The United States National Mine Health and Safety Academy (MSHA) is a federal academy responsible for training the mine safety and health inspectors and technical support personnel of the Mine Safety and Health Administration.

The Mine Safety and Health Administration (MSHA) is an agency of the United States Department of Labor which administers the provisions of the Federal Mine Safety and Health Act of 1977 to enforce compliance with mandatory safety and health standards as a means to eliminate fatal accidents, to reduce the frequency and severity of nonfatal accidents, to minimize health hazards, and to promote improved safety and health conditions in the nation's mines. MSHA carries out the mandates of the Mine Act at all mining and mineral processing operations in the United States, regardless of size, number of employees, commodity mined, or method of extraction. David Zatezalo is Assistant Secretary of Labor for Mine Safety and Health, and the head of MSHA.
The Academy is located in Beckley, West Virginia, on an 80-acre (320,000 m2) site near the Raleigh County Airport. The Academy complex consists of nine buildings: The Residence Hall, Administration Building, Classroom Building, Mine Machinery Laboratory Building, Publication Distribution Center, Gymnasium, Maintenance and Equipment Building, Mine Emergency Operations Building, Mine Rescue Station and Mine Simulation Laboratory.
Beckley is a city in and the county seat of Raleigh County, West Virginia, United States. It was founded on April 4, 1838. Beckley was named in honor of John James Beckley, who was the first Clerk of the House of Representatives and the first Librarian of Congress. It was founded by his son Alfred Beckley (US Army general and Confederate militia commander. The current mayor is Rob Rappold.
Students are exposed to a variety of different disciplines in nine different laboratories: roof control, ground control, mine emergencies and rescue, ventilation, electrical systems, machinery, industrial hygiene, computer systems and underground mine simulation.
In a five-year period from 1906-1911, 13,228 miners were killed in U.S. coal mines. As a result, the Bureau of Mines was established by Congress on July 1, 1910, "to make diligent investigation of the methods of mining, especially in relation to the safety of miners and the appliances best adapted to prevent accidents."
In succeeding years, Congress passed other legislation designed to promote health and safety in the mines, including the 1966 Federal Metal and Nonmetallic Mine Safety Act (P.L. 89-577) and the Federal Coal Mine Health and Safety Act of 1969 (P.L. 91-173). The most recent regulatory legislation combined the coal and metal and nonmetal industries under one law--the Federal Mine Safety and Health Act of 1977. This act directed that "The National Mine Health and Safety Academy shall be...responsible for the training of mine safety and health inspectors, mining personnel, or other persons as the Secretaries of Labor and Interior shall designate. In performing this function, the Academy shall have the authority to enter into cooperative educational and training agreements with educational institutions, State governments, labor organizations, and mine operators and related industries." It is through the training provisions of this legislation that the National Mine Health and Safety Academy functions.
In response to the mandates of the Coal Mine Health and Safety Act of 1969, on September 7, 1971, the Academy began inspector training in temporary facilities in Beckley, West Virginia. On August 17, 1976, the permanent facility, situated on 80 acres (320,000 m2) of land donated by the Raleigh County Airport Authority, opened its doors with an official dedication. Michael George Zabetakis was the first superintendent of the Academy.
Michael George Zabetakis was a fire safety engineering specialist. He received his PhD in chemistry from the University of Pittsburgh in 1956. In 1965 he published data for flammability limits, autoignition, and burning-rate data for more than 200 combustible gases and vapors in air and other oxidants, as well as of empirical rules and graphs that can be used to predict similar data for thousands of other combustibles under a variety of environmental conditions. The work remains one of the most widely cited sources of flammability data. Despite its age it was still in 1999 considered the standard reference. Zabetakis often uses flammability diagrams to show flammable properties of fuel-air-nitrogen mixtures. Zabetakis was the first superintendent of the National Mine Health and Safety Academy.
On July 25, 1979, Public Law 96-38 transferred the activities and functions of the National Mine Health and Safety Academy from the Department of the Interior to the Department of Labor.
A Fire Marshal or fire commissioner, in the United States and Canada, is often a member of a state, provincial or territorial government, but may be part of a building department or a separate department altogether. Fire marshals' duties vary but usually include fire code enforcement or investigating fires for origin and cause. Fire marshals may be sworn law-enforcement officers and are often experienced firefighters. It was enacted by Congress in 1970 and was signed by President Richard Nixon on December 29, 1970. Its main goal is to ensure that employers provide employees with an environment free from recognized hazards, such as exposure to toxic chemicals, excessive noise levels, mechanical dangers, heat or cold stress, or unsanitary conditions. The Act created the Occupational Safety and Health Administration (OSHA) and the National Institute for Occupational Safety and Health (NIOSH).

