USA Maritime is a coalition of American ship operators, maritime labor organizations and related maritime associations. The purpose of the coalition is to educate policy makers, the media, and the public about the U.S. merchant marine and the importance of the U.S. maritime industry to the military, economy, and homeland security of the United States.

Merchant Marine

The U.S. Maritime Administration utilizes a cargo preference program to maintain a viable fleet of U.S.-flagged ships operated by trained American sailors, also known as the merchant marine. According to the Maritime Administration, the maintenance of militarily useful vessels and trained merchant seamen in peacetime provides an essential sealift capability which has been frequently called on by U.S. armed forces in times of war and in times of national emergency. [1] In fact, U.S. merchant sailors and carriers served in every major U.S. wartime effort including the Revolutionary War, World War II, [2] and Iraq. [3] On July 7, 2010, the USA Maritime Coalition submitted a letter to the Honorable David T. Matsuda in support of the required application of the Cargo Preference Act of 1954.

Economy and food aid

The U.S. Merchant Marine has played an integral role in the shipping of aid to developing, impoverished, or tragedy-stricken nations. Public Law 480, also known as Food for Peace, [4] was signed into law in 1954 by President Dwight D. Eisenhower. Since then, the United States has shipped more than 100 million metric tons of aid to hungry people around the world.

In different administrative and organizational forms, the Food for Peace program of the United States has provided food assistance around the world for more than 50 years. Approximately 3 billion people in 150 countries have benefited directly from U.S. food assistance. The Office of Food for Peace within the United States Agency for International Development (USAID) is the U.S. Government's largest provider of overseas food assistance. The food assistance programming is funded primarily through the Food for Peace Act. The Office of Food for Peace also receives International Disaster Assistance Funds through the Foreign Assistance Act (FAA) that can be used in emergency settings.

The Bureau of Labor Statistics notes that 11,500 U.S. jobs are directly involved in ocean freight. According to a recent report by USA Maritime and Promar International, [5] these jobs result in more than 97,000 jobs in other parts of the U.S. economy. Furthermore, the shipping of food aid alone results in an output of more than $1.9 billion from U.S. industries and generates more than a half a million in earnings to U.S. households. [6] Texas ports received the most benefit from shipping aid, with a total of 4,070 jobs generating $177 million in earnings. [7]

The advent of aviation has diminished the importance of sea travel for passengers, though it is still popular for short trips and pleasure cruises. United States Merchant Marine U.S. civilian mariners

The Merchant Marine primarily transports cargo and passengers during peacetime; in times of war, the Merchant Marine can be an auxiliary to the United States Navy, and can be called upon to deliver military personnel and materiel for the military. Merchant Marine officers may also be commissioned as military officers by the Department of Defense. This is commonly achieved by commissioning unlimited tonnage Merchant Marine officers as Strategic Sealift Officers in the Naval Reserves.

United States Maritime Administration

The United States Maritime Administration (MARAD) is an agency of the United States Department of Transportation.

Its programs promote the use of waterborne transportation and its seamless integration with other segments of the transportation system, and the viability of the U.S. merchant marine. The Maritime Administration works in many areas involving ships and shipping, shipbuilding, port operations, vessel operations, national security, environment, and safety. The Maritime Administration is also charged with maintaining the health of the merchant marine, since commercial mariners, vessels, and intermodal facilities are vital for supporting national security, and so the agency provides support and information for current mariners, extensive support for educating future mariners, and programs to educate America's young people about the vital role the maritime industry plays in the lives of all Americans.

United States Maritime Commission

The United States Maritime Commission (MARCOM) was an independent executive agency of the U.S. federal government that was created by the Merchant Marine Act of 1936, passed by Congress on June 29, 1936, and replaced the United States Shipping Board which had existed since World War I. It was intended to formulate a merchant shipbuilding program to design and build five hundred modern merchant cargo ships to replace the World War I vintage vessels that comprised the bulk of the United States Merchant Marine, and to administer a subsidy system authorized by the Act to offset the cost differential between building in the U.S. and operating ships under the American flag. It also formed the United States Maritime Service for the training of seagoing ship's officers to man the new fleet.

