The University of Management and Technology (UMT), located in Arlington, Virginia, United States, is an accredited institution of higher education offering undergraduate and graduate degree programs and professional programs. It was founded in 1998.

It identifies its purpose as providing national advocacy for self-regulation of academic quality through accreditation in order to certify the quality of higher education accrediting organizations, including regional, faith-based, private, career, and programmatic accrediting organizations.
In 2011, the Department of Justice began to targeting Chinese-American scientists on national security grounds. [8] , including Yanping Chen, the president of UMT. In two well-reported cases, Chinese-American scientists were arrested, but eventually they were exonerated.[ citation needed ] In 2012, the FBI carried out its investigation of Chen, collecting substantial personal information taken from her home and office, with no charge filed against her. [9] In March 2016, the US Attorney's office noted that the investigation had ended without charge. [9]
Information about Chen from the investigation was leaked to Catherine Herridge of Fox News, [9] used it to initiate a Fox News investigation of Chen. [10]

[11] DoD indicated that UMT could apply to have the MOU reinstated. In December 2018, Chen filed a Privacy Act lawsuit against the government for illegally releasing personal data under its guardianship. [9]
