Charles Richman was the commissioner of the New Jersey Department of Community Affairs from 2015 until January 2018, when he was succeeded by Sheila Oliver, who was appointed by the Governor to head the department in her role as Lieutenant Governor of New Jersey. Richman also served as the acting commissioner of the department during three New Jersey gubernatorial administrations.
The New Jersey Department of Community Affairs is a governmental agency of the U.S. state of New Jersey. The department is headed by Commissioner Sheila Oliver, who is also serving as Lieutenant Governor of New Jersey.
Sheila Y. Oliver is an American politician serving as the Lieutenant Governor of New Jersey since 2018. She previously served in the New Jersey General Assembly from 2004 to 2018, where she represented the 34th legislative district while also serving as the Speaker of the New Jersey General Assembly for two terms, from January 12, 2010, to January 14, 2014, as a member of the Democratic Party.
The Lieutenant Governor of New Jersey is an elected constitutional officer in the executive branch of the state government of New Jersey in the United States. The lieutenant governor is the second highest-ranking official in the state government and is elected concurrently on a ticket with the governor for a four-year term. Because the position itself does not carry any powers or duties other than to be next in the order of succession, the state constitution requires that the lieutenant governor be appointed to serve as the head of a cabinet-level department or administrative agency within the governor's administration.

Richman has held positions in multiple state agencies in New Jersey during his career. In 1977, he was Acting Administrator of the State Energy Office. [1] He was Assistant Commissioner of Energy in 1979. [2]
Richman is a career DCA employee and was first appointed deputy commissioner in early 2005 by Commissioner Susan Bass Levin. When Levin resigned in June 2005 to become operations director for the campaign of Gov. Jon Corzine, Governor Codey appointed Richman, a resident of Freehold Township, as DCA's acting commissioner. [3] Richman served as acting commissioner until January 2006, when Governor Corzine reappointed Levin as commissioner. [4]
Susan Bass Levin is the current President and CEO of Cooper University Health System's Cooper Foundation. Levin is a Democratic Party politician in New Jersey, and previously served as First Deputy Executive Director of the Port Authority of New York and New Jersey (PANY/NJ). Levin also was Commissioner of the New Jersey Department of Community Affairs (DCA), serving in the cabinets of Governors Jim McGreevey, Dick Codey, and Jon Corzine beginning in 2002. From 1988 to 2002, Bass Levin was Mayor of the Township of Cherry Hill, New Jersey.
Jon Stevens Corzine is an American financial executive and retired politician who served as a United States Senator from New Jersey from 2001 to 2006 and the 54th Governor of New Jersey from 2006 to 2010. A member of the Democratic Party, he previously worked at Goldman Sachs; after leaving politics, he was CEO of MF Global from 2010 to 2011.
Freehold Township is a township in Monmouth County, New Jersey, United States. As of the 2010 United States Census, the township's population was 36,184, reflecting an increase of 4,647 (+14.7%) from the 31,537 counted in the 2000 Census, which had in turn increased by 6,827 (+27.6%) from the 24,710 counted in the 1990 Census.
In February 2012, Commissioner Rich Constable named Richman deputy commissioner. Upon Constable's resignation in 2015, Richman was named acting commissioner. [5]
