Belize was among the ten Central American and Caribbean countries that signed the Caracas Energy Agreement on 19 October 2000, in which Venezuela would sell oil under preferential payment conditions, including a one-year grace period and a fifteen-year credit period, with a 2% annual interest rate. [2] [3]
On 11 August 2016, the government of Belize subscribed to the joint declaration of 15 member countries of the Organization of American States (OAS) that called on behalf of the organization for the opening of a "frank dialogue" in Venezuela for the holding "without delay" of a presidential recall referendum in Venezuela. [4]
In April 2017, during the institutional crisis and protests in Venezuela in 2017, days after the Supreme Tribunal of Justice of Venezuela took control of the legislative branch, Belize abstained from voting on a resolution of the Organization of American States to denounce a "violation of the constitutional order," approved by consensus at a special session. [5]
On 17 September 2017, Belize suspended its participation within Petrocaribe due to problems from Petróleos de Venezuela (PDVSA) to maintain the continuous supply of petroleum. [6]
Belize also abstained from a resolution of the Organization of American States, approved on 5 June 2018, in which the results of Venezuela's 20 May presidential elections, where Nicolás Maduro was proclaimed the winner, were rejected. [7]

Having achieved independence under UN sponsorship, Equatorial Guinea feels a special kinship with that organization. It became the 126th UN member on November 12, 1968. Equatorial Guinea served as a non-permanent member on the United Nations Security Council from 2017 to 2019.

Caracas is located along the Guaire River in the northern part of the country, within the Caracas Valley of the Venezuelan coastal mountain range. The valley is close to the Caribbean Sea, separated from the coast by a steep 2,200-meter-high (7,200 ft) mountain range, Cerro El Ávila; to the south there are more hills and mountains. The Metropolitan Region of Caracas has an estimated population of almost 5 million inhabitants.

It has activities in exploration, production, refining and exporting oil as well as exploration and production of natural gas. Since its founding on 1 January 1976, with the nationalization of the Venezuelan oil industry, PDVSA has dominated the oil industry of Venezuela, the world's fifth largest oil exporter.

Petrocaribe was a regional oil procurement agreement between Venezuela and Caribbean member states. The trade organization was founded on 29 June 2005 in Puerto La Cruz, Venezuela during Hugo Chavez' presidency. Venezuela offered member states oil supplies on a concessionary financial agreement. Petrocaribe has been part of the "pink tide" in Latin America seeking to achieve post-neoliberal development in the region. In 2013 Petrocaribe established links with the Bolivarian Alliance for the Americas (ALBA) aiming to go beyond oil trade and promoting economic cooperation. The deal fell apart by 2019 after dwindling oil production, corruption, and oil price fluctuations took their toll.
The Cabinet of Ministers of Venezuela (Spanish: Gabinete de Ministros de Venezuela is one of the bodies that make up the Venezuelan executive in that country's presidential system, alongside the Council of Ministers. The Cabinet is headed by the president of Venezuela, and his corresponding vice president. The purpose of the ministries is to create, adopt, follow and evaluate policies, strategies, programs and projects in accordance with the constitution and the laws of the republic.

Colombia–Venezuela relations refers to the diplomatic relations between the bordering countries of Colombia and Venezuela. The relationship has developed since the early 16th century, when Spanish colonizers created the Province of Santa Marta and the Province of New Andalucia. The countries share a history for achieving their independence under Simón Bolívar and becoming one nation—the Gran Colombia—which dissolved in the 19th century. Presidential elections were held in Venezuela on 20 May 2018, with incumbent Nicolás Maduro being declared re-elected for a second six-year term. The original electoral date was scheduled for December 2018 but was subsequently pulled ahead to 22 April before being pushed back to 20 May. Some analysts described the poll as a sham election, as many prominent opposition parties had been barred from participating in it. The elections had the lowest voter turnout in Venezuela's democratic era.
During the crisis in Venezuela, governments of the United States, the European Union (E.U.), Canada, Mexico, Panama and Switzerland applied individual sanctions against people associated with the administration of Nicolás Maduro. The sanctions were in response to repression during the 2014 and the 2017 Venezuelan protests, and activities both during the 2017 Constituent Assembly election and the 2018 presidential election. Sanctions were placed on current and former government officials, including members of the Supreme Tribunal of Justice (TSJ) and the 2017 Constituent National Assembly (ANC), members of the military and security forces, and private individuals accused of being involved in human rights abuses, corruption, degradation in the rule of law and repression of democracy.
Despite having the largest oil reserves in the world, Venezuela has experienced fuel shortages several times throughout its history due to both economic and political reasons. The general strike of 2002–2003 resulted in the stoppage of the oil industry, which caused fuel shortages domestically, and Nicolás Maduro's administration has experienced chronic gasoline shortages.
