Cycling has been included in the Summer Youth Olympic Games since their inauguration at the 2010 Summer Youth Olympics, at which one event was held. Unlike the Summer Olympics, track cycling is not included, while the program features BMX racing, road cycling and mountain bike racing.

The cycling competition at the 2023 SEA Games took place in Siem Reap, Cambodia from 6 to 13 May 2023. The competition consisted of two events, road cycling and mountain biking. A total of nine medals were awarded. The road cycling events were held near Angkor Wat, UNESCO World Heritage site. The mountain biking events were held at Kulen Mountain.

The men's cross country mountain biking cycling event at the 2023 SEA Games took place on 6 May 2022, at Siem Reap, Cambodia. 20 riders from 8 different nations competed in the event.
