

The torrential rainfall in Florida flooded about 93,000 homes, affecting 214,000 residents in Miami-Dade County. [10] An incomplete damage survey of Miami-Dade County indicated the flooding destroyed 1,005 houses, severely damaged 1,358, and caused minor damage to 3,443. [13] The flood waters, which were four ft (1.2 m) deep in places, stranded many in their houses, forcing them to use canoes or inflatable rafts to move to higher grounds. All schools in the Miami area were closed, and all non-essential Miami-Dade County employees were asked to stay home. Numerous flights in Miami International Airport were canceled or delayed, although the airport remained opened. [12] The flooding, which was greatest in Sweetwater, West Miami, Hialeah, Opa-locka, and Pembroke Park, lasted up to a week in areas. [14] The extreme flooding damaged electrical stations, leaving more than 27,000 without power. [10] The flooding indirectly killed three people, two from drowning as a result of driving vehicles into deep water, [1] and one when a man fell from a tall building while trying to unclog a roof drain. [12] Property damage totaled $450 million. [14]

Flood waters in Miami-Dade County covered about 40,000 acres (160 km²) of farmland. The damage was worsened since the flooding occurred at the beginning of the planting period for the winter season. Flooded nurseries and fields resulted in about $500 million in agricultural damage, including $60 million in tropical fruit and $397 million in ornamental crops. [15] The U.S. Department of Agriculture declared 16  Florida counties, including Miami-Dade, Collier, and Palm Beach, as primary disaster areas due to flooding, making farmers and their families there eligible for USDA emergency farm loans. The same agency made 22 other counties, including Broward, eligible for loans due to their proximity to the disaster areas. [16]

As an extratropical storm, Leslie produced winds of around 40 mph (65 km/h) while making landfall in Newfoundland. It also caused waves of up to 16 ft (five m) in height, and brought up to one in (30 mm) of rain. The overall impact in this region was minor. [17]


In the immediate aftermath, cleanup workers could not work until the flood waters receded. In addition, abandoned cars blocked the path of utility workers. [10] Following the storm, President Bill Clinton declared Broward, Collier, Miami-Dade, and Monroe Counties as disaster areas, allowing for the use of federal funds for the disaster victims. [18] In addition, Miami-Dade and Broward Counties were declared eligible for Federal Infrastructure Assistance, which provided for 75% of the debris removal cost and the repairing or replacement of public roads, buildings, parks, and treatment plants. [19] By ten days after the storm, government agencies distributed 105,000 meals, 141,000 US gal (530,000 L) of water, and 357,000 lb (162,000 kg) of ice. [20] Thousands visited the five Disaster Recovery Centers, where information on disaster-related issues was given. [21] By around two months after the flooding, over 51,000 people applied for federal aid, with assistance totaling to more than $170 million. [22]

The 2004 Atlantic hurricane season was a very deadly, destructive, and extremely active Atlantic hurricane season, with over 3,200 deaths and more than $61 billion in damage. More than half of the 16 tropical cyclones brushed or struck the United States. Due to the development of a Modoki El Niño – a rare type of El Niño in which unfavorable conditions are produced over the eastern Pacific instead of the Atlantic basin due to warmer sea surface temperatures farther west along the equatorial Pacific – activity was above average. The season officially began on June 1 and ended on November 30, though the season's last storm, Otto, dissipated on December 3, extending the season beyond its traditional boundaries. The first storm, Alex, developed offshore of the Southeastern United States on July 31, one of the latest dates on record to see the formation of the first system in an Atlantic hurricane season. It brushed the Carolinas and the Mid-Atlantic, causing one death and $7.5 million (2004 USD) in damage. Several storms caused only minor damage, including tropical storms Bonnie, Earl, Hermine, and Matthew. In addition, hurricanes Danielle, Karl, and Lisa, Tropical Depression Ten, Subtropical Storm Nicole and Tropical Storm Otto had no effect on land while tropical cyclones.

