Paraguay, officially the Republic of Paraguay, is a landlocked country in South America. It is bordered by Argentina to the south and southwest, Brazil to the east and northeast, and Bolivia to the northwest. It has a population of 7 million, nearly 3 million of whom live in the capital and largest city of Asunción, and its surrounding metro. Although one of only two landlocked countries in South America, Paraguay has ports on the Paraguay and Paraná rivers that give exit to the Atlantic Ocean, through the Paraná-Paraguay Waterway.
Paraguay's transportation system ranges from adequate to poor, largely depending on the region of the country. The country has a network of roads, railroads, rivers, and airports, but significant infrastructure and regulation improvements are needed.

Encarnación is a district and the capital city of Itapúa Department in Paraguay, located at the south-east of the department, on the right-hand (western) shore of the Paraná River, opposite Posadas, Argentina. The city has an area of 274 km2 and a population of 93,497, and the Greater Encarnacion area has a population of over 220,000 according to a 2020 estimate. Encarnación is the third-largest city of Paraguay. The city was originally named Nuestra Señora de la Anunciación de Itapúa, and is considered the capital of summer by most of its inhabitants.
Empresa de los Ferrocarriles del Estado is the national railway and the oldest state-run enterprise in Chile. It manages the infrastructure and operating rail services in the country.
The rail system in Paraguay consisted primarily of a 376 km main line of standard gauge between Asunción and Encarnación. The infrastructure was administered by Ferrocarriles del Paraguay S.A. (FEPASA), corporation established in 2002. Early in the 21st century, rail transport mostly ceased. Seen from the air, the line Asuncion-Encarnacion will be broken up before 2020, and the long sections "trough" or over the water will have disappeared completely.
The General Urquiza Railway (FCGU), named after the Argentine general and politician Justo José de Urquiza, is a standard gauge railway of Argentina which runs approximately northwards from Buenos Aires to Posadas, with several branches in between. It was also one of the six state-owned Argentine railway companies formed after President Juan Perón's nationalisation of the railway network in 1948. The six companies were managed by Ferrocarriles Argentinos which was later broken up during the process of railway privatisation beginning in 1991 during Carlos Menem's presidency.

Horacio Manuel Cartes Jara is a Paraguayan politician and businessman who is serving as president of the Colorado Party since 2023, having previously served as president of Paraguay from 2013 to 2018. Cartes owned about two dozen businesses in his Grupo Cartes conglomerate until he left the conglomerate in 2023, including tobacco, soft drinks, meat production, and banking. He was president of Club Libertad football club from 2001 until 2012, and president of the national team inside the Paraguayan Football Association during the 2010 FIFA World Cup qualification. Between 2022 and 2023, he was classified as "significantly corrupt" and as a result subsequently subjected to economic sanctions by the United States, which accuses him of involvement in transnational crime and terrorist organizations.
The Posadas–Encarnación International Train is a 8 km (5.0 mi) commuter rail international service operated between Posadas in Argentina and Encarnación in Paraguay, running on the Urquiza Railway standard gauge tracks. The service was opened in January 2014.

Produced by Alsthom for use under multiple electrification networks and un-electrified lines, they have been in widespread use from 1976 into the 21st century. The São Paulo Metropolitan Train is a public transit rail system implanted in Greater São Paulo, serving 23 of its 39 municipalities. It has 273 km (170 mi) of length, 7 lines and 94 stations, transporting approximately 3 million passengers per day. Currently, it is operated by the state-owned company Companhia Paulista de Trens Metropolitanos (CPTM), but two of the lines were auctioned to ViaMobilidade, which began operating their administrations in January 2022.

It remained in activity from October 1971 until May 1998, when it was extinguished and incorporated into the Federal Railway Network S/A (RFFSA).