Merchant Marine Act of 1920 legislation

The Merchant Marine Act of 1920 is a United States federal statute that provides for the promotion and maintenance of the American merchant marine. Among other purposes, the law regulates maritime commerce in U.S. waters and between U.S. ports. Section 27 of the Merchant Marine Act is known as the Jones Act and deals with cabotage and requires that all goods transported by water between U.S. ports be carried on U.S.-flag ships, constructed in the United States, owned by U.S. citizens, and crewed by U.S. citizens and U.S. permanent residents. The act was introduced by Senator Wesley Jones. The law also defines certain seaman's rights.

War Shipping Administration government agency

The War Shipping Administration (WSA) was a World War II emergency war agency of the US government, tasked to purchase and operate the civilian shipping tonnage the US needed for fighting the war. Both shipbuilding under the Maritime Commission and ship allocation under the WSA to Army, Navy or civilian needs were closely coordinated though Vice Admiral Emory S. Land who continued as head of the Maritime Commission while also heading the WSA.

SS A. Mitchell Palmer (MCE-2436) was an EC2-S-C1 Type Liberty ship design cargo ship, named after U.S. Attorney General Alexander Mitchell Palmer. The ship's keel was laid by Southeastern Shipbuilding Corporation of Savannah, Georgia, on 17 December 1943, commissioned as part of the Second World War effort by the War Shipping Administration (WSA). It was launched 12 February 1944. It was scrapped in 1968 in Taiwan.

United States Maritime Service

The United States Maritime Service (USMS) was established in 1938 under the provisions of the Merchant Marine Act of 1936. The mission of the organization is to train people to become officers and crewmembers on merchant ships that form the United States Merchant Marine per Title 46 U.S. Code 51701. Heavily utilized during World War II, the USMS has since been largely dissolved and/or absorbed into other federal departments, but its commissioned officers continue to function as administrators and instructors at the United States Merchant Marine Academy and the several maritime academies.

The maritime history of the United States is a broad theme within the history of the United States. As an academic subject, it crosses the boundaries of standard disciplines, focusing on understanding the United States' relationship with the oceans, seas, and major waterways of the globe. The focus is on merchant shipping, and the financing and manning of the ships. A merchant marine owned at home is not essential to an extensive foreign commerce. In fact, it may be cheaper to hire other nations to handle the carrying trade than to participate in it directly. On the other hand, there are certain advantages, particularly during time of war, which may warrant an aggressive government encouragement to the maintenance of a merchant marine.

Sealift Incorporated is an American shipping company based in Oyster Bay, New York. The privately held corporation was founded in 1975 by the four owners who remain the principal executives. Sealift Inc. is one of the largest ocean contractors for transporting U.S. food aid and participates in the Voluntary Intermodal Sealift Agreement. Between the start of fiscal 2000 and the first quarter of 2008, Sealift Inc. was awarded US$402,151,046 in contracts.

The Lindenwood Victory was a type VC2-S-AP2 victory ship built by Permanente Metals Corporation, Yard 2, of Richmond, California. The Maritime Administration cargo ship was the 766th ship built. Her keel was laid on May 12, 1945. SS Lindenwood Victory was an armed cargo ship She was built in just 70 days, under the Emergency Shipbuilding program for World War II. SS Lindenwood Victory was an armed cargo ship, named for Lindenwood University in St. Charles, Missouri, one of 150 educational institutions that had Victory ships named after them. The 10,600 ton ship was constructed for the Maritime Commission.

The Cargo Preference Act or Cargo Preference refers generally to legal requirements for the carriage of government-impelled cargoes on the vessels flagged within the registry of that government for the purpose of promoting a national merchant marine. Cargo Preference is commonplace among the world's seafaring nations, including Australia, Brazil, France, Japan, Taiwan.

