Union Council's often have the power to hold the Union's Officers to account and to create new Union policies. The Council is usually not responsible for implementing Union policy. A policy passed by such a body usually has less authority than one passed by a general meeting of students or a referendum of all students in the Union.
The Council of the European Union, often referred to in the treaties and other official documents simply as the Council, and informally known as the Council of Ministers, is the third of the seven Institutions of the European Union (EU) as listed in the Treaty on European Union. A council is a group of people who come together to consult, deliberate, or make decisions. A council may function as a legislature, especially at a town, city or county/shire level, but most legislative bodies at the state/provincial or national level are not considered councils. At such levels, there may be no separate executive branch, and the council may effectively represent the entire government. A board of directors might also be denoted as a council. A committee might also be denoted as a council, though a committee is generally a subordinate body composed of members of a larger body, while a council may not be. Because many schools have a student council, the council is the form of governance with which many people are likely to have their first experience as electors or participants.
A students' union or student union, also known by many other names, is a student organization present in many colleges, universities, and high schools. A student council is an administrative organization of students in different educational institutes ranging from elementary schools to universities and research organizations around the world. These councils exist in most public and private K-12 school systems in different countries. Many universities, both private and public, have a student council as an apex body of all their students' organisations. Student councils often serve to engage students in learning about democracy and leadership, as originally espoused by John Dewey in Democracy and Education (1917).
The political structure of the European Union (EU) is similar to a confederation, where many policy areas are federalised into common institutions capable of making law; the competences to control foreign policy, defence policy, or the majority of direct taxation policies are mostly reserved for the twenty-seven state governments. These areas are primarily under the control of the EU's member states although a certain amount of structured co-operation and coordination takes place in these areas. For the EU to take substantial actions in these areas, all Member States must give their consent. Union laws that override State laws are more numerous than in historical confederations; however, the EU is legally restricted from making law outside its remit or where it is no more appropriate to do so at a state or local level (subsidiarity) when acting outside its exclusive competences. The principle of subsidiarity does not apply to areas of exclusive competence.
The Political and Security Committee is a permanent body within the European Union dealing with Common Foreign and Security Policy issues, including Common Security and Defence Policy.
A grant is a fund given by a person or organization, often a public body, charitable foundation, a specialised grant-making institution, or in some cases a business with a corporate social responsibility mission, to an individual or another entity, usually, a non-profit organisation, sometimes a business or a local government body, for a specific purpose linked to public benefit. Unlike loans, grants are not intended to be paid back. Examples include student grants, research grants, the Sovereign Grant paid by the UK Treasury to the monarch, and some European Regional Development Fund payments in the European Union.

The ultimate purpose of students' unions is to democratically represent the interests of their members. Students who resign their membership may still use union social facilities provided since they are for the benefit of the students of the institution, not just union members. The vast majority of UK students' unions are affiliated with the National Union of Students (NUS).
