Ricky G. Adams is a retired United States Army General Officer with service in the Oklahoma Army National Guard and as an American police officer in the State of Oklahoma.
Adams holds a Master of Strategic Studies Degree from the US Army War College and a Bachelor of Science from the University of Central Oklahoma. He is a 2001 graduate of the FBI National Academy and a 2016 graduate of the FBI National Executive Institute. He is also a graduate of the CAPSTONE Program at the National Defense University; National Security Management Course at Syracuse University; JTF Commander Course; Harvard University's Black Sea Security Program and General and Flag Officer Homeland Security Executive Seminar; Joint Flag Officer War Fighter Course, Maxwell Air Force Base, Alabama; George C. Marshall European Center for Security Studies, Senior Executive Seminar, Garmisch, Germany.[ citation needed ]
Major General (retired) Adams is an Afghan War veteran who retired in 2014 after over 35 years of service in the US Army National Guard. Among his previous executive level military assignments are: Deputy Commanding General National Guard, US Army Training and Doctrine Command, Fort Eustis, Virginia; Assistant Adjutant General – Oklahoma ARNG; Deputy Commanding General - ARNG, Field Artillery Center, Fort Sill; Director-Police Reform Directorate, Kabul, Afghanistan; Deputy Assistant Commandant, United States Army Field Artillery School, Fort Sill; Commander of the 45th Field Artillery Brigade; and Commander of the 1BN 171st FA MLRS - Oklahoma ARNG.[ citation needed ]
Among his highest military awards are the Army Distinguished Service Medal, Legion of Merit-twice, and the Bronze Star Medal. Adams was also inducted into the Oklahoma National Guard's Officer Candidate School (OCS) Hall of Fame in 2014 and the U.S. Field Artillery Hall of Fame in 2024.[ citation needed ] As an American police officer, Adams began his career at the municipal level with the Elk City and Edmond Police Departments from 1980-1986, before joining the ranks of the Oklahoma Highway Patrol (OHP). Adams was an honor graduate of the 42nd OHP Academy in 1986. He then continued a 32-year career, serving at every level within the Highway Patrol from Trooper to Deputy Chief before being selected as the Assistant Commissioner for the Oklahoma Department of Public Safety in 2011. Then in 2013 was selected as the 26th Chief of the Oklahoma Highway Patrol serving with distinction in that position until retiring from the patrol in 2018 and accepting a position as the Deputy Director for the Oklahoma State Bureau of Investigation (OSBI). On July 1, 2018, Adams was chosen as the Director of the OSBI by unanimous vote of the OSBI Commission and served in that position until his retirement in 2022.
During his career he led many major OSBI and OHP investigations, created the OSBI's extraordinarily successful Cold Case Unit, significantly improved the bureau’s ICAC Unit and was recognized for leading the OSBI to their highest level of operational effectiveness in their nearly 100-year history. With his selection as the OSBI's Director in 2018, he became the only state law enforcement officer to rise through the ranks to lead both of Oklahoma's largest state police agencies.[ citation needed ]
The 36th Infantry Division ("Arrowhead") also known as the "Panther Division", the "Lone Star Division", "The Texas Army", and the "T-patchers", is an infantry division of the U.S. Army and part of the Texas Army National Guard. The 36th Infantry Division was organized during World War I (1914–1918) from units of the Texas National Guard and of the Oklahoma National Guard. As an all-Texas unit, the Arrowhead Division was called to service for World War II (1937–1945) on 25 November 1940, was deployed to the European Theater of Operations in April 1943, and returned to the Texas Army National Guard in December 1945.
Dennis Joe Reimer is a retired general of the United States Army, who served as the 33rd Chief of Staff of the Army from June 20, 1995, to June 21, 1999. He is also a graduate of Ranger and Airborne school.
The 45th Infantry Brigade Combat Team ("Thunderbird") is a modular infantry brigade combat team of the United States Army headquartered in Norman, Oklahoma. It is a part of the Oklahoma Army National Guard.
