United Cities and Local Governments Middle East and West Asia Section (UCLG-MEWA) is one of nine regional sections of United Cities and Local Governments, with headquarters in Istanbul.

United Cities and Local Governments

United Cities and Local Governments (UCLG); French: Cités et Gouvernements Locaux Unis (CGLU); Spanish: Ciudades y Gobiernos Locales Unidos (CGLU); is an umbrella organisation for cities, local and regional governments, and municipal associations throughout the world. United Cities and Local Governments was founded in 2004, when the existing local government organisations - the International Union of Local Authorities (IULA) and the United Towns Organisations (UTO) – united their respective global networks of cities and national associations of local governments in a single organisation. United Cities and Local Governments' headquarters, the World Secretariat, is based in Barcelona, Spain. UCLG is the largest organization of sub-national governments in the world, with over 240,000 members in over 140 UN Member States and understands itself as the united voice and world advocate of democratic local self-government, de facto representing over half the world's population, the cities and association members of UCLG are present in over 120 UN Member States across seven world regions: The organization’s activities include hosting meetings of mayors and other local and regional leaders, advocacy for the interests of local and regional governments at the UN, and international peer-to-peer training on local policies and practices.

Istanbul Metropolitan municipality in Marmara, Turkey

Istanbul, formerly known as Byzantium and Constantinople, is the most populous city in Turkey and the country's economic, cultural and historic center. Istanbul is a transcontinental city in Eurasia, straddling the Bosporus strait between the Sea of Marmara and the Black Sea. Its commercial and historical center lies on the European side and about a third of its population lives in suburbs on the Asian side of the Bosporus. With a total population of around 15 million residents in its metropolitan area, Istanbul is one of the world's most populous cities, ranking as the world's fourth largest city proper and the largest European city. The city is the administrative center of the Istanbul Metropolitan Municipality. Istanbul is viewed as a bridge between the East and West.

The International Union of Local Authorities, Section for the Eastern Mediterranean and Middle East Region (IULA-EMME) was the predecessor of UCLG-MEWA. It was established in Turkey in 1987 as one of the regional sections of International Union of Local Authorities (IULA). IULA-EMME changed into UCLG-MEWA in 2004, in parallel with the creation and restructuring of the UCLG World Organization.

Turkey Republic in Western Asia

Turkey, officially the Republic of Turkey, is a transcontinental country located mainly in Western Asia, with a smaller portion on the Balkan Peninsula in Southeast Europe. East Thrace, located in Europe, is separated from Anatolia by the Sea of Marmara, the Bosphorous strait and the Dardanelles. Turkey is bordered by Greece and Bulgaria to its northwest; Georgia to its northeast; Armenia, the Azerbaijani exclave of Nakhchivan and Iran to the east; and Iraq and Syria to the south. Ankara is its capital but Istanbul is the country's largest city. Approximately 70 to 80 per cent of the country's citizens identify as Turkish. Kurds are the largest minority; the size of the Kurdish population is a subject of dispute with estimates placing the figure at anywhere from 12 to 25 per cent of the population.

Since its establishment, UCLG-MEWA continues its activities for cities and local governments from its Istanbul headquarters, serving its principles of democracy, human rights, local self-government, international solidarity, accountability and transparency, and sustainable development.

Democracy system of government in which citizens vote directly in or elect representatives to form a governing body, sometimes called "rule of the majority"

Democracy is a system of government where the citizens exercise power by voting. In a direct democracy, the citizens as a whole form a governing body and vote directly on each issue. In a representative democracy the citizens elect representatives from among themselves. These representatives meet to form a governing body, such as a legislature. In a constitutional democracy the powers of the majority are exercised within the framework of a representative democracy, but the constitution limits the majority and protects the minority, usually through the enjoyment by all of certain individual rights, e.g. freedom of speech, or freedom of association. "Rule of the majority" is sometimes referred to as democracy. Democracy is a system of processing conflicts in which outcomes depend on what participants do, but no single force controls what occurs and its outcomes.

Human rights Inalienable fundamental rights to which a person is inherently entitled

Human rights are "the basic rights and freedoms to which all humans are entitled" Examples of rights and freedoms which are often thought of as human rights include civil and political rights, such as the right to life, liberty, and property, freedom of expression, pursuit of happiness and equality before the law; and social, cultural and economic rights, including the right to participate in science and culture, the right to work, and the right to education.

All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.

A local government is a form of public administration which, in a majority of contexts, exists as the lowest tier of administration within a given state. The term is used to contrast with offices at state level, which are referred to as the central government, national government, or federal government and also to supranational government which deals with governing institutions between states. Local governments generally act within powers delegated to them by legislation or directives of the higher level of government. In federal states, local government generally comprises the third tier of government, whereas in unitary states, local government usually occupies the second or third tier of government, often with greater powers than higher-level administrative divisions.

Alliance of Civilizations organization

The United Nations Alliance of Civilizations (UNAOC) is an initiative proposed by the President of the Government of Spain, José Luis Rodríguez Zapatero, at the 59th General Assembly of the United Nations (UN) in 2005. It was co-sponsored by the Turkish Prime Minister, Recep Tayyip Erdoğan. The initiative seeks to galvanize international action against extremism through the forging of international, intercultural and interreligious dialogue and cooperation. The Alliance places a particular emphasis on defusing tensions between the Western and Islamic worlds.

