History
Historically, ElCoP is the successor to the e-Learning Developers’ Task Force (EDTF), which was created in 2006 to develop a network of European e-learning developers involved in ANS training.
This group had the tasks of developing best practices in e-learning development and a platform which would enable users to share digital learning assets.
Even though EDTF finished these tasks in 2008, its members believed that there was added value in keeping a community of practice alive which would enable participants to learn from each other, to share best practices and to develop common deliverables. They suggested ElCoP.
ElCoP started work in the first quarter of 2009.
A best practice is a method or technique that has been generally accepted as superior to any alternatives because it produces results that are superior to those achieved by other means or because it has become a standard way of doing things, e.g., a standard way of complying with legal or ethical requirements.
An online community of practice (OCoP), also known as a virtual community of practice (VCoP), is a community of practice (CoP) that is developed on, and is maintained using the Internet. To qualify as an OCoP, the characteristics of a community of practice (CoP) as described by Lave and Wenger must be met. To this end, an OCoP must include active members who are practitioners, or "experts," in the specific domain of interest. Members must participate in a process of collective learning within their domain. Additionally, social structures must be created within the community to assist in knowledge creation and sharing. Knowledge must be shared and meaning negotiated within an appropriate context. Community members must learn through both instruction-based learning and group discourse. Finally, multiple dimensions must facilitate the long-term management of support as well as enable immediate synchronous interactions.
ENAIRE is the air navigation manager in Spain and Western Sahara, certified for the provision of en route, approach and aerodrome control services. The European Organisation for the Safety of Air Navigation, commonly known as EUROCONTROL, is an international organisation working to achieve safe and seamless air traffic management across Europe. Founded in 1960, EUROCONTROL currently has 41 member states and is headquartered in Brussels, Belgium, with local sites in Brétigny-sur-Orge, France for its R&D activities, the Institute of Air Navigation Training (IANS) a training centre in Luxembourg, and the Maastricht Upper Area Control Centre (MUAC). The organisation employs approximately two thousand people and operates with an annual budget in excess of half a billion Euro.

An air navigation service provider (ANSP) is a public or a private legal entity providing Air Navigation Services. It manages air traffic on behalf of a company, region or country. Depending on the specific mandate an ANSP provides one or more of the following services to airspace users
Beacon Status was a progressive educational initiative that the United Kingdom implemented based on the idea that organizational learning could be advanced through a competitive process of identifying successful organizations and recruiting them to disseminate their good practices. The beacon status initiative was launched by the Department for Education and Skills (DfES) in partnership with the Learning and Skills Council (LSC) in 1998 and ran through to August 2005 for primary and secondary schools in England and Wales. Beacon Status was for providers funded by the Learning and Skills Council, which are mainly Further Education colleges. The Learning and Skills Improvement Service was still awarding Beacon Status in 2011.
System Wide Information Management (SWIM) is a global Air Traffic Management (ATM) industry initiative to harmonize the exchange of Aeronautical, Weather and Flight information for all Airspace Users and Stakeholders. SWIM is an integral part of the International Civil Aviation Organization (ICAO) Global Air Navigation Plan (GANP). The GANP defines 4 Performance Improvement Areas (PIA), SWIM resides in PIA 2: Globally interoperable systems and data, where its implementation is further defined in Aviation System Block Upgrades (ASBU) B1-SWIM and B2-SWIM. ASBU B1-SWIM defines SWIM as a “a net-centric operation where the air traffic management (ATM) network is considered as a series of nodes, including the aircraft, providing or using information.” it goes on to say “The sharing of information of the required quality and timeliness in a secure environment is an essential enabler to the ATM target concept.”

The English Language Proficiency for Aeronautical Communication (ELPAC) is a EUROCONTROL test for aeronautical communication designed to assess ICAO English Language Proficiency for pilots and air traffic controllers, and reflects the range of tasks undertaken in air traffic control and pilot communications. The test focuses on language proficiency, not operational procedures.
InnerSource is the use of open source software development best practices and the establishment of an open source-like culture within organizations. The organization may still develop proprietary software, but internally opens up its development. The term was coined by Tim O'Reilly in 2000.