2000 Atlantic hurricane season Hurricane season in the Atlantic Ocean

The 2000 Atlantic hurricane season was a fairly active hurricane season, but featured the latest first named storm in a hurricane season since 1992. The hurricane season officially began on June 1, and ended on November 30. It was slightly above average due to a La Niña weather pattern although most of the storms were weak. The first cyclone, Tropical Depression One, developed in the southern Gulf of Mexico on June 7 and dissipated after an uneventful duration. However, it would be almost two months before the first named storm, Alberto, formed near Cape Verde; Alberto also dissipated with no effects on land. Several other tropical cyclones—Tropical Depression Two, Tropical Depression Four, Chris, Ernesto, Nadine, and an unnamed subtropical storm—did not impact land. Five additional storms—Tropical Depression Nine, Florence, Isaac, Joyce, and Leslie—minimally affected land areas.

Hurricane Wilma Category 5 Atlantic hurricane in 2005

Hurricane Wilma was the most intense tropical cyclone ever recorded in the Atlantic basin, and the second-most intense tropical cyclone recorded in the Western Hemisphere, after Hurricane Patricia in 2015. Part of the record-breaking 2005 Atlantic hurricane season, which included three of the ten most intense Atlantic hurricanes ever, Wilma was the twenty-second storm, thirteenth hurricane, sixth major hurricane, fourth Category 5 hurricane, and the second-most destructive hurricane of the 2005 season. A tropical depression formed in the Caribbean Sea near Jamaica on October 15, headed westward, and intensified into a tropical storm two days later, which abruptly turned southward and was named Wilma. Wilma continued to strengthen, and eventually became a hurricane on October 18. Shortly thereafter, explosive intensification occurred, and in only 24 hours, Wilma became a Category 5 hurricane with wind speeds of 185 mph (298 km/h).

Hurricane Irene (1999) Category 2 Atlantic hurricane

Hurricane Irene produced somewhat heavy damage across southern Florida in October 1999. The ninth named storm and the sixth hurricane of the season, Irene developed in the western Caribbean Sea on October 13 from a tropical wave. It moved northward, hitting western Cuba before attaining hurricane status. Irene struck Florida on October 15 as a Category 1 hurricane, first at Key West and later near Cape Sable. The storm moved across the state and tracked northward over the Gulf Stream. It approached the Carolinas but remained offshore. Irene turned eastward and significantly intensified into a strong Category 2 hurricane on October 18. By the following day, the system became extratropical due to cooler waters to the southeast of Newfoundland and was quickly absorbed by another extratropical low.

Hurricane Dennis (1999) Category 2 Atlantic hurricane in 1999

Hurricane Dennis caused flooding in North Carolina and the Mid-Atlantic states in early September 1999, which would later be compounded by Hurricane Floyd. The fifth tropical cyclone of the season, Dennis developed from a tropical wave to the north of Puerto Rico on August 24. Originally a tropical depression, the system moved west-northwestward and strengthened into a tropical storm despite unfavorable wind shear. The storm became a hurricane by August 26. After striking the Abaco Islands, conditions improved, allowing for Dennis to strengthen into a Category 2 on the Saffir–Simpson scale by August 28. Around this time, Dennis began to move parallel to the Southeastern United States. Early on August 30, the storm peaked with winds of 105 mph (165 km/h). By the following day, steering currents collapsed and the storm interacted with a cold front, causing Dennis to move erratically offshore North Carolina. Wind shear and cold air associated with the front weakened Dennis to a tropical storm on September 1 and removed some of its tropical characteristics. Eventually, warmer ocean temperatures caused some re-strengthening. By September 4, Dennis turned northwestward and made landfall in Cape Lookout, North Carolina, as a strong tropical storm. The storm slowly weakened inland, before transitioning into an extratropical cyclone over western New York on September 7.

Hurricane Gabrielle (2001) Category 1 Atlantic hurricane in 2001

Hurricane Gabrielle was a North Atlantic hurricane that caused flooding in both Florida and Newfoundland in September 2001. It developed in the Gulf of Mexico on the same day as the September 11 attacks; after the attacks, flights were canceled nationwide for two days, and when Gabrielle struck Florida on September 14, it caused a day of additional cancellations. The storm moved ashore with winds of 70 mph (110 km/h) near Venice, a city located south of the Tampa Bay area. The combination of the winds and heavy rainfall, which peaked at 15.1 in (380 mm) in Parrish, left 570,000 customers without power along the west coast and 126,000 customers without power on the east coast. The storm caused about $230 million (2001 USD) in damage in Florida. In the Gulf of Mexico, high waves contributed to two deaths, one of which was indirect; there was also a death due to flooding in Winter Haven.

