The Declaration on the Elimination of Discrimination against Women (abbreviated as DEDAW [1] ) is a human rights proclamation issued by the United Nations General Assembly, outlining that body's views on women's rights. It was adopted by the General Assembly on 7 November 1967. [2] The Declaration was an important precursor to the legally binding 1979 Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW). Its aim was to promote gender equality, specifically for protection of the rights of women. It was drafted by the Commission on the Status of Women in 1967. [3] To implement the principles of the declaration, CEDAW was formed and enforced on 3 December 1981.

Summary

The Declaration follows the structure of the Universal Declaration of Human Rights, with a preamble followed by eleven articles.

Article 1 declares that discrimination against women is "fundamentally unjust and constitutes an offence against human dignity". [4] "Discrimination" is not defined.

Article 2 calls for the abolition of laws and customs which discriminate against women, for equality under the law to be recognised, and for states to ratify and implement existing UN human rights instruments against discrimination.

Article 3 calls for public education to eliminate prejudice against women.

Article 4 calls for women to enjoy full electoral rights, including the right to vote and the right to seek and hold public office.

Article 5 calls for women to have the same rights as men to change their nationality.

Article 6 calls for women to enjoy full equality in civil law, particularly around marriage and divorce, and calls for child marriages to be outlawed.

Article 7 calls for the elimination of gender discrimination in criminal punishment.

Article 8 calls on states to combat all forms of traffic in women and exploitation of prostitution of women.

Article 9 affirms an equal right to education regardless of gender.

Article 10 calls for equal rights in the workplace, including non-discrimination in employment, equal pay for equal work, and paid maternity leave.

Article 11 calls on states to implement the principles of the Declaration.

Australia's declaration noted the limitations on central government power resulting from its federal constitutional system. The United States and Palau have signed, but not ratified the treaty. Economic, social and cultural rights (ESCR) are socio-economic human rights, such as the right to education, right to housing, right to an adequate standard of living, right to health, victims' rights and the right to science and culture. Economic, social and cultural rights are recognised and protected in international and regional human rights instruments. Member states have a legal obligation to respect, protect and fulfil economic, social and cultural rights and are expected to take "progressive action" towards their fulfilment.

The Commission on the Status of Women is a functional commission of the United Nations Economic and Social Council (ECOSOC), one of the main UN organs within the United Nations. CSW has been described as the UN organ promoting gender equality and the empowerment of women. Every year, representatives of Member States gather at United Nations Headquarters in New York to evaluate progress gender equality, identify challenges, set global standards and formulate concrete policies to promote gender equality and advancement of women worldwide. In April 2017, ECOSOC elected 13 new members to CSW for a four-year term 2018–2022. One of the new members is Saudi Arabia, which has been criticised for its treatment of women.

The Optional Protocol to the Convention on the Elimination of All Forms of Discrimination against Women (OP-CEDAW) is an international treaty which establishes complaint and inquiry mechanisms for the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW). Parties to the Protocol allow the Committee on the Elimination of Discrimination against Women to hear complaints from individuals or inquire into "grave or systematic violations" of the convention. The Protocol has led to a number of decisions against member states on issues such as domestic violence, parental leave and forced sterilization, as well as an investigation into the systematic killing of women in the Mexican city of Ciudad Juárez, Chihuahua.

The Declaration on the Elimination of Violence Against Women was adopted without a vote by the United Nations General Assembly in the 48/104 resolution of 20 December 1993. Contained within it is the recognition of "the urgent need for the universal application to women of the rights and principles with regard to equality, security, liberty, integrity and dignity of all human beings". It recalls and embodies the same rights and principles as those enshrined in such instruments as the Universal Declaration of Human Rights, and Articles 1 and 2 provide the most widely used definition of violence against women.

Gender inequality can be found in various areas of Salvadoran life such as employment, health, education, political participation, and family life. Although women in El Salvador enjoy equal protection under the law, they are often at a disadvantage relative to their male counterparts. In the area of politics, women have the same rights as men, but the percentage of women in office compared to men is low. Though much progress has been made since the Salvadoran Civil War ended in 1992, women in El Salvador still face gender inequality.

