The United States Air Force's 147th Air Support Operations Squadron is a combat support unit located at Ellington Field Joint Reserve Base, Houston, Texas. The 147th provides tactical command and control of air power assets to the Joint Forces Air Component Commander and Joint Forces Land Component Commander for combat operations.
The SPP evolved from a 1991 U.S. European Command decision to set up the Joint Contact Team Program in the Baltic Region with Reserve component Soldiers and Airmen. A subsequent National Guard Bureau proposal paired U.S. states with three nations emerging from the former Soviet Bloc and the SPP was born, becoming a key U.S. security cooperation tool, facilitating cooperation across all aspects of international civil-military affairs and encouraging people-to-people ties at the state level."

The Air Force Reserve Command (AFRC) is a major command (MAJCOM) of the United States Air Force, with its headquarters at Robins Air Force Base, Georgia. It is the federal Air Reserve Component (ARC) of the U.S. Air Force, consisting of commissioned officers and enlisted airmen. Together, the Air Force Reserve and the Air National Guard constitute the Air Force element of the reserve components of the United States Armed Forces. Alaskan Command is charged with maintaining air sovereignty, deploying forces for worldwide contingencies as directed by the Commander, US Northern Command, providing support to federal and state authorities during civil emergencies and conducting joint training for the rapid deployment of combat forces. Ellington Field Joint Reserve Base is a joint installation shared by various active component and reserve component military units, as well as aircraft flight operations of the National Aeronautics and Space Administration (NASA) under the aegis of the nearby Johnson Space Center. The host wing for the installation is the Texas Air National Guard's 147th Attack Wing. Opened in 1917, Ellington Field was one of thirty-two Air Service training camps established after the United States entry into World War I. It is named for First Lieutenant Eric Ellington, a U.S. Army aviator who was killed in a plane crash in San Diego, California in 1913.

Currently, 22 Partnerships exist "with former Soviet, Yugoslav and Warsaw Pact countries in the EUCOM Area of Responsibility." Becoming independent on the dissolution of the Soviet Union on December 26, 1991, these countries shortly requested the advice and assistance of the United States in creating new self-defense forces.
