Italy, North Macedonia, Bulgaria and Israel as host countries were directly qualified. The eight best placed teams at the 2021 edition also gained direct entries into the tournament. 24 teams compete for the remaining 12 places at the final tournament.

There being seven pools of either three or four teams each, the winners of each pool and the 5 best runners-up qualified for the 2023 European Championship. The pools were played in a double round-robin tournaments format officially from 3 to 21 August 2022, according to the CEV web site. Since there was a different number of teams across the seven pools, the results of the matches played with the teams finishing last in the pools of four were discarded in order to determine the five best runners-up across all pools.
The pools were set following the Serpentine system according to their European Ranking for national teams as of January 2022. Rankings are shown in brackets. [4]

The 2014 FIVB Women's World Championship was the seventeenth edition of the competition, contested by the 24 senior women's national teams of the members of the Fédération Internationale de Volleyball (FIVB), the sport's global governing body. The final tournament was held from 23 September to 12 October 2014 in Italy.
The 2018 FIVB Volleyball Men's World Championship was the 19th staging of the FIVB Volleyball Men's World Championship, contested by the senior men's national teams of the members of the Fédération Internationale de Volleyball (FIVB), the sport's global governing body. The final tournament was held in Italy and Bulgaria from 9 to 30 September 2018. For the first time, the tournament was jointly-hosted by more than one country. The final six was hosted by Italy at the Pala Alpitour in Turin.
The CEV qualification for the 2018 FIVB Volleyball Men's World Championship saw member nations compete for seven places at the finals in Italy and Bulgaria.
The CEV Champions League was the highest level of European club volleyball in the 2016–17 season and the 57th edition. The Turkish club VakıfBank Istanbul won its third title and qualified to the 2017 FIVB Club World Championship as European champion, besides being already invited by the FIVB, along with Eczacıbaşı VitrA and Voléro Zürich. The Italian club Imoco Volley Conegliano won the silver medal and Turkish Eczacıbaşı VitrA claimed the bronze medal. The Chinese Zhu Ting from VakıfBank Istanbul was awarded Most Valuable Player. Fourth placed club, Dinamo Moscow later received the last wild card to the Club World Championship by the FIVB.

Originally, the tournament was scheduled to be hosted jointly by Italy and Greece, but the latter gave up the hosting right. The tournament was held in Lecce and Marsicovetere, Italy from 5 to 13 September 2020. But with runners-up Italy hosting the 2021 U21 World Championship together with Bulgaria, 3rd place Belgium joined the field for the 2021 U21 World Championship as well.

For the third time, the championship was held in four countries: Italy, Bulgaria, North Macedonia and Israel. The top three teams of the tournament qualified for the 2025 FIVB Volleyball Men's World Championship as the CEV representatives, except Italy who had already qualified as the defending world champions.
