According to The Washington Post, the United States Strategic Command contingency plan for dealing with "imminent" threats is formally known as CONPLAN 8022-02. The plan was reportedly completed in November 2003, resulting in a preemptive and offensive strike capability. The main plan involves the preemptive use of tactical nuclear strikes (mini-nukes) on deep-ground rocket/bomb installations, computer viruses, and radar disruption technology.

Operation Infinite Reach was the codename for American cruise missile strikes on al-Qaeda bases that were launched concurrently across two continents on 20 August 1998. Launched by the U.S. Navy, the strikes hit the al-Shifa pharmaceutical factory in Khartoum, Sudan, and a camp in Khost Province, Afghanistan, in retaliation for al-Qaeda's August 7 bombings of American embassies in Kenya and Tanzania, which killed 224 people and injured over 4,000 others. Operation Infinite Reach was the first time the United States acknowledged a preemptive strike against a violent non-state actor.
A preventive war is an armed conflict "initiated in the belief that military conflict, while not imminent, is inevitable, and that to delay would involve greater risk." The party which is being attacked has a latent threat capability or it has shown that it intends to attack in the future, based on its past actions and posturing. A preventive war aims to forestall a shift in the balance of power by strategically attacking before the balance of power has had a chance to shift in the favor of the targeted party. Preventive war is distinct from preemptive strike, which is the first strike when an attack is imminent. Preventive uses of force "seek to stop another state. .. from developing a military capability before it becomes threatening or to hobble or destroy it thereafter, whereas [p]reemptive uses of force come against a backdrop of tactical intelligence or warning indicating imminent military action by an adversary."
The Single Integrated Operational Plan (SIOP) was the United States' general plan for nuclear war from 1961 to 2003. The SIOP gave the President of the United States a range of targeting options, and described launch procedures and target sets against which nuclear weapons would be launched. The plan integrated the capabilities of the nuclear triad of strategic bombers, land-based intercontinental ballistic missiles (ICBM), and sea-based submarine-launched ballistic missiles (SLBM). The SIOP was a highly classified document, and was one of the most secret and sensitive issues in U.S. national security policy.
Federal Triangle is a triangular area in Washington, D.C. formed by 15th Street NW, Constitution Avenue NW, Pennsylvania Avenue NW, and E Street NW. Federal Triangle is occupied by 10 large city and federal office buildings, all of which are part of the Pennsylvania Avenue National Historic Site. Seven of the buildings in Federal Triangle were built by the U.S. federal government in the early and mid-1930s as part of a coordinated construction plan that has been called "one of the greatest building projects ever undertaken" and all seven buildings are now designated as architecturally historic.

The Department of Defense Civil Disturbance Plan, also known by its cryptonym GARDEN PLOT, was a general US Army and National Guard plan to respond to major domestic civil disturbances within the United States. The plan was developed in response to the civil disorders of the 1960s and fell under the control of the U.S. Northern Command (NORTHCOM). It provided Federal military and law enforcement assistance to local governments during times of major civil disturbances.
In computing, preemption is the act of temporarily interrupting an executing task, with the intention of resuming it at a later time. This interrupt is done by an external scheduler with no assistance or cooperation from the task. This preemptive scheduler usually runs in the most privileged protection ring, meaning that interruption and then resumption are considered highly secure actions. Such changes to the currently executing task of a processor are known as context switching.
The Doctrine for Joint Nuclear Operations is a U.S. Department of Defense document publicly discovered in 2005 on the circumstances under which commanders of U.S. forces could request the use of nuclear weapons. The document was a draft being revised to be consistent with the Bush doctrine of preemptive attack. The label "Joint" refers to the fact that it was endorsed by the five service branches of the American military as well as the US Joint Chiefs of Staff.

Kata'ib Hezbollah or the Hezbollah Brigades, is a radical Iraqi Shiite paramilitary group which is a part of the Iraqi Popular Mobilization Forces (PMF), staffing the 45th, 46th, and 47th Brigades. During the Iraq War (2003–11), the group fought against Coalition forces. It has been active in the War in Iraq (2013–2017) and the Syrian civil war (2011–present). The group was commanded by Abu Mahdi al-Muhandis until he was killed in a US drone attack in 2020. Thereafter, he was replaced by Abdul Aziz al-Muhammadawi, as the new leader of the PMF. KH seeks to establish an Iran-aligned government in Iraq, expel American forces from the country, and advance the regional and international interests of Iran in Iraq and the region. The group is responsible for killing hundreds of U.S. soldiers and takes a central part in carrying out attacks against U.S. targets in Iraq and acts as part of the Axis of Resistance. Kata'ib Hezbollah has received extensive training, funding, logistic support, weapons, and intelligence from the Quds Force of Iran's Islamic Revolutionary Guard Corps (IRGC).

OPLAN 5029 is a proposed military operation plan by the United States and South Korea for dealing with "sudden change" in North Korea, such as a coup d'état, revolution, large scale defections, outflow of weapons of mass destruction, hostage situations involving South Koreans, or major natural disasters. While no permanent version of OPLAN 5029 is known to be in effect, South Korea has repeatedly stated it adheres to the current conceptual plan and the United States has said it is preparing concrete plans for collapse scenarios.

He is a senior fellow at the Foundation for Defense of Democracies, focusing primarily on the Middle East, Islamic militancy, counterterrorism, and intelligence.