Hurricane Ernesto (2006) Category 1 Atlantic hurricane in 2006

Hurricane Ernesto was the costliest tropical cyclone of the 2006 Atlantic hurricane season. The sixth tropical storm and first hurricane of the season, Ernesto developed from a tropical wave on August 24 in the eastern Caribbean Sea. Ernesto first affected the northern Caribbean, reaching minimal hurricane status near Haiti before weakening and moving across eastern Cuba as a tropical storm. Despite initial predictions for it to track through the eastern Gulf of Mexico as a major hurricane, Ernesto moved across eastern Florida as a weak tropical storm. After turning to the northeast, it re-intensified and made landfall on August 31 on the North Carolina coast just below hurricane status. Late the next day, Ernesto became extratropical after entering southern Virginia. The remnants spread moisture across the northeastern United States before dissipating over eastern Canada on September 4.

Effects of Hurricane Katrina in Florida

The effects of Hurricane Katrina in Florida were in both in the southern portion of the state and in the panhandle. After developing on August 23, Katrina made landfall near the border of Broward and Miami-Dade counties with 80 mph (130 km/h) winds on August 25. While it was crossing the state, the hurricane's convection was asymmetrical, primarily located to the south and east of the center. As a result, high rainfall totals occurred in the Miami area, peaking at 16.43 in (417 mm) in Perrine. The rains caused flooding, and the combination of rains and winds downed trees and power lines, leaving 1.45 million people without power. Damage in South Florida was estimated at $523 million (2005 USD), mostly as a result of crop damage. Further south, the hurricane spawned a tornado in the Florida Keys. In the island chain, Katrina dropped heavy rainfall and gusty winds.

Hurricane Rina

Hurricane Rina was a powerful and slow-moving tropical cyclone that caused minor impacts in the northwestern Caribbean Sea in late October 2011. The seventeenth named storm, seventh hurricane, and fourth major hurricane of the annual hurricane season, Rina developed from a tropical wave in the western Caribbean on October 23. The depression quickly intensified, and was upgraded to Tropical Storm Rina early on the following day. Further strengthening ensued as it tracked west-northwestward, with Rina becoming a hurricane on October 24. The hurricane eventually peaked as a Category 3 hurricane while it moved generally westward on October 25. However, on October 26, Rina weakened substantially and was downgraded to a Category 1 hurricane. Further weakening occurred, with Rina falling to tropical storm intensity on October 27. Rina then made landfall in northern Quintana Roo early the next day. The cyclone degenerated into a remnant low later on October 28 after emerging into the Yucatán Channel. The low dissipated near the western tip of Cuba on October 29.

Hurricane Andrew Category 5 Atlantic hurricane in 1992

Hurricane Andrew was a very powerful and destructive Category 5 Atlantic hurricane that struck the Bahamas, Florida, and Louisiana in August 1992. It is the most destructive hurricane to ever hit Florida in terms of structures damaged or destroyed, and was the costliest in financial terms until Hurricane Irma surpassed it 25 years later. It was the strongest landfalling hurricane in decades and the costliest hurricane to make landfall anywhere in the United States, until it was surpassed by Katrina in 2005. In addition, Andrew is one of only four hurricanes to make landfall in the United States as a Category 5, alongside the 1935 Labor Day hurricane, 1969's Camille, and 2018's Michael. Andrew caused major damage in the Bahamas and Louisiana, but the greatest impact was felt in South Florida, where the storm made landfall as a Category 5 hurricane, with 1-minute sustained wind speeds as high as 165 mph (280 km/h) and a gust as high as 174 mph. Passing directly through the city of Homestead in Dade County, Andrew stripped many homes of all but their concrete foundations. In total, Andrew destroyed more than 63,500 houses, damaged more than 124,000 others, caused $27.3 billion in damage, and left 65 people dead.

