The AN/MSR-T4 Threat Reaction Analysis Indicator System (TRAINS) is a radar receiver/data processing system to evaluate training performance of attack aircraft crews of the United States Air Force. TRAINS evaluated the crew's Electronic Countermeasures (ECM) against air defense radar by analyzing "the accuracy and effectiveness of inflight ECM performance for combat aircraft ECM pods and internal ECM suite". [1] It captured, recorded, and analyzed transmissions (e.g., jamming against a ground radar) from aircraft responding to threats simulated by the US Dynamics AN/MST-T1 Multiple Threat Emitter Simulator (MUTES) to which the TRAINS was slaved for pointing toward the aircraft. TRAINS data identified the EWO's actions, response times, etc.; and the system included a VHF/UHF receiver and training set. [2]
TRAINS was developed under Electronic Systems Division program 806L after the 1991 Gulf War which identified electronic warfare "shortfalls" and was funded for overhaul in 1999 [3] (Defense Systems Inc.added narrowband receivers to the system in 2006.) [4] In 1976, an MSQ-T4[ sic ] was proposed as an "emitter" in the General Dynamics range design (Range Instrumentation System) for the electronic threat environment at the Hill/Westover/Dugway Ranges ("AFLC Test Range Complex"), [5] and a TRAINS was at the Smoky Hill Air National Guard Range c. 2003. An electronic countermeasure (ECM) is an electrical or electronic device designed to trick or deceive radar, sonar, or other detection systems, like infrared (IR) or lasers. It may be used both offensively and defensively to deny targeting information to an enemy. The system may make many separate targets appear to the enemy, or make the real target appear to disappear or move about randomly. It is used effectively to protect aircraft from guided missiles. Most air forces use ECM to protect their aircraft from attack. It has also been deployed by military ships and recently on some advanced tanks to fool laser/IR guided missiles. It is frequently coupled with stealth advances so that the ECM systems have an easier job. Offensive ECM often takes the form of jamming. Self-protecting (defensive) ECM includes using blip enhancement and jamming of missile terminal homers.
Radar warning receiver (RWR) systems detect the radio emissions of radar systems. Their primary purpose is to issue a warning when a radar signal that might be a threat is detected, like a fighter aircraft's fire control radar. The warning can then be used, manually or automatically, to evade the detected threat. RWR systems can be installed in all kind of airborne, sea-based, and ground-based assets such as aircraft, ships, automobiles, military bases.
Electronic counter-countermeasures (ECCM) is a part of electronic warfare which includes a variety of practices which attempt to reduce or eliminate the effect of electronic countermeasures (ECM) on electronic sensors aboard vehicles, ships and aircraft and weapons such as missiles. ECCM is also known as electronic protective measures (EPM), chiefly in Europe. In practice, EPM often means resistance to jamming. The AN/SPS-48 is a US naval electronically scanned array, air search three-dimensional radar system manufactured by ITT Exelis and deployed in the 1960s as the primary air search sensor for anti-aircraft warships. The deployment of the AN/SPY-1 and the end of the Cold War led to the decommissioning of many such ships, and many of these vessel's AN/SPS-48 sets were reused on aircraft carriers and amphibious ships where it is used to direct targets for air defense systems such as the Sea Sparrow and RIM-116 SAM missiles. Existing sets are being modernized under the ROAR program to AN/SPS-48G standard for better reliability and usability.
In the U.S. Air Force, an electronic warfare officer (EWO) is a trained aerial navigator who has received training in enemy threat systems, electronic warfare principles and overcoming enemy air defense systems. These officers are specialists in finding, identifying and countering air defense systems and also radar-, infrared- and optically guided surface-to-air missiles, anti-aircraft artillery as well as enemy fighter planes. In aircraft that could penetrate enemy airspace EWOs protect their aircraft using radar jamming, chaff and flares to deceive potential threats. In other aircraft EWOs work to gather intelligence information on potential enemy air defense systems and communication systems.
The 1st Combat Evaluation Group was a Strategic Air Command (SAC) unit. It was formed on 1 August 1961 to merge the 3908th Strategic Standardization Group for SAC aircrew evaluation with the 1st Radar Bomb Scoring Group that had originated from the 263rd Army Air Force Base Unit which transferred from 15th AF to directly under Strategic Air Command c. 1946. The 1CEVG formed after SAC switched to low-level tactics to counter Soviet surface-to-air missiles and SAC had "developed a Radar Bomb Scoring field kit for use in NIKE Systems" in early 1960 for scoring SAC training missions against US Hercules SAM sites. The 1CEVG headquarters included an Office of History and a "standardization and evaluation school" for command examiners.

The AN/FPS-6 Radar was a long-range height finding radar used by the United States Air Force's Air Defense Command. The AN/FPS-6 radar was introduced into service in the late 1950s and served as the principal height-finder radar for the United States for several decades thereafter. It was also used by the Royal Air Force alongside their AMES Type 80s. Built by General Electric, the S-band radar operated on a frequency of 2700 to 2900 MHz. Between 1953 and 1960, about 450 units of the AN/FPS-6 and the mobile AN/MPS-14 version were produced. The AN/FPS-90 and AN/FPS-116 radars were identical to the AN/FPS-6 except for receiver modifications.

Cooperative Engagement Capability (CEC) is a sensor network with integrated fire control capability that is intended to significantly improve battle force air and missile defense capabilities by combining data from multiple battle force air search sensors on CEC-equipped units into a single, real-time, composite track picture. This will greatly enhance fleet air defense by making jamming more difficult and allocating defensive missiles on a battle group basis.

Reconciliation of Increases and Decreases ($in Millions):Increase from $17.2 to $38.8 in FY 2000 supports training range equipment: includes overhaul of four MSR-T4 Threat Reaction Analysis in Simulated Surface to Air Missile Encounter systems, MST-T1(V) Mini Mutes Threat Emitters and MPQ-T3 electronic Radar Training set. This increase supports Electronic Warfare threat emitters which were added to the ranges after the Gulf War to rectify electronic warfare training shortfalls. These emitters are now coming due for depot maintenance.