The International Convention on the Elimination of All Forms of Racial Discrimination (ICERD) is a United Nations convention. A third-generation human rights instrument, the Convention commits its members to the elimination of racial discrimination and the promotion of understanding among all races. The Convention also requires its parties to criminalize hate speech and criminalize membership in racist organizations.

The Norwegian Women's Lobby is a feminist policy and advocacy organization in Norway and works for "the human rights of girls and women in all their diversity, to eliminate all forms of discrimination against all girls and women and to promote a gender equal society." It is described as the country's "main, national, umbrella organization" for women's rights. NWL is inclusive, understands women's human rights and discrimination in an intersectional perspective and "works to represent the interests of all those who identify as women and girls." NWL is funded by the government over the national budget. The mission of the organization is to eliminate all forms of discrimination against women and girls on the basis of the Convention on the Elimination of All Forms of Discrimination Against Women, the Beijing Platform for Action and other fundamental international agreements relating to women's human rights. It works to integrate women's perspectives into all political, economical and social processes.

Declaration of Mexico on the Equality of Women and their Contribution to Development and Peace 66/34 was a United Nations resolution that was adopted on July 2, 1975, at the close of the International Women's Year World Conference on Women held in Mexico City. The resolution was adopted to promulgate a set of principles concerning the equality of men and women. The Declaration called for action to immediately address the burdens and discrimination women experienced in the labor market, as primary childcare providers, and as political participants around the world.

The United Nations Secretariat, in September 1999, promulgated Administrative Instruction (AI) on "Special Measures for the Achievement Of Gender Equality", to strengthen and expedite measures to achieve gender equality, especially in posts in the Professional category. Gender Equality A/I (ST/AI/1999/9), which superseded ST/AI/412 of 5 January 1996, came into effect on 1 October 1999. In 2012, Ban Ki Moon, the Secretary General of the United Nations, in his Annual Reports to the General Assembly, titled "Improvement of the status of women in the United Nations system" stated that Special Measures are "procedures designed to accelerate the achievement of gender parity at the Professional levels and above" and that the aim of these procedures was to ensure "gender balance in recruitment and promotion" and rectify "past and current forms and effects of discrimination against women" The Secretary General reiterated that Special measures for gender equality would remain in effect until the "goal of gender parity is achieved, and would be sustained for a period of time".

Yoko Hayashi is a Japanese lawyer and partner in the Athena Law Office. She was formerly an alternate member to the United Nations Sub-Commission on the Promotion and Protection of Human Rights from 2004 to 2006. In 2008, she became a member of the Committee which monitors the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), and in 2015 was serving as Chairperson of the Committee on the Elimination of Discrimination against Women. Hayashi has used her legal expertise to improve the status and protect the rights of women.

The Federated States of Micronesia is a United States Associated State consisting of 4 states across the Western Pacific Ocean. The estimated population in 2015 was 105,216. Formerly the FSM was a part of the Trust Territory of the Pacific Islands (TTPI) but in 1979 formed its own constitutional government. FSM has a written constitution which took effect in 1979 and has been amended only once in 1990. By virtue of membership in the United Nations, the FSM abides by the UN Declaration of Human Rights (UDHR). Key human rights concerns in FSM include judicial delays, government corruption, discrimination against women, domestic violence and child neglect.

Marital rape generally refers to non-consensual sexual intercourse between married spouses. In Singapore, there used to be a partial immunity for marital rape first introduced during British colonial rule because it was deemed not a criminal offence except when the wife is below 13 years of age or when any of the specific circumstances provided under section 375(4) of the Singapore Penal Code are satisfied. Since 1 January 2020, the law was repealed and its immunity lifted under the Criminal Law Reform Act 2019, criminalising marital rape.

<span class="mw-page-title-main">Gender equality in Azerbaijan</span>

Gender equality in Azerbaijan is guaranteed by the country's constitution and legislation, and an initiative is in place to prevent domestic violence. Azerbaijan ratified a United Nations convention in 1995, and a Gender Information Center opened in 2002. A committee on women's issues was established in 1998.