Tropical Storm Debby (2012)

Tropical Storm Debby was a tropical cyclone that caused extensive flooding in North Florida and Central Florida during late June 2012. The fourth tropical cyclone and named storm of the 2012 Atlantic hurricane season, Debby developed from a trough of low pressure in the central Gulf of Mexico on June 23. The formation of Debby marked the earliest formation on record of the fourth named storm within the Atlantic basin until this record was beaten by Tropical Storm Danielle in 2016. Despite a projected track toward landfall in Louisiana or Texas, the storm headed the opposite direction, moving slowly north-northeast and northeastward. The storm slowly strengthened, and at 1800 UTC on June 25, attained its peak intensity with maximum sustained winds of 65 mph (100 km/h). Dry air, westerly wind shear, and upwelling of cold waters prevented further intensification over the next 24 hours. Instead, Debby weakened, and by late on June 26, it was a minimal tropical storm. At 2100 UTC, the storm made landfall near Steinhatchee, Florida with winds of 40 mph (65 km/h). Once inland, the system continued to weaken while crossing Florida, and dissipated shortly after emerging into the Atlantic on June 27.

Effects of Hurricane Isaac in Florida

The Effects of Hurricane Isaac in Florida were severe local flooding in South Florida and tornadoes in the central and northern portions of the state in August 2012. Hurricane Isaac formed from a tropical wave while located east of the Lesser Antilles on August 21, 2012. The storm moved westward, crossed through the Leeward Islands, and entered the Caribbean Sea on August 22. Isaac initially struggled to intensify and defied predictions of it strengthening into a hurricane. The storm made its first landfall in Haiti as a midgrade tropical storm prior to making a second one in Cuba later that day. It remained somewhat disorganized while moving through the Straits of Florida and passed near the Florida Keys on August 27. The storm threatened to strike the Tampa Bay Area during the 2012 Republican National Convention and move ashore in the Florida Panhandle as a major hurricane. However, it continued northwestward and avoided landfall in the state. The storm finally became a hurricane late on August 28. Isaac made two landfalls in Louisiana on August 29, the first near the mouth of the Mississippi River and the other near Port Fourchon. The storm steadily weakened and eventually dissipated over Missouri on September 1.

2018 Atlantic hurricane season Hurricane season in the Atlantic Ocean

The 2018 Atlantic hurricane season was the third in a consecutive series of above-average and damaging Atlantic hurricane seasons, featuring 15 named storms, 8 hurricanes, and 2 major hurricanes, which caused a total of over $50 billion in damages and at least 172 deaths. The season officially began on June 1, 2018, and ended on November 30, 2018. These dates historically describe the period each year when most tropical cyclones form in the Atlantic basin and are adopted by convention. However, the formation of Tropical Storm Alberto on May 25 marked the fourth consecutive year in which a storm developed before the official start of the season. The season concluded with Oscar transitioning into an extratropical cyclone on October 31, almost a month before the official end.

2019 Atlantic hurricane season Hurricane season in the Atlantic Ocean

The 2019 Atlantic hurricane season was the fourth consecutive above-average and damaging season dating back to 2016. It is tied with 1969 as the fifth-most active Atlantic hurricane season on record in terms of named storms, with 18 named storms and 20 tropical cyclones in total. However, many were weak and short-lived, especially towards the end of the season. Six of those named storms achieved hurricane status, while three intensified into major hurricanes. Two storms became Category 5 hurricanes, marking the fourth consecutive season with at least one Category 5 hurricane, the third consecutive season to feature at least one storm making landfall at Category 5 intensity, and the seventh on record to have multiple tropical cyclones reaching Category 5 strength. The season officially began on June 1 and ended on November 30. These dates historically describe the period each year when most tropical cyclones form in the Atlantic basin and are adopted by convention. However, tropical cyclogenesis is possible at any time of the year, as demonstrated by the formation of Subtropical Storm Andrea on May 20, marking the record fifth consecutive year where a tropical or subtropical cyclone developed before the official start of the season.

Tropical Storm Andrea (2013)

Tropical Storm Andrea brought flooding to Cuba, the Yucatan Peninsula, and portions of the East Coast of the United States in June 2013. The first tropical cyclone and named storm of the annual hurricane season, Andrea originated from an area of low pressure in the eastern Gulf of Mexico on June 5. Despite strong wind shear and an abundance of dry air, the storm strengthened while initially heading north-northeastward. Later on June 5, it re-curved northeastward and approached the Big Bend region of Florida. Andrea intensified and peaked as a strong tropical storm with winds at 65 mph (100 km/h) on June 6. A few hours later, the storm weakened slightly and made landfall near Steinhatchee, Florida later that day. It began losing tropical characteristics while tracking across Florida and Georgia. Andrea transitioned into an extratropical cyclone over South Carolina on June 7, though the remnants continued to move along the East Coast of the United States, until being absorbed by another extratropical system offshore Maine on June 10.

