Baton Rouge is the capital city of the U.S. state of Louisiana. Located on the eastern bank of the Mississippi River, it had a population of 227,470 as of 2020; it is the seat of Louisiana's most populous parish (county-equivalent), East Baton Rouge Parish, and the center of Louisiana's second-largest metropolitan area, Greater Baton Rouge.

The United States Coast and Geodetic Survey, known from 1807 to 1836 as the Survey of the Coast and from 1836 until 1878 as the United States Coast Survey, was the first scientific agency of the United States Government. It existed from 1807 to 1970, and throughout its history was responsible for mapping and charting the coast of the United States, and later the coasts of U.S. territories. In 1871, it gained the additional responsibility of surveying the interior of the United States and geodesy became a more important part of its work, leading to it being renamed the U.S. Coast and Geodetic Survey in 1878.

The Louisiana Geological Survey is a state geological survey established by the Louisiana legislature by Act 131 in 1934 to serve the citizens Louisiana by collecting, preserving, and disseminating impartial information on the geomorphology, hydrogeology, geology, paleontology, economic geology, and geological resources of Louisiana. The Louisiana Geological Survey was originally part of the Louisiana Department of Conservation. The Baton Rouge (MCV-846) was a type VC2-S-AP2 Victory ship built by Bethlehem-Fairfield Shipyards. The Maritime Administration cargo ship was the 846rd ship built. Her keel was laid on June 21, 1945. She was launched on August 22, 1945, and completed on September 24, 1945. The 10,600-ton ship was constructed for the Maritime Commission. The American Export Line and later the Isthmian Steamship Company operated her under the United States Merchant Marine act for the War Shipping Administration.