For most of the 20th century, the United States Bureau of Mines (USBM) was the primary United States government agency conducting scientific research and disseminating information on the extraction, processing, use, and conservation of mineral resources. The Bureau was abolished in 1996.
The Federal Mine Safety and Health Review Commission is an independent adjudicative agency of the United States government that provides administrative trial and appellate review of legal disputes arising under the Federal Mine Safety and Health Amendments Act, or Mine Act, of 1977.
Coal workers' pneumoconiosis (CWP), also known as black lung disease or black lung, is caused by long-term exposure to coal dust. It is common in coal miners and others who work with coal. It is similar to both silicosis from inhaling silica dust and asbestos dust. Inhaled coal dust progressively builds up in the lungs and leads to inflammation, fibrosis, and in worse cases, necrosis.
The Federal Coal Mine Health and Safety Act of 1969, U.S. Public Law 91-173, generally referred to as the Coal Act, was passed by the 91st United States Congressional session and enacted into law by the 37th President of the United States Richard Nixon on December 30, 1969.
The Sago Mine disaster was a coal mine explosion on January 2, 2006, at the Sago Mine in Sago, West Virginia, United States, near the Upshur County seat of Buckhannon. The blast and collapse trapped 13 miners for nearly two days; only one survived. It was the worst mining disaster in the United States since the Jim Walter Resources Mine disaster in Alabama on September 23, 2001, and the worst disaster in West Virginia since the 1968 Farmington Mine disaster. It was exceeded four years later by the Upper Big Branch Mine disaster, also a coal mine explosion in West Virginia, which killed 29 miners in April 2010.

Joe Main is an American government official who formerly served as the Assistant Secretary of Labor for Mine Safety and Health and head of the United States Department of Labor's Mine Safety and Health Administration. He was nominated to serve the position by Barack Obama and took office after being confirmed by the United States Senate on October 21, 2009.

The Upper Big Branch Mine disaster occurred on April 5, 2010 roughly 1,000 feet (300 m) underground in Raleigh County, West Virginia at Massey Energy's Upper Big Branch coal mine located in Montcoal. Twenty-nine out of thirty-one miners at the site were killed. The coal dust explosion occurred at 3:27 pm. The accident was the worst in the United States since 1970, when 38 miners were killed at Finley Coal Company's No. 15 and 16 mines in Hyden, Kentucky. A state funded independent investigation would later find Massey Energy directly responsible for the blast.

The Federal Coal Mine Safety Act of 1952 is a U.S. law authorizing the federal government to conduct annual inspections of underground coal mines with more than 15 workers, and gave the United States Bureau of Mines the authority to shut down a mine in cases of "imminent danger." The Act authorized the assessment of civil penalties against mine operators for failing to comply with an order to shut down or for refusing to give inspectors access to mine property. The law did not authorize monetary penalties for noncompliance with the safety provisions. In 1966, Congress extended coverage to all underground coal mines.
The Coal Mines Act 1911 amended and consolidated legislation in the United Kingdom related to collieries. A series of mine disasters in the 19th and early-20th centuries had led to commissions of enquiry and legislation to improve mining safety. The 1911 Act, sponsored by Winston Churchill, was passed by the Liberal government of H. H. Asquith. It built on earlier regulations and provided for many improvement to safety and other aspects of the coal mining industry. An important aspect was that mine owners were required to ensure there were mines rescue stations near each colliery with equipped and trained staff. Although amended several times, it was the main legislation governing coal mining for many years.
J. Davitt McAteer is an American lawyer, author, and activist from Fairmont, West Virginia. McAteer was appointed to the position of assistant secretary for the Mine Safety and Health Administration from 1993 to 2000 under President Bill Clinton. Throughout his career, McAteer has been an advocate for safe working conditions for miners, particularly in the coal industry. After the Upper Big Branch Mine disaster of 2010, where an explosion caused by negligence led to the death of 29 miners, McAteer Served on Governor Earl Ray Tomblin's independent investigation panel to determine the cause of the explosion. McAteer is the author of "Monongah: The Tragic Story of the 1907 Monongah Mine Disaster".