Effects of Hurricane Floyd in Florida

Hurricane Floyd in 1999 threatened Florida as a major hurricane roughly three times as large as Hurricane Andrew. Floyd originated from a tropical wave well east of the Lesser Antilles on September 7. While approaching the Bahamas, the storm strengthened significantly between September 12 and September 13. On the latter day, Floyd peaked as a strong Category 4 hurricane on the Saffir–Simpson scale. However, upon moving closer to the Bahamas, the storm fluctuated in intensity between a Category 3 and a Category 4 hurricane. A subtropical ridge eroded by a mid- to upper-tropospheric trough over the eastern United States caused Floyd to curve northwestward over the Abaco Islands and later to northeast, avoiding a potentially catastrophic landfall in Florida. The storm made its closest approach to Florida early on September 15, passing about 110 mi (180 km) east of Cape Canaveral.

Effects of Hurricane Matthew in Florida

Hurricane Matthew was the strongest tropical cyclone to affect the First Coast of Florida since 1898. A late-season Category 5 hurricane in late 2016, Matthew was the first hurricane to threaten the Floridan coastline as a major hurricane since Wilma in 2005. While the center of the storm did not actually cross the coastline, the western eyewall of the storm paralleled the coast, with the most eastern portions receiving winds up to Category 2 strength. The storm caused at least three direct deaths and eleven indirect, and up to $1.49 billion in damages.

Tropical Storm Gordon (2018) Atlantic tropical storm in 2018

Tropical Storm Gordon was a strong tropical storm that caused damage along the Gulf Coast of the United States in early September 2018. The seventh named storm of the 2018 Atlantic hurricane season, Gordon developed from a tropical wave that was first monitored in the Caribbean Sea on August 30. The wave moved west-northwestward toward the east coast of Florida while gradually organizing. The disturbance was marked as Potential Tropical Cyclone Seven on September 2 while near the Bahamas, and early the next day, it became Tropical Storm Gordon. The system made landfall on the southwest coast of Florida shortly afterwards. Steady intensification began after it moved off the coast of Florida and into the Gulf of Mexico. Gordon reached its peak intensity as a high-end tropical storm late on September 4 before making landfall just east of Pascagoula, Mississippi shortly afterwards. Gordon then rapidly weakened as it tracked inland, and degenerated into a remnant low on September 6. Gordon's remnants lingered over Arkansas for two days, before opening up into a low-pressure trough on September 8. At least three deaths were attributed to the storm, and Gordon caused approximately $200–250 million in damages, making it the third-costliest tropical cyclone in the United States for the 2018 season.

Tropical Storm Arthur (2020) Off-season tropical storm in the Atlantic Ocean in 2020

Tropical Storm Arthur was a strong off-season tropical storm that impacted the East Coast of the United States in May 2020. The first of thirty-one depressions and thirty different named storms of the extremely active 2020 Atlantic hurricane season, Arthur marked the record sixth consecutive year in the Atlantic basin with a tropical cyclone forming before June. It was one of two off-season storms in the season, alongside short-lived Tropical Storm Bertha. Arthur originated from a broad trough that formed on May 14 near Cuba, which slowly drifted south of Florida through the Florida Strait for two days. The system became a tropical depression on May 16 north of The Bahamas. A day later, the system intensified into a tropical storm and was named Arthur. Arthur gradually intensified while tracking towards the Outer Banks of North Carolina, before skirting the region and becoming extratropical. The cyclone then accelerated towards Bermuda and dissipated on May 21.

Tropical Storm Bertha (2020)

Tropical Storm Bertha was a rapidly forming and short-lived off-season tropical storm that affected the Eastern United States in late May 2020. The second named storm of the very active 2020 Atlantic hurricane season, Bertha originated from a trough in the Gulf of Mexico. The National Hurricane Center (NHC) only anticipated slight development as the trough moved over southern Florida, bringing torrential rainfall. The system rapidly organized on May 27 after it emerged into the western Atlantic Ocean, developing a small, well-defined circulation. That day, the disturbance developed into Tropical Storm Bertha east of Georgia, and a few hours later it moved ashore near Isle of Palms, South Carolina with peak winds of 50 mph (85 km/h). The storm weakened over land and dissipated late on May 28 over West Virginia.