SS <i>U.S.S.R. Victory</i>

The SS U.S.S.R. Victory was the third Victory ship built during World War II under the Emergency Shipbuilding program. She was launched by the California Shipbuilding Company on February 26, 1944 and completed on April 26, 1944. The ship’s United States Maritime Commission designation was VC2- S- AP3, hull number 3 (V-3). SS U.S.S.R. Victory served in the Atlantic Ocean during World War II. SS U.S.S.R. Victory was one of the new 10,500-ton class ship to be known as Victory ships. Victory ships were designed to replace the earlier Liberty Ships. Liberty ships were designed to be used just for World War II. Victory ships were designed to last longer and serve the US Navy after the war. The Victory ship differed from a Liberty ship in that they were: faster, longer and wider, taller, had a thinner stack set farther toward the superstructure and had a long raised forecastle.

SS <i>Gainesville Victory</i>

The SS Gainesville Victory was the 22nd Victory ship built during World War II under the Emergency Shipbuilding program. She was launched by the California Shipbuilding Company on June 9, 1944, and completed on July 22, 1944. The ship’s United States Maritime Commission designation was VC2-S-AP3, hull number 22 (V-22). She was operated by the Seas Shipping Company. SS Gainesville Victory served in the Pacific Ocean during World War II. SS Gainesville Victory was number one of the new 10,500-ton class of ships, known as Victory ships. Victory ships were designed to replace the earlier Liberty Ships. Liberty ships were designed to be used just for WW2, while Victory ships were designed to last longer and serve the US Navy after the war. The Victory ships differed from the Liberty ships in that they were faster, longer, wider, taller, had a thinner stack set farther toward the superstructure, and had a long raised forecastle.

The SS Baton Rouge was a cargo Victory ship built during World War II under the Emergency Shipbuilding program. The Baton Rouge (MCV-846) was a type VC2-S-AP2 Victory ship built by Bethlehem-Fairfield Shipyards. The Maritime Administration cargo ship was the 846rd ship built. Her keel was laid on June 21, 1945. She was launched on August 22, 1945 and completed on September 24, 1945. The 10,600-ton ship was constructed for the Maritime Commission. The American Export Line and later the Isthmian Steamship Company operated her under the United States Merchant Marine act for the War Shipping Administration.

SS <i>Minot Victory</i>

The SS Minot Victory was a Victory ship built during World War II under the Emergency Shipbuilding program. It was laid down and launched by the Oregon Shipbuilding Corporation, and completed on February 1, 1945. The ship's United States Maritime Commission designation was VC2-S-AP3 and hull number 149 (1203). The Maritime Commission turned it over for merchant navy operation to a civilian contractor, the Isthmian Steamship Company under the United States Merchant Marine act for the War Shipping Administration. She was named after Minot, Maine and Minot, North Dakota.

SS <i>Bucknell Victory</i>

The SS Bucknell Victory was a Victory-class cargo ship built during World War II. The Bucknell Victory was a type VC2-S-AP2 victory ship built by Permanente Metals Corporation, Yard 2, of Richmond, California. The Maritime Administration cargo ship was the 728th ship built. Her keel was laid on December 27, 1944. SS Bucknell Victory was an armed cargo ship, named for Bucknell University in Pennsylvania, one of 150 educational institutions that had Victory ships named after them. She was built in just 70 days, under the Emergency Shipbuilding program for World War II. The 10,600 ton ship was constructed for the Maritime Commission.

SS <i>Baylor Victory</i> American WWII Victory ship

The SS Baylor Victory was a cargo Victory ship built during World War II under the Emergency Shipbuilding program. The Baylor Victory (MCV-772) was a type VC2-S-AP2 Victory ship built by California Shipbuilding Corporation in Los Angeles, California. The Maritime Administration cargo ship was the 772rd ship built. Her keel was laid on Jan. 13, 1945. She was launched on March 6, 1945 and completed on March 30, 1945. The 10,600-ton ship was constructed for the Maritime Commission. She operated her under the United States Merchant Marine act for the War Shipping Administration. She was named for Baylor University a private Christian university in Waco, Texas. At her launching Baylor University was represented by 18 graduates and friends. University President Pat M. Neff gave a short speech at the launching and christening ceremony. Los Angeles District Judge Minor L. Moore, a Baylor graduate of 1900 also spoke. Baylor Victory was launched at 1:20am and was lite up by large floodlights.

SS Cuba Victory was built and operated as Victory ship class cargo ship which operated as a cargo carrier in World War 2, Korean War and Vietnam War.
