Tekmen is a village in the Black Sea Region of Turkey, in Osmancık district of Çorum Province. It is a small village, with a population of 340 people. Though it is in the Black Sea Region, it carries typical properties of villages of the Central Anatolia Region. The village economy is based on agriculture and animal husbandry. At the beginning of the 1970s, the Tekmen people began to emigrate from the village to the surrounding cities. Since then, the population of Tekmenians has decreased by around 3,000.

The May 2016 Diyarbakır bombing was a car bomb attack on an armored police vehicle in the Bağlar district of Diyarbakır, Turkey on Tuesday 10th May 2016 at approximately 10:50 local time. The attack, which targeted a police vehicle that was carrying officers escorting seven recently arrested Kurdish militants, killed 3 people and wounded at least 45 others including 12 police officers. The vehicle was carrying seven detainees, suspected members of the Kurdistan Workers Party (PKK) to a routine health check. The PKK's armed wing, the People's Armed Forces (HPG), later claimed that one of its trucks was transporting explosives and got shot, making it explode.
The November 2016 Diyarbakır bombing was an explosion near a police building in Bağlar, Diyarbakır, on 4 November. The bomb killed at least 11 people, including two policemen. Both the Islamic State of Iraq and the Levant and the Kurdistan Freedom Hawks claimed responsibility for the bombing.
Bağlar is one of Diyarbakır's central district in Turkey. In the local elections of March 2019, Zeyyat Ceylan was elected as a Mayor with 70,34% of the votes. But on the 11 April the Supreme Election Board decided not to deliver him the right to serve as Mayor due to having been dismissed from public office before. The Mayorship was instead delivered to Hüseyin Beyoğlu from the Justice and Development Party (AKP) who polled second with 25,46%.
On 11 April 2017, an attack occurred in the campus of the Riot Control Police Department in the Bağlar district of Diyarbakır, Turkey. As a result of the attack, 3 people, including 1 police officer and 2 civilians, died and more than 10 people were injured. The PKK took responsibility for the attack a day later.
