Virginia's 13th House of Delegates district elects one of the hundred delegates of the Virginia House of Delegates, the lower house of the state's bicameral legislature. The 13th district consists of Falls Church as well as a portion of Fairfax County. Its seat is currently held by Marcus Simon. [1]
In the 2017 off-cycle general election, Bob Marshall ran for re-election to hold his seat which he had held since 1992. [2] His Democratic opponent was Danica Roem, [3] who has lived in Manassas her entire life. [4] Roem campaigned on infrastructure issues, economic development, a minimum wage increase, school funding reform and civil rights issues. [5] Commenting on Marshall's proposed bill to regulate use of restrooms in schools, at highway rest stops, and in other government buildings, [6] Roem said that Marshall's "legislative priorities are more concerned with where I go to the bathroom than how his constituents get to work." [7]
On November 7, 2017 during the general election, Roem defeated Republican incumbent Bob Marshall by a wide margin, making Roem the first openly transgender person to be elected to the Virginia Assembly and the highest-elected transgender person in the United States to date. [8] [9]

Adam Paul Ebbin is an American politician who is the senator from the 39th District of the Virginia Senate since January 2024. A member of the Democratic Party, he previously represented the 39th Senate District from 2012 to 2024 and served in the Virginia House of Delegates from the 49th District from 2004 to 2012.
Robert Gerald Marshall is an American businessman, author and former politician, who was a Republican member of the Virginia House of Delegates representing the 13th District. His district included portions of Prince William and Loudoun counties. He is known for his failed "bathroom bill" proposal, which would have required people to use restrooms that correspond with the sex on their original birth certificates. In the November 7, 2017, general election, Marshall was defeated by nine percentage points by Democrat Danica Roem, the first openly transgender candidate elected to a state legislature in the United States.