Millennium Development Goals eight international development goals for the year 2015 by the United Nations

The Millennium Development Goals (MDGs) were the eight international development goals for the year 2015 that had been established following the Millennium Summit of the United Nations in 2000, following the adoption of the United Nations Millennium Declaration. All 191 United Nations member states at that time, and at least 22 international organizations, committed to help achieve the following Millennium Development Goals by 2015:

  1. To eradicate extreme poverty and hunger
  2. To achieve universal primary education
  3. To promote gender equality and empower women
  4. To reduce child mortality
  5. To improve maternal health
  6. To combat HIV/AIDS, malaria, and other diseases

Climate change occurs when changes in Earth's climate system result in new weather patterns that last for at least a few decades, and maybe for millions of years. The climate system is comprised of five interacting parts, the atmosphere (air), hydrosphere (water), cryosphere, biosphere, and lithosphere. The climate system receives nearly all of its energy from the sun, with a relatively tiny amount from earth's interior. The climate system also gives off energy to outer space. The balance of incoming and outgoing energy, and the passage of the energy through the climate system, determines Earth's energy budget. When the incoming energy is greater than the outgoing energy, earth's energy budget is positive and the climate system is warming. If more energy goes out, the energy budget is negative and earth experiences cooling.

Founders and constituent members of the World Water Council include the International Commission on Irrigation and Drainage, the International Union for the Conservation of Nature(IUCN), the International Water Association (IWA), AquaFed, Suez Lyonnaise des Eaux, the United Nations agencies UNDP and UNESCO, and the World Bank.

D-8 Organization for Economic Cooperation organization

The D-8 Organization for Economic Cooperation, also known as Developing-8, is an organisation for development co-operation among the following countries: Bangladesh, Egypt, Nigeria, Indonesia, Iran, Malaysia, Pakistan, and Turkey. The objectives of D-8 Organization for Economic Cooperation are to improve member states' position in the global economy, diversify and create new opportunities in trade relations, enhance participation in decision-making at international level, and improve standards of living. D-8 is a global arrangement rather than a regional one, as the composition of its members reflects. Organization for Economic Cooperation (D-8) is a forum with no adverse impact on bilateral and multilateral commitments of the member countries, emanating from their membership to other international or regional organisations.

Near East Foundation humanitarian organization

The Near East Foundation (NEF), formerly the American Committee for Armenian and Syrian Relief (ACASR), then the American Committee for Relief in the Near East (ACRNE), and later Near East Relief, is a Syracuse, New York-based American international social and economic development organization.

ACTED, formerly 'Agency for Technical Cooperation and Development', is a French humanitarian NGO established in 1993. It is a non-governmental, non-political and non-profit organization committed to supporting vulnerable populations around the world. ACTED’s teams work in 36 countries, responding to emergency situations, whilst also supporting rehabilitation and development. ACTED implements more than 450 projects a year reaching 8 million people, with a c. €200 million budget and more than 400 international staff and 4,300 national staff. It is the second largest French NGO after Médecins Sans Frontières. The headquarters are in Paris, France.

2004 Istanbul summit

The 2004 Istanbul summit was held in Istanbul, Turkey from June 28 to June 29, 2004. It was the 17th NATO summit in which NATO's Heads of State and Governments met to make formal decisions about security topics. In general, the summit is seen as a continuation of the transformation process that began in the 2002 Prague summit, which hoped to create a shift from a Cold War alliance against Soviet aggression to a 21st-century coalition against new and out-of-area security threats. The summit consisted of four meetings.

The Commonwealth Local Government Forum (CLGF) is a global local government organisation, bringing together local authorities, their national associations and the ministries responsible for local government in the member countries of the Commonwealth. CLGF works with national and local governments to support the development of democratic values and good local governance and is the associated organisation officially recognised by Commonwealth Heads of Government as the representative body for local government in the Commonwealth.

UN-Habitat Scroll of Honour Award United Nations award recognizing cities with good housing developments

UN-Habitat Scroll of Honour Award was created by the United Nations Residential Centre in 1989 to encourage and recognize the countries, governments, organizations, and individuals who have made great contributions to the development of housing. It is the highest standard of award for such activities, given by the United Nations Human Settlements Programme in recognition of work carried out in the field of human settlements development. The aim of the award is to honour individuals and institutions instrumental in improving the living conditions in urban centres of the world.

The UCLG Committee on Social Inclusion, Participatory Democracy and Human Rights is one of the four Committees of the United Cities and Local Governments. As an autonomous network in the framework of UCLG, its stated goal is to bring together local authorities from across the world to exchange points of view and local initiatives on social inclusion, participatory democracy and human rights. Inheritor of the forums of local authorities (FAL) held in parallel to the first editions of the World Social Forum, the Committee has become a relevant stakeholder in global advocacy for human rights in the city and the Right to the City Throughout its history, the Committee been characterized by facilitating meetings and networking between progressive local authorities, with a special emphasis in the Latin American and European region. Headquartered in Barcelona, the Committee is composed by more than 100 local governments and various partner organizations.

The Cities Alliance is a global partnership formed jointly by the World Bank and the United Nations Centre for Human Settlements to distribute grants, share information between local governments, and make policy recommendations "to [tackle] urban poverty in developing countries". Its stated main goals include developing "national policy frameworks to address urban development needs, developing and implementing local inclusive strategies and plans, strengthening the capacity of cities to provide improved services to the urban poor" and "developing mechanisms to engage citizens in city or urban governance".

Baku Process was initiated by the Republic of Azerbaijan in 2008 to establish an effective and efficient dialogue between cultures and civilizations. Based on the fact of existence of communities with historically different religious backgrounds, national-ethnic groups and rich cultural diversity in its territory, Azerbaijan has acted as the initiator of such a global movement.
