The Council of Economic Advisers (Greek : Συμβούλιο Οικονομικών Εμπειρογνωμόνων; SOE) is an advisory body that is part of the Greek Ministry of Finance. The current Chairman of the Council is George Chouliarakis, also an Alternate Minister of Finance.

Greek language language spoken in Greece, Cyprus and Southern Albania

Greek is an independent branch of the Indo-European family of languages, native to Greece, Cyprus and other parts of the Eastern Mediterranean and the Black Sea. It has the longest documented history of any living Indo-European language, spanning more than 3000 years of written records. Its writing system has been the Greek alphabet for the major part of its history; other systems, such as Linear B and the Cypriot syllabary, were used previously. The alphabet arose from the Phoenician script and was in turn the basis of the Latin, Cyrillic, Armenian, Coptic, Gothic, and many other writing systems.

The Ministry of Finance is the government department responsible for Greece's public finances. The incumbent minister, since 23 September 2015, is Euclid Tsakalotos of Syriza.

George Chouliarakis, also transliterated as Giorgos Houliarakis, is a Greek academic and politician who is currently an Alternate Minister of Finance in the Second Cabinet of Alexis Tsipras, serving under Euclid Tsakalotos. Chouliarakis was formerly the interim Minister of Finance in the caretaker government led by Vassiliki Thanou-Christophilou.

Purpose and role

According to Panos Tsakloglou, former Chairman of the Council of Economic Advisers, the Council is "the think tank of the government in economic issues." It consists of "a board composed of academics, which meet regularly, and a scientific team that operates on a daily basis." Practically, it is responsible for representing Greece in EU and other international organisations' working groups, for monitoring the implementation of the memorandum, for carrying out various ad hoc duties within the Ministry of Finance, and for providing expertise to the Greek government when they request it. The Chairman of the Council of Economic Advisers represents Greece in EU working groups and on the Economic and Financial Committee. They are also Greece's deputy at meetings of the Eurogroup and the Economic and Financial Affairs Council (ECOFIN). [1] In April 2015, George Chouliarakis, then-Chairman, became Greece's representative to the 'Brussels Group' - the detailed technical negotiations taking place in Brussels over the third bailout package. Economic and Financial Committee (European Union) advisory body of the European Union

The Economic and Financial Committee (EFC) is a European Union advisory body, defined by the article 134 of the Treaty on the Functioning of the European Union. In 2012 Thomas Wieser because the committee's President, he is simultaneously the President of Eurogroup Working Group. Vincenzo La Via became Vice-President in July 2015.

The Eurogroup is the recognised collective term for informal meetings of the finance ministers of the eurozone—those member states of the European Union (EU) which have adopted the euro as their official currency. The group has 19 members. It exercises political control over the currency and related aspects of the EU's monetary union such as the Stability and Growth Pact. The current President of the Eurogroup is Mário Centeno, the Minister of Finance of Portugal.

Eurozone Area in which the euro is the official currency

The eurozone, officially called the euro area, is a monetary union of 19 of the 28 European Union (EU) member states which have adopted the euro (€) as their common currency and sole legal tender. The monetary authority of the eurozone is the Eurosystem. The other nine members of the European Union continue to use their own national currencies, although most of them are obliged to adopt the euro in the future.

Stability and Growth Pact

The Stability and Growth Pact (SGP) is an agreement, among the 28 member states of the European Union, to facilitate and maintain the stability of the Economic and Monetary Union (EMU). Based primarily on Articles 121 and 126 of the Treaty on the Functioning of the European Union, it consists of fiscal monitoring of members by the European Commission and the Council of Ministers, and the issuing of a yearly recommendation for policy actions to ensure a full compliance with the SGP also in the medium-term. If a Member State breaches the SGP's outlined maximum limit for government deficit and debt, the surveillance and request for corrective action will intensify through the declaration of an Excessive Deficit Procedure (EDP); and if these corrective actions continue to remain absent after multiple warnings, the Member State can ultimately be issued economic sanctions. The pact was outlined by a resolution and two council regulations in July 1997. The first regulation "on the strengthening of the surveillance of budgetary positions and the surveillance and coordination of economic policies", known as the "preventive arm", entered into force 1 July 1998. The second regulation "on speeding up and clarifying the implementation of the excessive deficit procedure", known as the "dissuasive arm", entered into force 1 January 1999.

European Financial Stability Facility

The European Financial Stability Facility (EFSF) is a special purpose vehicle financed by members of the eurozone to address the European sovereign-debt crisis. It was agreed by the Council of the European Union on 9 May 2010, with the objective of preserving financial stability in Europe by providing financial assistance to eurozone states in economic difficulty. The Facility's headquarters are in Luxembourg City, as are those of the European Stability Mechanism. Treasury management services and administrative support are provided to the Facility by the European Investment Bank through a service level contract. Irish Fiscal Advisory Council is a non-department statutory body providing independent assessment and analysis of the Irish Government's economic and budgetary forecasts, and fiscal approach. IFAC monitors compliance with EU fiscal rules and agreements. IFAC was created to counter the "green jersey agenda" which was identified as a contributor to the Irish financial crisis.