Lieutenant General Michael David Maples, USA served as the 16th Director of the Defense Intelligence Agency (DIA), appointed on November 4, 2005. He was promoted to lieutenant general on November 29. Maples also commanded the Joint Functional Component Command for Intelligence, Surveillance and Reconnaissance (JFCC-ISR) for the United States Strategic Command (USSTRATCOM). He transferred his Directorship of the Defense Intelligence Agency and his command of JFCC-ISR to LTG Ronald Burgess on March 18, 2009. Maples formally served as the vice director of management of the Joint Staff.
The reorganization plan of the United States Army was implemented from 2006 to 2016 under the direction of the Brigade Modernization Command. This effort formally began in 2006 when General Peter Schoomaker was given the support to move the Army from its Cold War divisional orientation to a full-spectrum capability with fully manned, equipped and trained brigades; this effort was completed by the end of 2016. It has been the most comprehensive reorganization since World War II and included modular combat brigades, support brigades, and command headquarters, as well as rebalancing the active and reserve components.
The Oklahoma Highway Patrol (OHP) is a major state law enforcement agency of the government of Oklahoma. A division of the Oklahoma Department of Public Safety, the OHP has traffic enforcement jurisdiction throughout the state. OHP was legislatively created on July 1, 1937, due to the growing problem of motor vehicle collisions, the expansion of highway systems, and the increase in criminal activities.
The Afghan National Police, also known as the Afghan Police, is the national police force of the Islamic Emirate of Afghanistan, serving as a single law enforcement agency all across the country. The Afghan Border Police, which has stations along the nation's border and at major airports, is a separate component of the force. The ANP is under the responsibility of the Ministry of Interior Affairs in Kabul, Afghanistan, and is headed by Sirajuddin Haqqani. It has nearly 200,000 members as of April 2023. Although the GDI are also a part of the secret police agency of the Islamic Emirate of Afghanistan after the Fall of Kabul in August 2021.

Kerry Pettingill is a retired American police officer in the state of Oklahoma. Pettingill joined the Oklahoma Highway Patrol and served as its 25th Chief from early 2011 until late 2013 when he retired during the term of Governor of Oklahoma Mary Fallin. Prior to his service as Chief, Pettingill served as the Director of the Oklahoma Office of Homeland Security under Governor Brad Henry from 2004 to 2011.
Richard C. Longo is a retired major general of the United States Army. At the time of his retirement on 22 July 2014, he was deputy commanding general and chief of staff for U.S. Army Europe. He previously served as the deputy commanding general for Initial Military Training for the United States Army Training and Doctrine Command (TRADOC) at Fort Monroe, Virginia.
Timothy James Kadavy is a retired United States Army lieutenant general, who served as the 20th director of the Army National Guard from March 27, 2015, to March 25, 2019. He previously served as the special assistant to the vice chief of the National Guard Bureau, the adjutant general of the Nebraska National Guard, deputy director of the Army National Guard, and as the commander of Combined Joint Inter Agency Task Force-Afghanistan, which was part of the NATO International Security Assistance Force mission in that country. Kadavy was nominated by the President to become the Vice Chief of the National Guard Bureau with the rank of lieutenant general, on March 5, 2019. The Senate returned his nomination to the president without action on January 3, 2020. After leaving his assignment as the director of the Army National Guard, he served as a two-star special assistant to the chief of the National Guard Bureau from May 23, 2019, until his retirement on August 3, 2020. He retired from the Army with the rank of lieutenant general after over 36 years of service.

William J. Walker is a retired United States Army major general and former Sergeant at Arms of the U.S. House of Representatives. He was the 38th House Sergeant at Arms and the first African-American to hold the office. He last served as the 23rd Commanding General of the District of Columbia National Guard. This responsibility includes command of the District of Columbia Army and Air National Guard units. Walker previously served in the Drug Enforcement Administration as a Special Agent and was promoted to the Senior Executive Service in January 2003, with his final assignment being Deputy Assistant Administrator in Charge of the Office of Strategic Warning Intelligence. Walker is a member of the Council on Foreign Relations and a National Academy of Public Administration Fellow.
